2828 accounts for over 30 percent of global carbon dioxide emissions 16
2929 and subsidizes its exports by not imposing or enforcing 17
3030 reasonable environmental and labor standards, and 18
3131 WHEREAS, Chinese government -owned industry is an arm of the 19
3232 Communist Party and strives to increase its influence over the 20
3333 global economy by pursuing predatory trade practices such as 21
3434 stealing intellectual property from the United States, and 22
3535 WHEREAS, the United States has reduced more carbon 23
3636 emissions than any other country in the last 15 years and has an 24 
