that the President of the Senate and the Speaker of 26

membership of the advisory council on brain and spinal 51 
cord injuries; amending s. 1003.42, F.S.; requiring 52 
instruction on the history and importance of Veterans' 53 
Day and Memorial Day; amend ing s. 288.0001, F.S.; 54

Be It Enacted by the Legislature of the State of Florida: 64 
 65 
 Section 1.  Section 265.8021, Florida Statutes, is created 66 
to read: 67 
 265.8021  Major John Leroy Haynes Florida Veterans' History 68 
Program.— 69 
 (1)  As used in this section, the term "veteran" has the 70 
same meaning as in s. 1.01(14). 71 
 (2)  The Major John Leroy Haynes Florida Veterans' History 72 
Program is created within the Division of Arts and Culture as a 73 
Florida Folklife Program to collect and preserve the stories and 74 
experiences of Florida's veterans and the State of Florida's 75

military contributions throughout the nation's history. The 76 
division may request assistance with the program from the 77 
Department of Veterans' Affairs. 78 
 (3)  In order to collect and preserve the stories and 79 
experiences of Florida's veterans and the State of Florida's 80 
military contributions throughout the nation's history, the 81 
division's folklorists shall seek out and identify those 82 
veterans who are willing to share their experiences. The 83 
division or a folklorist may interview veterans or invite 84 
veterans to submit written or electronic accounts of their 85 
experiences for inclusion in the program. 86 
 (4)  As provided in s. 265.802, the division may contract 87 
with a third-party vendor to fulfill its responsibilities under 88 
subsection (3). 89 
 (5)  The division may adopt rules to implement the program. 90 
 Section 2.  Subsection (2), paragrap h (a) of subsection 91 
(3), and paragraph (a) of subsection (4) of section 295.21, 92 
Florida Statutes, are amended to read: 93 
 295.21  Florida Is For Veterans, Inc. — 94 
 (2)  PURPOSE.—The purpose of the corporation is to serve as 95 
the state's initial point of militar y transition assistance 96 
dedicated to promoting promote Florida as a veteran -friendly 97 
state helping that seeks to provide veterans and their spouses 98 
with employment opportunities and promoting that promotes the 99 
hiring of veterans and their spouses by the bu siness community. 100

The corporation shall encourage retired and recently separated 101 
military personnel to remain in this the state or to make this 102 
the state their permanent residence. The corporation shall 103 
promote the value of military skill sets to businesse s in this 104 
the state, assist in tailoring the training of veterans and 105 
their spouses to match the needs of the employment marketplace, 106 
and enhance the entrepreneurial skills of veterans and their 107 
spouses. 108 
 (3)  DUTIES.—The corporation shall: 109 
 (a)  Conduct marketing, awareness, and outreach activities 110 
directed toward its target market. As used in this section, the 111 
term "target market" means servicemembers of the United States 112 
Armed Forces who have 24 months or less until discharge, 113 
veterans with 36 months or less since discharge, and members of 114 
the Florida National Guard or reserves. The term includes 115 
spouses of such individuals, and surviving spouses of such 116 
individuals who have not remarried research to identify the 117 
target market and the educational and empl oyment needs of those 118 
in the target market. The corporation shall contract with at 119 
least one entity pursuant to the competitive bidding 120 
requirements in s. 287.057 and the provisions of s. 295.187 to 121 
perform the research. Such entity must have experience 122 
conducting market research on the veteran demographic. The 123 
corporation shall seek input from the Florida Tourism Industry 124 
Marketing Corporation on the scope, process, and focus of such 125

research. 126 
 (4)  GOVERNANCE.— 127 
 (a)  The corporation shall be governed by an 11-member a 128 
nine-member board of directors. The Governor, the President of 129 
the Senate, and the Speaker of the House of Representatives 130 
shall each appoint three members to the board. The appointments 131 
made by the President of the Senate and the Speaker of the House 132 
of Representatives may not be from the body over which he or she 133 
presides. In making appointments, the Governor, the President of 134 
the Senate, and the Speaker of the House of Representatives must 135 
consider representation by active or retired milit ary personnel 136 
and their spouses, representing a range of ages and persons with 137 
expertise in business, education, marketing, and information 138 
management. Additionally, the President of the Senate and the 139 
Speaker of the House of Representatives shall each app oint one 140 
member from the body over which he or she presides to serve on 141 
the board as ex officio, nonvoting members. 142 
 Section 3.  Section 295.22, Florida Statutes, is amended to 143 
read: 144 
 295.22  Veterans Employment and Training Services Program. — 145 
 (1)  LEGISLATIVE FINDINGS AND INTENT. —The Legislature finds 146 
that the state has a compelling interest in ensuring that each 147 
veteran or his or her spouse who is a resident of this the state 148 
finds employment that meets his or her professional goals and 149 
receives the training or education necessary to meet those 150

