A bill to be entitled 1 
An act relating to coverage for skin cancer 2 
screenings; creating ss. 627.64198, 627.66912, and 3 
641.31091, F.S.; requiring individual health insurance 4 
policies; group, blanket, and franchise health 5 
insurance policies; and health maintenance contracts, 6 
respectively, to provide coverage and payment for 7 
annual skin cancer screenings performed by a licensed 8 
dermatologist without imposing any cost -sharing 9 
requirement; specifying a requirement for and a 10 
restriction on payments for such screenings; providing 11 
an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Section 627.64198, Florida Statutes, is created 16 
to read: 17 
 627.64198  Coverage for skin cancer screenings; required 18 
coverage and payment. — 19 
 (1)  A health insurance policy issued or renewed on or 20 
after January 1, 2024, must provide coverage and payment, 21 
without imposing a deductible, copayment, coinsurance, or any 22 
other cost-sharing requirement, for annual skin cancer 23 
screenings performed by a dermatologist licensed pursuant to 24 
chapter 458 or chapter 459. Payment for such screenings must be 25

consistent with the insurer's payments for other preventive 26 
screenings as defined by the Current Procedural Terminology code 27 
set of the American Medical Association. 28 
 (2)  An insurer may not bundle a payment for skin cancer 29 
screenings performed pursuant to subsection (1) with any other 30 
procedure or service, including an evalua tion and management 31 
visit, which is performed during the same office visit or a 32 
subsequent office visit. 33 
 Section 2.  Section 627.66912, Florida Statutes, is created 34 
to read: 35 
 627.66912  Coverage for skin cancer screenings; required 36 
coverage and payment. — 37 
 (1)  A group, blanket, or franchise health insurance policy 38 
issued or renewed on or after January 1, 2024, must provide 39 
coverage and payment, without imposing a deductible, copayment, 40 
coinsurance, or any other cost -sharing requirement, for annual 41 
skin cancer screenings performed by a dermatologist licensed 42 
pursuant to chapter 458 or chapter 459. Payment for such 43 
screenings must be consistent with the insurer's payments for 44 
other preventive screenings as defined by the Current Procedural 45 
Terminology code set of the American Medical Association. 46 
 (2)  An insurer may not bundle a payment for skin cancer 47 
screenings performed pursuant to subsection (1) with any other 48 
procedure or service, including an evaluation and management 49

 Section 3.  Section 641.31091, Florida Statutes, is created 52 
to read: 53 
 641.31091  Coverage for skin cancer screenings; required 54 
coverage and payment. — 55 
 (1)  A health maintenance contract issued or renew ed on or 56 
after January 1, 2024, must provide coverage and payment, 57 
without imposing a deductible, copayment, coinsurance, or any 58 
other cost-sharing requirement, for annual skin cancer 59 
screenings performed by a dermatologist licensed pursuant to 60 
chapter 458 or chapter 459. Payment for such screenings must be 61 
consistent with the health maintenance organization's payments 62 
for other preventive screenings as defined by the Current 63 
Procedural Terminology code set of the American Medical 64 
Association. 65 
 (2)  A health maintenance organization may not bundle a 66 
payment for skin cancer screenings performed pursuant to 67 
subsection (1) with any other procedure or service, including an 68 
evaluation and management visit, which is performed during the 69 
same office visit or a subs equent office visit. 70 
 Section 4.  This act shall take effect July 1, 2023. 71
