1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Sections 5.992 and 6z-139 as follows:
6 (30 ILCS 105/5.992 new)
7 Sec. 5.992. The Opioid Antagonist Bulk Purchase Fund.

9 Sec. 6z-139. The Opioid Antagonist Bulk Purchase Fund.
10 (a) The Opioid Antagonist Bulk Purchase Fund is created as
11 a special fund in the State treasury. The Fund may receive
12 gifts, grants, bequests, donations, and moneys from any other
13 lawful source, public or private. Any interest earned on
14 moneys in the Fund shall be deposited into the Fund.
15 (b) Subject to appropriation, moneys in the Opioid
16 Antagonist Bulk Purchase Fund shall be used by the Department
17 of Human Services for bulk purchasing of opioid antagonists
18 and for the making of grants for the distribution of opioid
19 antagonists.
20 (c) The Department of Human Services shall adopt rules
21 establishing requirements for the distribution of grant moneys
22 and the determination of which persons or entities are

1 eligible for and most in need of those grants, and it may adopt
2 any other rules necessary to implement this Section and
3 administer the Fund.