goals. The Legislature also finds that connecting dedicated, 151 
well-trained veterans with businesses that need a dedicated, 152 
well-trained workforce is of paramount importance. The 153 
Legislature recognizes that veteran s or their spouses may not 154 
currently have the skills to meet the workforce needs of Florida 155 
employers and may require assistance in obtaining additional 156 
workforce training or in transitioning their skills to meet the 157 
demands of the marketplace. It is the i ntent of the Legislature 158 
that the Veterans Employment and Training Services Program 159 
coordinate and meet the needs of veterans and their spouses and 160 
the business community to enhance the economy of this state. 161 
 (2)  DEFINITIONS.—For the purposes of this sec tion, the 162 
term: 163 
 (a)  "Secondary industry business" is a business that the 164 
state has an additional interest in supporting and for which 165 
veterans and their spouses may have directly transferable 166 
skills. Such businesses are in the fields of health care, 167 
agriculture, commercial construction, education, law 168 
enforcement, and public service. 169 
 (b)  "Servicemember" means any person serving as a member 170 
of the United States Armed Forces on active duty or state active 171 
duty and all members of the Florida National Guard and United 172 
States Reserve Forces. 173 
 (c)  "Target industry business" is a business as defined in 174 
s. 288.005. 175

 (d)  "Target market" means servicemembers of the United 176 
States Armed Forces who have 24 months or less until discharge, 177 
veterans with 36 months or less since discharge, and members of 178 
the Florida National Guard or reserves. The term includes 179 
spouses of such individuals, and surviving spouses of such 180 
individuals who have not remarried. 181 
 (3) CREATION.—The Veterans Employment and Training 182 
Services Program is created within the Department of Veterans' 183 
Affairs to assist in connecting servicemembers, linking 184 
veterans, or their spouses who are in the target market in 185 
search of employment with businesses seeking to hire dedicated, 186 
well-trained workers and with opportunities for entrepreneurship 187 
education, training, and resources . The purpose of the program 188 
is to meet the workforce demands of businesses in this the state 189 
by facilitating access to training and education in high -demand 190 
fields for such individuals and to inspire the growth and 191 
development of veteran -owned small businesses veterans or their 192 
spouses. 193 
 (4)(3) ADMINISTRATION.—Florida Is For Veterans, Inc., 194 
shall administer the Veterans Employment and Training Services 195 
Program and perform all of the following functions: 196 
 (a)  Conduct marketing and recruiting efforts directed at 197 
individuals within the target market veterans or their spouses 198 
who reside in or who have an interest in relocating to this 199 
state and who are seeking e mployment. Marketing must include 200

information related to how a veteran's military experience can 201 
be valuable to a target industry or secondary industry business. 202 
Such efforts may include attending veteran job fairs and events, 203 
hosting events for servicemembers, veterans, and their spouses 204 
or the business community, and using digital and social media 205 
and direct mail campaigns. The corporation shall also include 206 
such marketing as part of its main marketing campaign. 207 
 (b)  Assist individuals in the target mark et veterans or 208 
their spouses who reside in or relocate to this state and who 209 
are seeking employment with target industry or secondary 210 
industry businesses. The corporation shall offer skills 211 
assessments to such individuals veterans or their spouses and 212 
assist them in establishing employment goals and applying for 213 
and achieving gainful employment. 214 
 1.  Assessment may include skill match information, skill 215 
gap analysis, résumé creation, translation of military skills 216 
into civilian workforce skills, and transla tion of military 217 
achievements and experience into generally understood civilian 218 
workforce skills. 219 
 2.  Assistance may include providing the servicemember, 220 
veteran, or his or her spouse with information on current 221 
workforce demand by industry or geographic region, creating 222 
employment goals, and aiding or teaching general knowledge 223 
related to completing applications. The corporation may provide 224 
information related to industry certifications approved by the 225

