14	14	urging the inclusion of Taiwan in the Indo -Pacific 3
15	15	Economic Framework (IPEF), a regional multilateral 4
16	16	economic agreement announced by the White House in 5
17	17	spring 2022 that is designed to promote trade policy 6
18	18	collaboration among IPEF nations as well as counter 7
19	19	China's economic influence in the Asia -Pacific region. 8

21	21	WHEREAS, the economy of Taiwan is one of the str ongest and 10
22	22	wealthiest in the Indo -Pacific region with a gross domestic 11
23	23	product (GDP) of approximately $660 billion in 2021, and 12
24	24	WHEREAS, Taiwan has a larger GDP than seven of the fourteen 13
25	25	countries that are already members of the Indo -Pacific Economic 14
26	26	Framework (IPEF), and 15
27	27	WHEREAS, an estimated $105.9 billion of trade was conducted 16
28	28	between the United States and Taiwan in the year 2020, making 17
29	29	Taiwan a major trading partner in the Indo -Pacific region, and 18
30	30	WHEREAS, Taiwan's semiconductor manufacturing indu stry is 19
31	31	the finest in the world with one firm alone accounting for more 20
32	32	than 50 percent of the global market, and 21
33	33	WHEREAS, semiconductors manufactured by Taiwanese 22
34	34	enterprises are used in much of the United States' defense 23
35	35	technology and infrastructure, a nd maintaining seamless access 24 

46	46	to these resources is critical to the United States' national 25
47	47	security, and 26
48	48	WHEREAS, President Biden's administration has stated that a 27
49	49	goal of the IPEF is to harness technological innovation and 28
50	50	fortify the economies of its members against fragile supply 29
51	51	chains and corruption, and 30
52	52	WHEREAS, underscoring the importance of the United States -31
53	53	Taiwan relationship and signaling this partnership's vitality to 32
54	54	the People's Republic of China is in the United States' interest 33
55	55	and could deter Chinese aggression against Taiwan, and 34
56	56	WHEREAS, in 2013, Taiwan signed economic association 35
57	57	agreements with New Zealand and Singapore, both of which are 36
58	58	members of the IPEF, and 37
59	59	WHEREAS, the Taiwanese government has asked the United 38
60	60	States Trade Representative to be included in the IPEF, NOW, 39
