19	19		Be It Resolved by the Legislature of the State of Florida: 8

21	21		That the following amendment to Section 4 of Article IX and 10
22	22		the creation of a new section in Article XII of the Sta te 11
23	23		Constitution are agreed to and shall be submitted to the 12
24	24		electors of this state for approval or rejection at the next 13
25	25		general election or at an earlier special election specifically 14
26	26		authorized by law for that purpose: 15

29	29		SECTION 4. School districts; school boards. — 18
30	30		(a) Each county shall constitute a school district; 19
31	31		provided, two or more contiguous counties, upon vote of the 20
32	32		electors of each county pursuant to law, may be combined into 21
33	33		one school district. In each school district th ere shall be a 22
34	34		school board composed of five or more members chosen by vote of 23
35	35		the electors in a partisan nonpartisan election for 24
36	36		appropriately staggered terms of four years, as provided by law. 25

47	47		(b) The school board shall operate, control and supervise 26
48	48		all free public schools within the school district and determine 27
49	49		the rate of school district taxes within the limits prescribed 28
50	50		herein. Two or more school districts may operate and finance 29
51	51		joint educational programs. 30

54	54		Partisan election of members of district school boards. —33
55	55		This section and the amendment to Section 4 of Article IX 34
56	56		requiring members of a district school board to be elected in a 35
57	57		partisan election rather than a nonpartisan election shall take 36
58	58		effect upon approval by the e lectors, except that members of 37
59	59		district school boards may not be elected on a partisan basis 38
60	60		until the general election held in November 2026. However, 39
61	61		partisan primary elections may occur before the general election 40
62	62		held on November 3, 2026, for purposes of nominating political 41
63	63		party candidates to that office for placement on the 2026 42
64	64		general election ballot. 43

83	83		election rather than a nonpartisan election and to specify that 52
84	84		the amendment only appli es to elections held on or after the 53
85	85		November 2026 general election. However, partisan primary 54