Department of Education under s. 1008.44 as well as i nformation 226 
related to earning academic college credit at public 227 
postsecondary educational institutions for college -level 228 
training and education acquired in the military under s. 229 
1004.096. 230 
 3.  The corporation shall encourage veterans or their 231 
spouses to register with the state's job bank system and may 232 
refer veterans to local one -stop career centers for further 233 
services. The corporation shall provide each veteran with 234 
information about state workforce programs and shall consolidate 235 
information about all ava ilable resources on one website that, 236 
if possible, includes a hyperlink to each resource's website and 237 
contact information, if available. 238 
 4. Assessment and assistance may be in person or by 239 
electronic means, as determined by the corporation to be most 240 
efficient and best meet the needs of veterans or their spouses. 241 
 (c)  Assist Florida target industry and secondary industry 242 
businesses in recruiting and hiring individuals in the target 243 
market veterans and veterans' spouses . The corporation shall 244 
provide services to Florida businesses to meet their hiring 245 
needs by connecting businesses with suitable veteran applicants 246 
for employment. Suitable applicants include veterans or 247 
veterans' spouses who have appropriate job skills or may need 248 
additional training to me et the specific needs of a business. 249 
The corporation shall also provide information about the state 250

and federal benefits of hiring veterans. 251 
 (d)  Create a grant program to provide funding to assist 252 
individuals in the target market veterans in meeting the 253 
workforce-skill needs of target industry and secondary industry 254 
businesses seeking to hire, promote, or generally improve 255 
specialized skills of veterans, establish criteria for approval 256 
of requests for funding, and maximize the use of funding for 257 
this program. Grant funds may be used only in the absence of 258 
available veteran-specific federally funded programs. Grants may 259 
fund specialized training specific to a particular business. 260 
 1.  The program may prioritize If grant funds to be are 261 
used to provide a technical certificate, a license licensure, or 262 
nondegree training from the Master Credentials List pursuant to 263 
s. 445.004(4)(h); any federally created certifications or 264 
licenses; and any skills -based industry certifications or 265 
licenses deemed relevant or n ecessary by the corporation. a 266 
degree, Funds may be allocated only upon a review that includes, 267 
but is not limited to, documentation of accreditation and 268 
licensure. Instruction funded through the program terminates 269 
when participants demonstrate competence at the level specified 270 
in the request but may not exceed 12 months. Preference shall be 271 
given to target industry businesses, as defined in s. 288.005, 272 
and to businesses in the defense supply, cloud virtualization, 273 
health care, or commercial aviation manufa cturing industries. 274 
 2.  Costs and expenditures are shall be limited to $8,000 275

per veteran trainee. Qualified businesses must cover the entire 276 
cost for all of the training provided before receiving 277 
reimbursement from the corporation equal to 50 percent of the 278 
cost to train a veteran who is a permanent, full -time employee. 279 
Eligible costs and expenditures include , but are not limited to : 280 
 a.  Tuition and fees. 281 
 b.  Books and classroom materials. 282 
 c.  Rental fees for facilities. 283 
 3.  Before funds are allocated for a request pursuant to 284 
this section, the corporation shall prepare a grant agreement 285 
between the business requesting funds and the corporation. Such 286 
agreement must include, but need not be limited to: 287 
 a.  Identification of the personnel necessary to c onduct 288 
the instructional program, instructional program description, 289 
and any vendors used to conduct the instructional program. 290 
 b.  Identification of the estimated duration of the 291 
instructional program. 292 
 c.  Identification of all direct, training -related costs. 293 
 d.  Identification of special program requirements that are 294 
not otherwise addressed in the agreement. 295 
 e.  Permission to access aggregate information specific to 296 
the wages and performance of participants upon the completion of 297 
instruction for evaluation purposes. The agreement must specify 298 
that any evaluation published subsequent to the instruction may 299 
not identify the employer or any individual participant. 300

 4.  A business may receive a grant under any state program 301 
the Quick-Response Training Program created under s. 288.047 and 302 
a grant under this section for the same veteran trainee. 303 
 (e)  Contract with one or more entities to administer an 304 
entrepreneur initiative program for individuals in the target 305 
market veterans in this state which connects business leaders in 306 
the state with such individuals veterans seeking to become 307 
entrepreneurs. 308 
 1.  The corporation shall award each contract in accordance 309 
with the competitive bidding requirements in s. 287.057 to one 310 
or more public or private entities that: 311 
 a.  Demonstrate the ability to implement the program and 312 
the commitment of resources, including financial resources, to 313 
such programs. 314 
 b.  Have a demonstrated experience working with veteran 315 
entrepreneurs. 316 
 c.  As determined by the corporation, have been recognized 317 
for their performance in assisting entrepreneurs to launch 318 
successful businesses in this the state. 319 
 2.  Each contract must include performance metrics, 320 
including a focus on employment and business creation. The 321 
entity may also work with a university or college offering 322 
related programs to refer individuals in the target market 323 
veterans or to provide services. The entrepreneur initiative 324 
program may include activities and assistance such as peer -to-325

