2929 Be It Enacted by the Legislature of the State of Florida: 16

3131 Section 1. Section 1003.4321, Florida Statutes, is created 18
3232 to read: 19
3333 1003.4321 Florida Seal of Fine Arts Program for high 20
3434 school graduates.— 21
3535 (1) The Florida Seal of Fine Arts Program is established 22
3636 within the Department of Education to recognize high school 23
3737 graduates who have met exemplary benchmarks in fine arts 24
3838 coursework. 25

5151 (2) The purpose of the Florida Seal of Fine Arts Program 26
5252 is to encourage students to develop an exemplary leve l of 27
5353 proficiency in the performing or visual arts. 28
5454 (3)(a) Beginning with the 2024 -2025 school year, the Seal 29
5555 of Fine Arts shall be awarded to a high school student who has 30
5656 earned a standard high school diploma; successfully completed at 31
5757 least three year-long courses in dance, music, theatre, or the 32
5858 visual arts with a grade of "A" or higher in each course or 33
5959 earned three sequential course credits in such courses with a 34
6060 grade of "A" or higher in each course; and meets a minimum of 35
6161 two of the following requi rements: 36
6262 1. Successfully completes a fine arts International 37
6363 Baccalaureate, advanced placement, dual enrollment, or honors 38
6464 course in the subjects listed in this paragraph with a grade of 39
6565 "B" or higher. 40
6666 2. Participates in a district or statewide organiz ation's 41
6767 juried event as a selected student participant for 2 or more 42
6868 years. 43
6969 3. Records at least 25 volunteer hours of arts -related 44
7070 community service in his or her community and presents a 45
7171 comprehensive presentation on his or her experiences. 46
7272 4. Meets the requirements of a portfolio -based program 47
7373 identifying the student as an exemplary practitioner of the fine 48
7474 arts. 49
7575 5. Receives district, state, or national recognition for 50

8989 purposes of this para graph, the term "work of art" means a 52
9090 musical or theatrical composition, visual artwork, or 53
9191 choreographed routine or performance. 54
9292 (b) The State Board of Education may establish additional 55
9393 criteria for the award of the Seal of Fine Arts. 56
9494 (4) The Commissioner of Education shall: 57
9595 (a) Prepare for and provide to each school district an 58
9696 appropriate seal to be affixed to a student's diploma indicating 59
9797 that the student has been awarded the Seal of Fine Arts. 60
9898 (b) Provide appropriate benchmarks in rubric form which 61
9999 are necessary for a school district to successfully implement 62

101101 (5) Each school district shall: 64
102102 (a) Maintain appropriate records to identify a student who 65
103103 has met the requirements to receive a Seal of Fine Arts. 66
104104 (b) Provide the Comm issioner of Education with the number 67
105105 of students who have met the requirements to receive a Seal of 68
106106 Fine Arts. 69
107107 (c) Affix the appropriate insignia to the student's 70
108108 diploma and indicate on the student's transcript that he or she 71
109109 has earned a Seal of Fine Arts. 72
110110 (6) A school district or the department may not charge a 73
111111 fee for a Seal of Fine Arts. 74
112112 (7) The State Board of Education shall adopt rules to 75
