The Senate Committee on Economic Development and Tourism offered the following 
substitute to HB 1034:
A BILL TO BE ENTITLED
AN ACT
To amend Chapter 4 of Title 1 and Chapter 3 of Title 50 of the Official Code of Georgia1
Annotated, relating to holidays and observances and state flag, seal, and other symbols,2
respectively, so as to provide for various official recognitions and designations by the state;3
to designate the fourth Friday in November of each year as "National Sugarcane Syrup Day"4
in Georgia; to provide for placement of a Revolutionary War Patriots marker upon the5
grounds of the state capitol building and upon the grounds of the state archives building; to6
provide for the approval, placement, and procurement of such markers; to provide legislative7
findings and declarations; to provide for related matters; to repeal conflicting laws; and for8
other purposes.9
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:10
PART I11
SECTION 1-1.12
The General Assembly finds that:13
(1)  Making sugarcane syrup has been a part of family farm tradition for generations,14
particularly in Georgia;15

(2) The increase in production costs, competition from artificial syrups, and the16
decreasing number of farmers who still make sugarcane syrup, however, has led some to17
refer to the making of sugarcane syrup as a dying art;18
(3)  Establishing a "National Sugarcane Syrup Day" in Georgia would help to preserve19
the art of making sugarcane syrup by honoring those who continue with this longstanding20
family farm tradition and by raising public awareness of the differences between natural21
sugarcane syrup and artificial syrups; 22
(4)  Designating the fourth Friday in November of each year, the day after Thanksgiving,23
as "National Sugarcane Syrup Day" is particularly fitting, as it is not only a time when24
families gather and celebrate together, but is also a time when some say sugarcane is at25
its sweetest in Georgia; and26
(5)  It is, therefore, abundantly fitting and proper that the State of Georgia appropriately27
recognize and honor the family farm tradition of making sugarcane syrup by designating28
the fourth Friday in November of each year as "National Sugarcane Syrup Day" in29
Georgia.30
SECTION 1-2.31
Chapter 4 of Title 1 of the Official Code of Georgia Annotated, relating to holidays and32
observances, is amended by adding a new Code section to read as follows:33
"1-4-27.34
The fourth Friday in November of each year is designated as 'National Sugarcane Syrup35
Day' in Georgia."36

SECTION 2-1.38
Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state flag, seal,39
and other symbols, is amended by adding a new article to read as follows:40
"ARTICLE 841
50-3-130.42
(a)  There shall be placed upon the grounds of the state capitol building and upon the43
grounds outside the state archives building a marker which commemorates the patriots of44
the Revolutionary War, honoring the men and women who helped America achieve45
independence.  Each such marker shall honor the two-hundred and fiftieth anniversary of46
the United States and those who fought for the noble cause of liberty and for a new nation.47
(b)  Placement location for Revolutionary War Patriots markers provided for in this Code48
section shall be subject to approval by the Capitol Art Standards Commission for49
placement upon the grounds of the state capitol building and by the Board of Regents of50
the University System of Georgia for the placement of the marker upon the grounds outside51
the state archives building.52
(c)  No public funds shall be expended for the design or procurement of the markers53
provided for in this Code section.  Each such marker shall be placed as soon as practicable."54
PART III55
SECTION 3-1.56
All laws and parts of laws in conflict with this Act are repealed.57