peer learning sessions, mentoring, technical assistance, 326 
business roundtables, networking opportunities, support of 327 
student organizations, speaker series, or other tools within a 328 
virtual environment. 329 
 (f)  Administer a As the state's principal assistance 330 
organization under the Un ited States Department of Defense's 331 
SkillBridge initiative program for target industry and secondary 332 
industry qualified businesses in this state and for eligible 333 
individuals in the target market transitioning servicemembers 334 
who reside in, or who wish to re side in, this state. In 335 
administering the initiative , the corporation shall: 336 
 1.  Establish and maintain, as applicable, its 337 
certification for the SkillBridge initiative program or any 338 
other similar workforce training and transition programs 339 
established by the United States Department of Defense; 340 
 2.  Educate businesses, business associations, and eligible 341 
individuals in the target market transitioning servicemembers on 342 
the SkillBridge initiative program and its benefits, and educate 343 
military command and pe rsonnel within the state on the 344 
opportunities available to eligible individuals in the target 345 
market transitioning servicemembers through the SkillBridge 346 
program; 347 
 3.  Assist businesses in obtaining approval for skilled 348 
workforce training curricula under t he SkillBridge initiative 349 
program, including, but not limited to, apprenticeships, 350

internships, or fellowships; and 351 
 4.  Match eligible individuals in the target market 352 
transitioning servicemembers who are deemed eligible for 353 
SkillBridge participation by t heir military command with 354 
training opportunities offered by the corporation or 355 
participating businesses, with the intent of having them 356 
transitioning servicemembers achieve gainful employment in this 357 
state upon completion of their SkillBridge training. 358 
 (g)  Assist veterans and their spouses in accessing 359 
training, education, and employment in health care professions. 360 
 (h)  Coordinate with the Office of Veteran Licensure 361 
Services within the Department of Health to assist veterans and 362 
their spouses in obtai ning licensure pursuant to s. 456.024. 363 
 (5)  COLLABORATION.— 364 
 (a)  The corporation may assist state agencies and entities 365 
with recruiting veteran talent into their workforces. 366 
 (b)  The corporation is encouraged to, and may collaborate 367 
with state agencies and other entities in efforts to, maximize 368 
access to and provide information on one website that, if 369 
possible, includes hyperlinks to the websites of and contact 370 
information, if available, for state agencies and other entities 371 
that maintain benefits, servi ces, training, education, and other 372 
resources that are available to veterans and their spouses. 373 
 (c)  The corporation may collaborate with other state 374 
agencies and entities for outreach, information exchange, 375

marketing, and referrals regarding programs and initiatives that 376 
include, but are not limited to, the program created by this 377 
section and those within any of the following: 378 
 1.  The Department of Veterans' Affairs: 379 
 a.  Access to benefits and assistance programs. 380 
 b.  Hope Navigators Program. 381 
 2.  The Department of Commerce: 382 
 a.  The Disabled Veteran Outreach Program and local veteran 383 
employment representatives. 384 
 b.  CareerSource Florida, Inc., and local workforce boards 385 
employment and recruitment services. 386 
 c.  The Quick-Response Training Program. 387 
 d.  Efforts of the Florida Defense Support Task Force 388 
created under s. 288.987, the Florida Small Business Development 389 
Center Network, and the direct support organization established 390 
in s. 288.012(6). 391 
 3.  The Department of Business and Professional Regulatio n, 392 
reciprocity and the availability of certain license and fee 393 
waivers. 394 
 4.  The Department of Education: 395 
 a.  CAPE industry certifications under s. 1008.44. 396 
 b.  Information related to earning postsecondary credit at 397 
public postsecondary educational institutions for college -level 398 
training and education acquired in the military under s. 399

