2525 Be It Enacted by the Legislature of the State of Florida: 12

2727 Section 1. Section 1009.8911, Florida Statutes, is created 14

2929 1009.8911 Educational grants to students enrolled in 16
30-independent for-profit colleges and universities. — 17
31- (1) Subject to legislative funding, the Department of 18
32-Education shall issue a grant pursuant to s. 1009.89 to any 19
33-full-time degree-seeking undergraduate student who is registered 20
34-at an independent for -profit college or university that meets 21
35-all of the following criteria: 22
36- (a) Has a level 6 accreditation from the Southern 23
37-Association of Colleges and Schools Commission on Colleges. 24
38- (b) Is located in and chartered by the state. 25
30+independent nonprofit colleges and universiti es.— 17
31+ (1) Subject to legislative funding: 18
32+ (a) The Department of Education shall issue a grant 19
33+pursuant to s. 1009.89 to any full -time, degree-seeking 20
34+undergraduate student who is registered at an independent 21
35+nonprofit college or university that meets al l of the following 22

51- (c) Was licensed by the depart ment on or before October 1, 26

53- (d) Has a secular purpose. The receipt of state aid by 28
54-students at the college or university may not have the primary 29
55-effect of advancing or impeding religion, or result in an 30
56-excessive entanglement between the state an d any religion sect. 31
57- (e) Is not a state university or Florida College System 32
58-institution. 33
59- (f) Has notified the department in writing of its decision 34
60-to apply for the grant no later than September 1, 2023. 35
61- (g) Except for s. 1009.89(1) and (3), compl ies with all 36
62-other requirements as provided in s. 1009.89. 37
63- (2) Notwithstanding any other law to the contrary, an 38
64-eligible college or university applying for a grant under this 39
65-section is outside the jurisdiction of, and is not subject to 40
66-licensure by, the Commission for Independent Education. 41
67- Section 2. This act shall take effect July 1, 2023. 42

53+including practical nursing programs, registered nursing 28
54+programs, or advanced practice registered nursing programs, and 29
