17	17		Florida Seal of Fine Arts Program within the 4
18	18		Department of Education; providing the purpose of the 5
19	19		program; specifying eligibility requirements for the 6
20	20		seal; defining the term "work of art"; authorizing the 7
21	21		State Board of Education to adopt additional criteria 8
22	22		for the award of a seal; requiring the Commissioner of 9
23	23		Education and school districts to perform specified 10
24	24		duties to administer the program; prohibiting a school 11
25	25		district or the Department of Education from charging 12
26	26		a fee for the seal; requiring the state board to adopt 13
27	27		rules; providing an effective date. 14

29	29		Be It Enacted by the Legislature of the State of Florida: 16

31	31		Section 1. Section 1003.4321, Florida Statutes, is created 18
32	32		to read: 19
33	33		1003.4321 Florida Seal of Fine Arts Program for high 20
34	34		school graduates.— 21
35	35		(1) The Florida Seal of Fine Arts Program is established 22
36	36		within the Department of Education to recognize high school 23
37	37		graduates who have met exemplary benchmarks in fine arts 24
38	38		coursework. 25

51	51		(2) The purpose of the Florida Seal of Fine Arts Program 26
52	52		is to encourage students to develop an exemplary leve l of 27
53	53		proficiency in the performing or visual arts. 28
54	54		(3)(a) Beginning with the 2024 -2025 school year, the Seal 29
55	55		of Fine Arts shall be awarded to a high school student who has 30
56	56		earned a standard high school diploma; successfully completed at 31
57	57		least three year-long courses in dance, music, theatre, or the 32
58	58		visual arts with a grade of "A" or higher in each course or 33
59	59		earned three sequential course credits in such courses with a 34
60	60		grade of "A" or higher in each course; and meets a minimum of 35
61	61		two of the following requi rements: 36
62	62		1. Successfully completes a fine arts International 37
63	63		Baccalaureate, advanced placement, dual enrollment, or honors 38
64	64		course in the subjects listed in this paragraph with a grade of 39
65	65		"B" or higher. 40
66	66		2. Participates in a district or statewide organiz ation's 41
67	67		juried event as a selected student participant for 2 or more 42
68	68		years. 43
69	69		3. Records at least 25 volunteer hours of arts -related 44
70	70		community service in his or her community and presents a 45
71	71		comprehensive presentation on his or her experiences. 46
72	72		4. Meets the requirements of a portfolio -based program 47
73	73		identifying the student as an exemplary practitioner of the fine 48
74	74		arts. 49
75	75		5. Receives district, state, or national recognition for 50

88	88		the creation and submission of an original work of art. For 51
89	89		purposes of this para graph, the term "work of art" means a 52
90	90		musical or theatrical composition, visual artwork, or 53
91	91		choreographed routine or performance. 54
92	92		(b) The State Board of Education may establish additional 55
93	93		criteria for the award of the Seal of Fine Arts. 56
94	94		(4) The Commissioner of Education shall: 57
95	95		(a) Prepare for and provide to each school district an 58
96	96		appropriate seal to be affixed to a student's diploma indicating 59
97	97		that the student has been awarded the Seal of Fine Arts. 60
98	98		(b) Provide appropriate benchmarks in rubric form which 61
99	99		are necessary for a school district to successfully implement 62
100	100		the program. 63
101	101		(5) Each school district shall: 64
102	102		(a) Maintain appropriate records to identify a student who 65
103	103		has met the requirements to receive a Seal of Fine Arts. 66
104	104		(b) Provide the Comm issioner of Education with the number 67
105	105		of students who have met the requirements to receive a Seal of 68
106	106		Fine Arts. 69
107	107		(c) Affix the appropriate insignia to the student's 70
108	108		diploma and indicate on the student's transcript that he or she 71
109	109		has earned a Seal of Fine Arts. 72
110	110		(6) A school district or the department may not charge a 73
111	111		fee for a Seal of Fine Arts. 74
112	112		(7) The State Board of Education shall adopt rules to 75

126	126		(a) A process created in rubric form to confirm a 77
127	127		student's successful completion of the requirements in 78
128	128		subsection (3). 79
129	129		(b) Any additional requirements a student must meet to be 80
130	130		awarded the Seal of Fine Arts. 81
131	131		Section 2. This act shall take effect July 1, 2024. 82
