415 A BILL TO BE ENTITLED
516 AN ACT
6-To amend Chapter 4 of Title 1 and Chapter 3 of Title 50 of the Official Code of Georgia1
7-Annotated, relating to holidays and observances and state flag, seal, and other symbols,2
8-respectively, so as to provide for various official recognitions and designations by the state;3
9-to designate the fourth Friday in November of each year as "National Sugarcane Syrup Day"4
10-in Georgia; to provide for placement of a Revolutionary War Patriots marker upon the5
11-grounds of the state capitol building and upon the grounds of the state archives building; to6
12-provide for the approval, placement, and procurement of such markers; to provide legislative7
13-findings and declarations; to provide for related matters; to repeal conflicting laws; and for8
14-other purposes.9
15-BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:10

18-The General Assembly finds that:13
19-(1) Making sugarcane syrup has been a part of family farm tradition for generations,14
20-particularly in Georgia;15

22-(2) The increase in production costs, competition from artificial syrups, and the16
23-decreasing number of farmers who still make sugarcane syrup, however, has led some to17
24-refer to the making of sugarcane syrup as a dying art;18
25-(3) Establishing a "National Sugarcane Syrup Day" in Georgia would help to preserve19
26-the art of making sugarcane syrup by honoring those who continue with this longstanding20
27-family farm tradition and by raising public awareness of the differences between natural21
28-sugarcane syrup and artificial syrups; 22
29-(4) Designating the fourth Friday in November of each year, the day after Thanksgiving,23
30-as "National Sugarcane Syrup Day" is particularly fitting, as it is not only a time when24
31-families gather and celebrate together, but is also a time when some say sugarcane is at25
32-its sweetest in Georgia; and26
33-(5) It is, therefore, abundantly fitting and proper that the State of Georgia appropriately27
34-recognize and honor the family farm tradition of making sugarcane syrup by designating28
35-the fourth Friday in November of each year as "National Sugarcane Syrup Day" in29
36-Georgia.30

38-Chapter 4 of Title 1 of the Official Code of Georgia Annotated, relating to holidays and32
39-observances, is amended by adding a new Code section to read as follows:33
40-"1-4-27.34
41-The fourth Friday in November of each year is designated as 'National Sugarcane Syrup35
42-Day' in Georgia."36

46-Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state flag, seal,39
47-and other symbols, is amended by adding a new article to read as follows:40
48-"ARTICLE 841

50-(a) There shall be placed upon the grounds of the state capitol building and upon the43
51-grounds outside the state archives building a marker which commemorates the patriots of44
52-the Revolutionary War, honoring the men and women who helped America achieve45
53-independence. Each such marker shall honor the two-hundred and fiftieth anniversary of46
54-the United States and those who fought for the noble cause of liberty and for a new nation.47
55-(b) Placement location for Revolutionary War Patriots markers provided for in this Code48
56-section shall be subject to approval by the Capitol Art Standards Commission for49
57-placement upon the grounds of the state capitol building and by the Board of Regents of50
58-the University System of Georgia for the placement of the marker upon the grounds outside51
59-the state archives building.52
60-(c) No public funds shall be expended for the design or procurement of the markers53
61-provided for in this Code section. Each such marker shall be placed as soon as practicable."54