 (1)  The commission shall issue without fee hunting, 410 
freshwater fishing, and saltwater fishing licenses and permits 411 
shall be issued without fee to any resident who is certified or 412 
determined to be: 413 
 (a)  To be Totally and permanently disa bled for purposes of 414 
workers' compensation under chapter 440 as verified by an order 415 
of a judge of compensation claims or written confirmation by the 416 
carrier providing workers' compensation benefits, or to be 417 
totally and permanently disabled by the Railroa d Retirement 418 
Board, by the United States Department of Veterans Affairs or 419 
its predecessor, or by any branch of the United States Armed 420 
Forces, or who holds a valid identification card issued under 421 
the provisions of s. 295.17, upon proof of such certification or 422 
determination same. Any license issued under this paragraph 423 
after January 1, 1997, expires after 5 years and must be 424 
reissued, upon request, every 5 years thereafter. 425

determination same. Any license issued under this paragraph 428 
after October 1, 1999, expires after 2 years and must be 429 
reissued, upon proof of certification of disability, every 2 430 
years thereafter. 431 
 (c)  A disabled veteran of the United States Armed Forces 432 
who was honorably discharged upon separation from service and 433 
who is certified by the United States Department of Veterans 434 
Affairs or its predecessor or by any branch of the United States 435 
Armed Forces as having a service -connected disability percentage 436 
rating of 50 percent or greater, upon proof of such 437 
certification or determination. Any license issued under this 438 
paragraph after July 1, 2024, expires after 5 years and must be 439 
reissued, upon request, every 5 years thereafter. 440

A disability license issued after July 1, 1997, and before July 442 
1, 2000, retains the rights vested thereunder until the license 443 
has expired. 444 
 Section 5.  Subsection (1) of section 381.78, Florida 445

The council shall be composed of a minimum of four individuals 451 
who have brain injuries or are family me mbers of individuals who 452 
have brain injuries, a minimum of four individuals who have 453 
spinal cord injuries or are family members of individuals who 454 
have spinal cord injuries, and a minimum of two individuals who 455 
represent the special needs of children who h ave brain or spinal 456 
cord injuries. The balance of the council members shall be 457 
physicians, other allied health professionals, administrators of 458 
brain and spinal cord injury programs, and representatives from 459 
support groups that have expertise in areas rela ted to the 460 
rehabilitation of individuals who have brain or spinal cord 461 
injuries. Additionally, the council must include two veterans 462 
who have or have had a traumatic brain injury, chronic traumatic 463 
encephalopathy, or subconcussive impacts due to military 464 
service, or include the family members of such veterans. 465 
 Section 6.  Paragraph (u) of subsection (2) of section 466 
1003.42, Florida Statutes, is amended to read: 467 
 1003.42  Required instruction. — 468 
 (2)  Members of the instructional staff of the public 469 
schools, subject to the rules of the State Board of Education 470 
and the district school board, shall teach efficiently and 471 
faithfully, using the books and materials required that meet the 472 
highest standards for professionalism and historical accuracy, 473 
following the prescribed courses of study, and employing 474 
approved methods of instruction, the following: 475

 (u)1. In order to encourage patriotism, the sacrifices 476 
that veterans and Medal of Honor recipients have made in serving 477 
our country and protecting democratic value s worldwide. Such 478 
instruction must occur on or before Medal of Honor Day , 479 
Veterans' Day, and Memorial Day . Members of the instructional 480 
staff are encouraged to use the assistance of local veterans and 481 
Medal of Honor recipients when practicable. 482 
 2.  The history and importance of Veterans' Day and 483 
Memorial Day. Such instruction may include two 45 -minute lessons 484 
that occur on or before the respective holidays. 485 
 486 
The State Board of Education is encouraged to adopt standards 487 
and pursue assessment of th e requirements of this subsection. 488 
Instructional programming that incorporates the values of the 489 
recipients of the Congressional Medal of Honor and that is 490 
offered as part of a social studies, English Language Arts, or 491 
other schoolwide character building a nd veteran awareness 492 
initiative meets the requirements of paragraph (u). 493 
 Section 7.  Paragraph (c) of subsection (2) of section 494 
288.0001, Florida Statutes, is amended to read: 495 
 288.0001  Economic Development Programs Evaluation. —The 496 
Office of Economic a nd Demographic Research and the Office of 497 
Program Policy Analysis and Government Accountability (OPPAGA) 498 
shall develop and present to the Governor, the President of the 499 
Senate, the Speaker of the House of Representatives, and the 500

