24 LC 52 0429S The House Committee on Industry and Labor offers the following substitute to HB 282: A BILL TO BE ENTITLED AN ACT To amend Part 2 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia1 Annotated, relating to competencies and core curriculum under the "Quality Basic Education2 Act," so as to provide for a minimum course of study in career readiness education for3 students in grades six through 12 to include instruction and training experiences focused on4 employability and career readiness skills; to provide for legislative findings; to direct the5 Department of Education to develop, assemble, and make available instructional resources6 and materials concerning employability and career readiness skills, career exploration, and7 career oriented learning experiences; to provide for implementation; to provide for related8 matters; to repeal conflicting laws; and for other purposes.9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:10 SECTION 1.11 Part 2 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated,12 relating to competencies and core curriculum under the "Quality Basic Education Act," is13 amended by revising Code Section 20-2-145.1, relating to career education, as follows:14 H. B. 282 (SUB) - 1 - 24 LC 52 0429S "20-2-145.1.15 (a) The General Assembly finds that students will be better prepared to enter the workforce16 and succeed in their chosen careers by having the opportunity to participate in classroom17 instruction and training experiences focused on employability and career readiness skills,18 including, but not limited to, professionalism; problem solving and resiliency; effective19 communication; time management and efficiency; and collaboration, teamwork, and20 leadership competencies in the workplace.21 (b)(1) The State Board of Education shall prescribe a minimum course of study in career22 readiness education for students in grades six through 12. Such minimum course of study23 shall be age appropriate and shall include, but not be limited to, instruction and training24 experiences focused on employability and career readiness skills, career exploration, and25 career oriented learning experiences. Instruction and training experiences focused on26 employability and career readiness skills shall include those skills described in27 subsection (a) of this Code section. Career oriented learning experiences shall include,28 but not be limited to, participation in work based learning programs such as internships,29 apprenticeships, cooperative education, or employability skill development. The State30 Board of Education shall ensure that career oriented learning experiences include31 rigorous industry credentialing, as defined in Code Section 20-2-326, if such rigorous32 industry credentialing has been created or endorsed by Georgia employers.33 (2) The Department of Education is directed to assemble and develop instructional34 resources and materials concerning employability and career readiness skills, career35 exploration, and career oriented learning experiences. The Department of Education shall36 make such instructional resources and materials available to public schools and local37 school systems in this state.38 (3) The minimum course of study to be prescribed by the State Board of Education39 pursuant to paragraph (1) of this subsection shall be ready for implementation not later40 than July 1, 2024."41 H.
