An act relating to the Florida Seal of Fine Arts 2 
Program; creating s. 1003.4321, F.S.; establishing the 3 
Florida Seal of Fine Arts Program within the 4 
Department of Education; providing the purpose of the 5 
program; specifying eligibility requirements for the 6 
seal; defining the term "work of art"; authorizing the 7 
State Board of Education to adopt additional criteria 8 
for the award of a seal; requiring the C ommissioner of 9 
Education and school districts to perform specified 10 
duties to administer the program; prohibiting a school 11 
district or the Department of Education from charging 12 
a fee for the seal; requiring the state board to adopt 13 
rules; providing an effec tive date. 14

Be It Enacted by the Legislature of the State of Florida: 16 
 17 
 Section 1.  Section 1003.4321, Florida Statutes, is created 18 
to read: 19 
 1003.4321  Florida Seal of Fine Arts Program for high 20 
school graduates.— 21 
 (1)  The Florida Seal of Fine Ar ts Program is established 22 
within the Department of Education to recognize high school 23 
graduates who have met exemplary benchmarks in fine arts 24 
coursework. 25

 (2)  The purpose of the Florida Seal of Fine Arts Program 26 
is to encourage students to develop an exe mplary level of 27 
proficiency in the performing or visual arts. 28 
 (3)(a)  Beginning with the 2024 -2025 school year, the Seal 29 
of Fine Arts shall be awarded to a high school student who has 30 
earned a standard high school diploma; successfully completed at 31 
least three year-long courses in dance, music, theatre, or the 32 
visual arts with a grade of "A" or higher in each course or 33 
earned three sequential course credits in such courses with a 34 
grade of "A" or higher in each course; and meets a minimum of 35 
two of the following requirements: 36 
 1.  Successfully completes a fine arts International 37 
Baccalaureate, advanced placement, dual enrollment, or honors 38 
course in the subjects listed in this paragraph with a grade of 39 
"B" or higher. 40 
 2.  Participates in a district or statew ide organization's 41 
juried event as a selected student participant for 2 or more 42 
years. 43 
 3.  Records at least 25 volunteer hours of arts -related 44 
community service in his or her community and presents a 45 
comprehensive presentation on his or her experiences. 46 
 4.  Meets the requirements of a portfolio -based program 47 
identifying the student as an exemplary practitioner of the fine 48 
arts. 49 
 5.  Receives district, state, or national recognition for 50

the creation and submission of an original work of art. For 51 
purposes of this paragraph, the term "work of art" means a 52 
musical or theatrical composition, visual artwork, or 53 
choreographed routine or performance. 54 
 (b)  The State Board of Education may establish additional 55 
criteria for the award of the Seal of Fine Arts. 56 
 (4)  The Commissioner of Education shall: 57 
 (a)  Prepare for and provide to each school district an 58 
appropriate seal to be affixed to a student's diploma indicating 59 
that the student has been awarded the Seal of Fine Arts. 60 
 (b)  Provide appropriate benchmarks in rubric form which 61 
are necessary for a school district to successfully implement 62 
the program. 63 
 (5)  Each school district shall: 64 
 (a)  Maintain appropriate records to identify a student who 65 
has met the requirements to r eceive a Seal of Fine Arts. 66 
 (b)  Provide the Commissioner of Education with the number 67 
of students who have met the requirements to receive a Seal of 68 
Fine Arts. 69 
 (c)  Affix the appropriate insignia to the student's 70 
diploma and indicate on the student's tr anscript that he or she 71 
has earned a Seal of Fine Arts. 72 
 (6)  A school district or the department may not charge a 73 
fee for a Seal of Fine Arts. 74 
 (7)  The State Board of Education shall adopt rules to 75

administer this section, including, but not limited to: 76 
 (a)  A process created in rubric form to confirm a 77 
student's successful completion of the requirements in 78 
subsection (3). 79 
 (b)  Any additional requirements a student must meet to be 80 
awarded the Seal of Fine Arts. 81 
 Section 2.  This act shall take effect July 1, 2024. 82
