5151 Section 1. Paragraph (f) of subsection (8) of section 26

5555 (f) Notwithstanding paragraph (a), on January 1 of each 30
5656 year, the department shall discontinue the specialty license 31
5757 plate with the fewest number of plates in circulati on, including 32
5858 license plates exempt from a statutory sales requirement. The 33
5959 department shall mail a warning letter to the sponsoring 34
6060 organizations of the 10 percent of specialty license plates with 35

7171 (a) The department shall develop a colleg iate license 46
7272 plate as provided in this section for state and independent 47
7373 universities domiciled in this state. However, any collegiate 48
7474 license plate created or established after October 1, 2002, must 49
7575 comply with the requirements of s. 320.08053 , other than the 50

9494 (b) A collegiate plate annual use fee is to be distributed 57
9595 to the state or independent university foundation designated by 58
9696 the purchaser for deposit in an unrestrict ed account. The Board 59
9797 of Governors of the State University System shall require each 60
9898 state university to submit a plan for approval of the 61
9999 expenditure of all funds so designated. These funds may be used 62
100100 only for academic enhancement, including scholarships and 63
101101 private fundraising activities. 64
102102 (c) If a collegiate license plate has previously been 65
103103 discontinued pursuant to s. 320.08056(8)(f), the department must 66
104104 reauthorize the collegiate license plate if the state or 67
105105 independent university resubmits the col legiate license plate 68
106106 for authorization. 69
107107 (47) LIVE THE DREAM LICENSE PLATES. — 70
108108 (a) The department shall develop a Live the Dream license 71
109109 plate as provided in this section. Live the Dream license plates 72
110110 must bear the colors and design approved by the dep artment. The 73
111111 word "Florida" must appear at the top of the plate, and the 74
112112 words "Live the Dream" must appear at the bottom of the plate. 75

130130 Inc., also known as the King Center, as a royalty for the use of 81
131131 the image of Dr. Martin Luther King, Jr used to administer, 82
132132 promote, and market the license plate . 83
133133 2. All remaining annual proceeds from the sale of the 84
134134 plate shall be deposited into a separate account within the 85
135135 Historical Resources Operating Trust Fund and must be used to 86
136136 support the Historic Cemet eries Program established in s. 87
137137 267.21. Such funds must be used to research, identify, and 88
138138 record abandoned African -American cemeteries and provide grants 89
139139 to eligible entities pursuant to s. 267.21(2) At least 25 90
140140 percent shall be distributed equally among the sickle cell 91
141141 organizations that are Florida members of the Sickle Cell 92
142142 Disease Association of America, Inc., for programs that provide 93
143143 research, care, and treatment for sickle cell disease . 94
144144 3. At least 8 percent shall be used for programs and 95
145145 services provided directly by the Dream Foundation, Inc., which 96
146146 assist inmates released from the custody of a county jail in 97
147147 this state or a Department of Corrections facility in 98

163163 released from the custody of a county jail in this state or a 102
164164 Department of Corrections facility in successfully reentering 103

166166 5. At least 20 percent shall be dist ributed as 105
167167 scholarships to graduating high school seniors in this state who 106
168168 have at least one parent or legal guardian who is incarcerated, 107
169169 for the purpose of attending a state university, a Florida 108
170170 College System institution, a career center operated by a school 109
171171 district under s. 1001.44, or a charter technical career center 110
172172 under s. 1002.34. Scholarships shall be awarded through a 111
173173 competitive application process. Fiscal oversight of the 112
174174 scholarship program shall be performed by a certified public 113
175175 accounting firm. 114
176176 6. At least 22 percent shall be distributed to Chapman 115
177177 Partnership, Inc., for programs that provide relief from 116
178178 poverty, hunger, and homelessness. 117
179179 7. Up to 5 percent may be distributed by the department on 118
180180 behalf of the Dream Foundation, Inc., to The Martin Luther King, 119
181181 Jr. Center for Nonviolent Social Change, Inc., as a royalty for 120

203203 (c)1. As used in this paragraph, the term "immediate 130

206206 plate representing an organization listed in sub -subparagraphs 133
207207 (b)3.a.-i., a person must be a resident of this state who is the 134
208208 registered owner or lessee of a motor vehicle and who is either 135
209209 a member or an immediate relative of a member of the applicable 136
210210 organization. The person must also present the following: 137
211211 a. Proof of membership in the organization, which may be 138

213213 (I)a. A card distributed by the organization indicating 140

215215 (II)b. A written letter on the organization's letterhead 142
216216 which is signed by the organization's national president or his 143

274274 to 10 percent of the proceeds may be used for the promotion and 177
275275 marketing of the plate. The remainder of the proceeds shall be 178
276276 used by Give Kids The World, Inc., to support their mission of 179
277277 providing week-long, cost-free vacations to children with 180
278278 critical illnesses and their families. 181
279279 (127) MARGARITAVILLE LICENSE PLATES. — 182
280280 (a) The department shall develop a Margaritaville license 183
281281 plate as provided in this section and s. 320.08053. The plate 184
282282 must bear the colors and design approved by the department. The 185
283283 word "Florida" must appear at th e top of the plate, and the word 186
284284 "Margaritaville" must appear at the bottom of the plate. 187
285285 (b) The annual use fees from the sale of the plate must be 188
286286 distributed to the SFC Charitable Foundation, Inc., also known 189
287287 as Singing for Change, which may use up to 10 percent of such 190
288288 fees for administrative costs and marketing of the plate. The 191
289289 balance of the fees must be used by the SFC Charitable 192
290290 Foundation, Inc., and must be distributed with the approval of 193
291291 and accountability to the board of directors of the SFC 194
292292 Charitable Foundation, Inc., to provide grants to nonprofit 195
293293 organizations in communities impacted by natural or manmade 196
294294 disasters for recovery, rebuilding, and future sustainability in 197
295295 those communities and to promote and inspire local grassroots 198
296296 leadership that will work to improve the quality of life in 199
297297 those communities and others in this state. 200

327327 (a) The department shall develop a General Aviation 218
328328 license plate as provided in this section and s. 320.08053. The 219

331331 plate, and the words "Support General Aviation" must appear at 222

401401 plate as provided in this section and s. 320.08053. The plate 268

403403 word "Florida" must appear at the top of the plate, and the 270
404404 words "Recycle Florida" must appear at the bottom of the plate. 271

438438 Yawn, Inc., to increase public awareness of employment 293
439439 opportunities in the maritime industry; to fund maritime 294
440440 workforce instruction and training; to promote professional 295
