SYNOPSIS AS INTRODUCED: 
 
Makes various appropriations from the General Revenue Fund 
to the Department of Human Services for family and community 
services and related distributive purposes. Effective July 1, 
2023.

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly: 3 
 
  Section 5. The following named amounts, or so much thereof 4 
as may be necessary, respectively, for the objects hereinafter 5 
named, are appropriated from the General Revenue Fund to the 6 
Department of Human Services for family and community services 7 
and related distributive purposes, including such federal funds 8 
as are made available by the federal government for the 9 
following purposes: 10 
 For grants and administrative expenses 11 
  associated with Supportive Housing Services ..$25,314,110 12 
 For grants and administrative expenses 13 
  associated with Homeless Youth Services ......$11,277,500 14 
 For grants and administrative expenses 15 
  associated with Homelessness Prevention ......$10,000,000 16 
 For grants and administrative expenses associated 17 
  with Emergency and Transitional Housing ......$51,000,000 18 
 
  Section 10. The following named sums, or so much thereof 19 
as may be necessary, respectively, for the purposes hereinafter 20 
named, are appropriated to the Department of Human Services for 21

pursuant to Sections 3 and 4 of the Community Services Act and 1 
the Community Mental Health Act: 2 
For grants and administrative expenses 3 
 associated with Supportive MI Housing ...........$28,060,180 4 
SPECIAL FUNDS 5 
  The following named amounts, or so much thereof as may be 6 
necessary, respectively, for the objects and purposes 7 
hereinafter named, are appropriated to the Department of 8 
Human Services for income assistance and related distributive 9 
purposes, including such federal funds as are made available 10 
by the federal government for the following purposes: 11 
 Payable from the Illinois Affordable Housing Trust Fund: 12 
 For Homeless Youth Services ...................... $1,000,000 13 
 For grants and administrative expenses 14 
  associated with Homelessness Prevention ........$4,000,000 15 
 For grants and administrative expenses associated 16 
  with Emergency and Transitional Housing .......$10,383,700 17 
 Payable from the Health and Human Services Medicaid Trust 18 
 Fund: 19 
 For grants for Supportive Housing Services .......$3,720,750 20 
 
Section 99. Effective date. This Act takes effect July 1, 21
