Requires manufacturers of tablets or smartphones to manufacture devices with filters enabled upon activation of device in this state; provides civil & criminal liability; authorizes Attorney General, parents, & guardians to bring certain actions; provides for damages & criminal penalties; increases criminal penalties for certain acts involving minors; revises definition of term "sexual offender".

Requires parental consent for minor's treatment for certain diseases; revises informed consent requirements; requires consent from parent or guardian for certain services provided by mobile response team; revises responsibility for cost of substance abuse services, confidentiality requirements, & requirements for voluntary admission for substance abuse impairment services; requires school district to provide parents with specified information before district administers certain questionnaires or forms to students; requires school district to give parent opportunity to opt his or her student out of such questionnaire or form; revises exceptions for certain parental rights; creates parental right to review, inspect, & consent to survey or questionnaire provided to parent's minor child; creates parental right to know certain information about survey or questionnaire at time of consent; creates parental right to consent in writing to use of biofeedback device on parent's minor child; defines "biofeedback device"; requires that results from use of such device be provided to parent; requires that such results be held as confidential medical record; revises exceptions for specified requirements of parental consent.

Extends Medicaid eligibility for specified low-income adults.

Revises provisions relating to private schools & students participating in FHSAA sports, FHSAA board of directors & committees on appeals, & certain appeals; requires specified information be posted online.

Authorizes counties & municipalities to authorize & approve panelized construction on certain property; defines "panelized construction"; provides that panelized construction is considered open construction & is authorized under Florida Building Code & only subject to local permitting; provides that certain panelized construction is not considered dwelling unit for purposes of Florida Building Code; specifies manner in which panelized construction is approved; provides that panelized construction meets requirements of local product approval.

Requires certain licensees & practitioners to refund to patient any overpayment within specified timeframe; authorizes AHCA to impose administrative fine for failure to refund patient overpayment; revises acts that constitute grounds for disciplinary actions for health care practitioners.

Authorizes AG to call upon state attorney to appear before Cabinet for certain purpose; authorizes AG to receive cases from certain state attorneys; authorizes Governor to move cases to AG from state attorney for prosecution; provides that AG shall serve as permeant member & chair of JAC; expands required duties of commission; requires state attorneys to collect data on annual charges referred by law enforcement agencies for which case numbers were not assigned; requires DLA, by specified date, to develop schedule for auditing certain record.

Prohibits right of action against mother for wrongful death of unborn child or against medical provider for lawful medical care provided in certain circumstances; authorizes parents of an unborn child to recover certain damages; prohibits recovery of certain damages if decedent is an unborn child.

Revises provisions related to prohibitions on investments & contracts to companies that boycott Israel to include certain institutions, organization, agencies, & governments; prohibits arts & cultural grants for entities that engage in boycotts or discrimination; provides penalties; revises provisions relating to prohibition on contracting with entities.

prohibits landlord from asking prospective tenant about criminal record prior to making conditional offer; limits offenses that may be considered after such an offer is made; removes full payment of financial obligations from voting rights restoration requirements; provides for retroactive applicability of sentencing & resentencing of certain persons who committed certain violations before specified date which involved trafficking in certain controlled substances; revises definitions of term "juvenile offender" for purposes of review of sentences of review of juvenile sentences; provides for treatment of concurrent & consecutive sentences; provides for retroactive effect; requires DOC to provide specified data concerning inmates to Legislature for redistricting purposes; specifies how such data shall be used in redistricting; provides that only persons convicted of capital or life felonies are liable for correctional costs in specified liquidated damage amount for incarceration; removes provisions specifying fixed daily amount for an offender's liability for incarceration costs; revises offenses for which juvenile may be direct filed in adult court; requires judicial finding for discretionary direct file of juveniles; provides requirements for judicial findings; provides for return of juveniles to juvenile division at any point during circuit court proceedings.

Prohibits impersonation of transportation network company driver; provides criminal penalties; provides that services purchased from transportation network company are not considered privately owned or operated bus transit systems; authorizes Commission for Transportation Disadvantaged to expend funds to contract with alternative providers; provides requirements for such alternative providers; revises definition of term "transportation service provider"; requires transportation service providers to provide certain drivers with access to certain training materials.

Prohibits drug manufacturers from engaging in certain acts against acquisitions of 340B drugs by & delivery of such drugs to specified pharmacies; prohibits drug manufacturers from interfering with pharmacies’ rights to contract with 340B entities; prohibits certain acts by health insurers, HMOs, pharmacy benefit managers, or other third-party payors, or their agents, relating to reimbursement to 340B entity for 340B drugs; provides that each commission of certain acts constitutes violation of Florida Deceptive & Unfair Trade Practices Act & subjects violator to certain penalties.

Provides requirements for annual assessment of home health aide for medically fragile children program; revises program training requirements; requires employing home health agency to provide specified training & ensure each home health aide for medically fragile children holds & maintains specified certification; revises utilization cap of Medicaid fee schedule; requires home health aide for medically fragile children who works more than 40 hours per week to provide specified justification; provides requirements for AHCA to seek federal approval & federal waiver for specified purposes; requires agency to seek federal approval & implement federal waivers & state plan amendments for specified purposes.

Provides enhanced criminal penalties for knowingly sheltering unmarried minor or aiding unmarried minor runaway; creates presumption concerning knowledge of minor's age; provides defense.

Requires specified entities, plans, & programs to enact flexibilities & waivers during emergency; defines "emergency" & "life sustaining medical services"; specifies flexibilities & waivers such specified entities, plans, & programs must enact; provides when such flexibilities & waivers become effective; authorizes time period for such flexibilities & waivers to be extended by OIR or AHCA.
