HM 1357 2023 hm1357-00 Page 1 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S House Memorial 1 A memorial to the United States Department of State, 2 urging the inclusion of Taiwan in the Indo -Pacific 3 Economic Framework (IPEF), a regional multilateral 4 economic agreement announced by the White House in 5 spring 2022 that is designed to promote trade policy 6 collaboration among IPEF nations as well as counter 7 China's economic influence in the Asia -Pacific region. 8 9 WHEREAS, the economy of Taiwan is one of the str ongest and 10 wealthiest in the Indo -Pacific region with a gross domestic 11 product (GDP) of approximately $660 billion in 2021, and 12 WHEREAS, Taiwan has a larger GDP than seven of the fourteen 13 countries that are already members of the Indo -Pacific Economic 14 Framework (IPEF), and 15 WHEREAS, an estimated $105.9 billion of trade was conducted 16 between the United States and Taiwan in the year 2020, making 17 Taiwan a major trading partner in the Indo -Pacific region, and 18 WHEREAS, Taiwan's semiconductor manufacturing indu stry is 19 the finest in the world with one firm alone accounting for more 20 than 50 percent of the global market, and 21 WHEREAS, semiconductors manufactured by Taiwanese 22 enterprises are used in much of the United States' defense 23 technology and infrastructure, a nd maintaining seamless access 24 HM 1357 2023 hm1357-00 Page 2 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S to these resources is critical to the United States' national 25 security, and 26 WHEREAS, President Biden's administration has stated that a 27 goal of the IPEF is to harness technological innovation and 28 fortify the economies of its members against fragile supply 29 chains and corruption, and 30 WHEREAS, underscoring the importance of the United States -31 Taiwan relationship and signaling this partnership's vitality to 32 the People's Republic of China is in the United States' interest 33 and could deter Chinese aggression against Taiwan, and 34 WHEREAS, in 2013, Taiwan signed economic association 35 agreements with New Zealand and Singapore, both of which are 36 members of the IPEF, and 37 WHEREAS, the Taiwanese government has asked the United 38 States Trade Representative to be included in the IPEF, NOW, 39 THEREFORE, 40 41 Be It Resolved by the House of Representatives of the State of 42 Florida: 43 44 That the United States Department of State is urged to make 45 appropriate arrangements to invite Taiwan to participate i n 46 Indo-Pacific Economic Framework negotiations to improve economic 47 collaboration and prosperity in the Indo -Pacific region. 48 BE IT FURTHER RESOLVED that the Secretary of State dispatch 49 HM 1357 2023 hm1357-00 Page 3 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S copies of this memorial to the President of the United States, 50 to the Secretary of State of the United States, to the President 51 of the United States Senate, to the Speaker of the United States 52 House of Representatives, and to each member of the Florida 53 delegation to the United States Congress. 54
