Authorizes surviving spouses of veterans who predecease issuance of certain letter from Federal Government to produce letter before property appraiser.

Authorizes specified screening services to be performed on K-12 students after written parental notification of such services is provided & student's parents are given specified opportunities.

Authorizes utility terrain vehicle (UTV) to be operated during all hours; authorizes operation of UTVs on certain roadways; authorizes operation of UTVs on certain parts of State Highway System; authorizes DOT to prohibit use of UTVs; authorizes persons possessing certain licenses to operate UTV; requires owners or operators of UTV to comply with certain requirements & regulations; authorizes county or municipality to restrict operation of UTVs; provides civil penalties; requires DHSMV to issue license plate to owner or lessee of vehicle registered as UTV upon payment of certain taxes & fees; requires that license plates for UTVs comply with specified provisions.

Defines "electronic monitoring device" & "representative"; authorizes resident, or his or her representative, of nursing home facility or assisted living facility, respectively, to install & use electronic monitoring device in resident's room if specified conditions are met; provides for consent of resident living in shared room with resident who intends to install device; authorizes other resident or his or her representative to impose conditions on consent; provides for withdrawal of consent & modification of conditions; requires AHCA to adopt forms by rule; prohibits facilities from denying admission or otherwise discriminating against resident for installing electronic monitoring device; provides administrative penalty; provides criminal penalty for unlawfully obstructing, tampering with, or destroying electronic monitoring device or recording made by such device; specifies who may view or listen to images & sounds broadcast or recorded by electronic monitoring device.

Requires that subsidy payments made by DOEA for home care for elderly program cease for certain persons upon such persons' participation in Medicaid long-term care managed care program.

Authorizes taxpayers to rescind homestead exemption applications; provides requirements for rescinding such applications; requires property appraiser to adjust tax rolls; revises conditions under which property is entitled to certain exemptions.

Revises definition of term "health facility"; authorizes authority to make mortgage or other secured or unsecured loans & refund or refinance outstanding bonds, obligations, loans, indebtedness, or advances issued, made, given, or incurred by or for benefit of any health facility for cost of project in accordance with specified agreement; authorizes authority to lease certain projects to health facility under loan agreement; provides that specified projects financed by authority shall be governed by one or more loan agreements; provides requirements for such loan agreements; authorizes authority to require certain health facilities to operate, repair, & maintain projects & bear certain costs; authorizes issuance of revenue bonds of other issuers if proceeds were used for specified purposes; provides requirements for closure of not-for-profit hospitals; provides tax exemption criteria for hospitals.

Requires Board of Psychology to certify psychologists to exercise prescriptive authority if specified criteria are met; requires board to maintain current record of every prescribing psychologist authorized to prescribe controlled substances; requires board to establish interim panel; requires panel to submit recommendations for rules to board by specified date; requires panel to develop formulary for prescribing psychologists; provides for expiration of panel on specified date.

Provides public records exemption for personal identifying & location information of current & former medical examiners & spouses & children of such medical examiners; provides for future legislative review & repeal; provides for retroactive application.

Prohibits creation, download, or possession of photograph or image of person with intention of using such photograph or image to create generated child pornography.

Requires certain portable wireless device manufacturers to make certain items available to device owners & independent repair providers; prohibits certain manufacturers from requiring authorized repair providers to continue purchasing certain information in proprietary format; establishes enforcement provisions.

Requires manufacturers of ephedrine or related compounds to pay fee to operate an electronic recordkeeping system; provides for establishment of fee schedule.

Requires minimum ratios of school psychologists & of certified school counselors, school social workers, or other licensed mental health professionals to students in certain grades, respectively, beginning with specified school year.

Provides that person may not drive on street at unlawful speed; prohibits operation of motor vehicle, vessel, or other conveyance at speed that creates excessive wake.

Requires clerk of court to withhold funds from return of cash bond posted by criminal defendant or his or her spouse, rather than to withhold from return of cash bond posted on behalf of criminal defendant by person other than bail bond agent, funds for specified purposes; requires all cash bond forms to display specified notice.
