Requires Division of Telecommunications within DMS to consult with certain entities to conduct feasibility study regarding specified alert system; provides requirements for such alert system; requires division to report to Legislature results of feasibility study by specified date; revises legislative findings to include victims of dating violence; defines "dating violence"; authorizes victims of dating violence to apply to participate in Attorney General's address confidentiality program.

Revises instructional hours required to be delivered in Voluntary Prekindergarten Education Program for school-year & summer programs.

Revises provisions of law relating to Child Protection Team investigators; duties & responsibilities of DCF & law enforcement officers regarding parenting plans & custody arrangements; reports of child abuse, abandonment, or neglect; interference with custody; emergency hearings; Children & Youth Cabinet; domestic violence; responsibilities of law enforcement officers when investigating potential domestic violence or interference with custody issues; responsibilities of schools to enforce & adhere to parenting plans or court order; & criminal penalties.

Requires Correctional Education Program to develop plan in coordination with boards of professions within DBPR, or DBPR when there is no board, for inmates to take classes for credit toward licensure requirements.

Revises quorum requirements for Council on Social Status of Black Men & Boys; authorizes members to appear by communications media technology; provides that members who appear by such technology are considered present & may be counted toward quorum requirement.

Exempts from state sales tax lease, sale, or transfer of electric vertical takeoff & landing (eVTOL) aircraft from manufacturer to operator.

Provides eligibility requirements for persons seeking to qualify for nomination as candidates of political party or with no party affiliation; provides certain entities may bring action for declaratory & injunctive relief; prohibits person from qualifying as candidate for election & prohibiting his or her name from appearing on ballot.

Revises facilities required to be identified in capital improvements element of comprehensive plan that imposes transportation concurrency for small counties.

Prohibits restraining dog outside during natural disaster & thereafter abandoning dog.

Requires certain properties to install & maintain door alarms on certain doors beginning on specified date; specifies person responsible for installing & maintaining such door alarms; requires door alarms to be inspected annually; requires documentation of such inspection be maintained for certain length of time; requires door alarms to be compliant with Florida Building Code; requires DBPR to enforce this act & authorizes department to use any enforcement action authorized by law; provides administrative fines.

Requiring public hearings for all updated conservation and nonconservation land management plans; requiring the Division of State Lands of the Department of Environmental Protection to make available to the public, within a specified timeframe, electronic copies of land management plans for parcels of a certain size and for parcels located in state parks; revising the duties of the Division of Recreation and Parks of the Department of Environmental Protection; specifying requirements for the management of parks and recreational areas held by the state; requiring the division to comply with specified provisions when granting certain privileges, leases, concessions, and permits; authorizing the division to acquire, install, or permit the installation or operation at state parks of campsites and cabins that meet certain requirements; prohibiting the division from authorizing certain uses or construction activities within a state park; prohibiting the division from installing or permitting the installation of any lodging establishment within the boundaries of a state park; requiring that individual management plans for parcels located within state parks be developed with input from an advisory group; requiring that the advisory group's required public hearings be noticed to the public within a specified timeframe, etc.

Authorizes Medicaid to reimburse for dental services provided by certain mobile dental units; creates Council on Dental Therapy; specifies licensure requirements, services, limitations, & prohibitions relating to practice of dental therapy; requires DOH, in consultation with Board of Dentistry & AHCA, to submit reports to Legislature.

Provides that collection, storage, processing, & distribution of farm product is activity of bona fide farm operation which governmental entity may not prohibit, restrict, regulate, or otherwise limit.

Specifies requirement for complaint to remove an unauthorized person from residential real property; authorizes commercial property owner or agent to request sheriff to immediately remove persons unlawfully occupying real property if specified conditions met; specifies requirements for sheriff upon receipt of complaint; authorizes sheriff to arrest unauthorized person for legal cause; provides that sheriffs are entitled to specified fee for service of notice to vacate; authorizes owner or agent to request that sheriff stand by while owner or agent takes possession of commercial real property; prohibits person from unlawfully detaining or occupying or trespassing upon commercial real property & intentionally causing specified amount of damage; prohibits listing or advertising for sale, or renting or leasing, real property under certain circumstances.

Establishes Construction Impact Relief Program within Department of Commerce pursuant to Florida Job Growth Grant Fund; requires department to provide specified financial assistance to eligible small businesses within construction zones; requires department to develop public awareness & marketing campaign to promote program; requires applicants to submit specified information with their applications; directs department to establish hotline to provide information about program; establishes annual reporting requirement.