 (b)  A person born on or after June 1, 1975, who has not 527 
successfully completed a hunter safety course may apply to the 528 
commission for a special authorization to hunt under 529 
supervision. The special authorization for supervised hunting 530 
shall be designated on any license or permit required under this 531 
chapter for a person to take game or fur -bearing animals. A 532 
person issued a license with a special authorization to hunt 533 
under supervision must hunt under the supervision of, and in the 534 
presence of, a person 21 years of age or older who is licensed 535 
to hunt pursuant to s. 379.354 or who is exempt from licensing 536 
requirements or eligible for a free license pursuant to s. 537 
379.353. 538 
 Section 9.  For the purpose of incorporating the amendment 539 
made by this act to section 379.353, Florida Statutes, in 540 
references thereto, paragraph (b) of subsection (2) and 541 
paragraph (b) of subsection (3) of section 379.401, Florida 542 
Statutes, are reenacted to read: 543 
 379.401  Penalties and violations; civil penalties for 544 
noncriminal infractions; criminal penalties; suspension and 545 
forfeiture of licenses and permits. — 546 
 (2)  LEVEL TWO VIOLATIONS. — 547 
 (b)1.  A person who commits a Level Two violation but who 548 
has not been convicted of a Level Two or higher violation within 549

 2.  Unless the stricter pe nalties in subparagraph 3. or 552 
subparagraph 4. apply, a person who commits a Level Two 553 
violation within 3 years after a previous conviction for a Level 554 
Two or higher violation commits a misdemeanor of the first 555 
degree, punishable as provided in s. 775.082 o r s. 775.083, with 556 
a minimum mandatory fine of $250. 557 
 3.  Unless the stricter penalties in subparagraph 4. apply, 558 
a person who commits a Level Two violation within 5 years after 559 
two previous convictions for a Level Two or higher violation, 560 
commits a misdemeanor of the first degree, punishable as 561 
provided in s. 775.082 or s. 775.083, with a minimum mandatory 562 
fine of $500 and a suspension of any recreational license or 563 
permit issued under s. 379.354 for 1 year. Such suspension shall 564 
include the suspension of the privilege to obtain such license 565 
or permit and the suspension of the ability to exercise any 566 
privilege granted under any exemption in s. 379.353. 567 
 4.  A person who commits a Level Two violation within 10 568 
years after three previous convictions for a Lev el Two or higher 569 
violation commits a misdemeanor of the first degree, punishable 570 
as provided in s. 775.082 or s. 775.083, with a minimum 571 
mandatory fine of $750 and a suspension of any recreational 572 
license or permit issued under s. 379.354 for 3 years. Such 573 
suspension shall include the suspension of the privilege to 574 
obtain such license or permit and the suspension of the ability 575

to exercise any privilege granted under s. 379.353. If the 576 
recreational license or permit being suspended was an annual 577 
license or permit, any privileges under ss. 379.353 and 379.354 578 
may not be acquired for a 3 -year period following the date of 579 
the violation. 580 
 (3)  LEVEL THREE VIOLATIONS. — 581 
 (b)1.  A person who commits a Level Three violation but who 582 
has not been convicted of a Level Three or higher violation 583 
within the past 10 years commits a misdemeanor of the first 584 
degree, punishable as provided in s. 775.082 or s. 775.083. 585 
 2.  A person who commits a Level Three violation within 10 586 
years after a previous conviction for a Level Thre e or higher 587 
violation commits a misdemeanor of the first degree, punishable 588 
as provided in s. 775.082 or s. 775.083, with a minimum 589 
mandatory fine of $750 and a suspension of any recreational 590 
license or permit issued under s. 379.354 for the remainder of 591 
the period for which the license or permit was issued up to 3 592 
years. Such suspension shall include the suspension of the 593 
privilege to obtain such license or permit and the ability to 594 
exercise any privilege granted under s. 379.353. If the 595 
recreational license or permit being suspended was an annual 596 
license or permit, any privileges under ss. 379.353 and 379.354 597 
may not be acquired for a 3 -year period following the date of 598 
the violation. 599 
 3.  A person who commits a violation of s. 379.354(17) 600

shall receive a mandatory fine of $1,000. Any privileges under 601 
ss. 379.353 and 379.354 may not be acquired for a 5 -year period 602 
following the date of the violation. 603 
 Section 10.  For the 2024-2025 fiscal year, the sum of 604 
$91,207 in recurring funds from the General Revenu e Fund is 605 
appropriated to the Division of Arts and Culture of the 606 
Department of State, and one full -time equivalent position with 607 
associated salary rate of 68,771 is authorized, to implement and 608 
administer the Major John Leroy Haynes Florida Veterans' Hist ory 609 
Program as created by this act. 610 
 Section 11.  This act shall take effect July 1, 2024. 611
