1111 1 AN ACT concerning veterans.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Suicide Prevention Signage Act.
1616 6 Section 5. Definitions. As used in this Act:
1717 7 "Public body" means a State officer or agency or a unit of
1818 8 local government.
1919 9 "Public works" means any fixed work construction or
2020 10 improvement undertaken by a public body if that fixed work
2121 11 construction or improvement is funded or financed in whole or
2222 12 in part with State funds or funds administered by the State.
2323 13 Section 10. Suicide prevention signage. For any building,
2424 14 bridge, ferry, or park constructed or replaced after July 1,
2525 15 2025, as a public works project, there must be installed in
2626 16 appropriate locations signs displaying the 9-8-8 national
2727 17 suicide prevention and mental health crisis hotline.

6868 3 (1) Bridges where suicides by jumping have occurred or
6969 4 are likely to occur.
7070 5 (2) Locations that provide services to people that
7171 6 have high incidence of suicide or mental health conditions
7272 7 that would benefit from knowing about the hotline.
7373 8 (b) The signs must be designed to communicate that dialing
7474 9 9-8-8 on a telephone will connect callers to behavioral health
7575 10 and suicide prevention services as provided in accordance with
7676 11 State and federal laws governing the 9-8-8 number.
7777 12 (c) If a sign is located along a State highway or the
7878 13 interstate system, the Department of Transportation must
7979 14 approve the location prior to erecting the sign, but no permit
8080 15 is necessary.
8181 16 Section 20. Conflict of laws. Signs created under this Act
8282 17 may not conflict with provisions of the federal Manual of
8383 18 Uniform Traffic Control Devices or existing State laws related
8484 19 to placement and design of signs.
8585 20 Section 25. No private right of action. Nothing contained
8686 21 in this Act shall be construed as conferring a right of action
8787 22 in cases where no right of action exists independent of this
8888 23 Act. This Act is not intended to create a private right of
8989 24 action by any party or be used to impose liability on the

101101 2 premises of the public facility or in any particular location
102102 3 recommended in this Act.
103103 4 Section 30. Maintenance of signs. A public body may
104104 5 accept gifts or donations to pay for the creation,
105105 6 installation, or maintenance of signs under this Act.
106106 7 Section 35. The Department of Professional Regulation Law
107107 8 is amended by adding Section 2105-370 as follows:
108108 9 (20 ILCS 2105/2105-370 new)
109109 10 Sec. 2105-370. Educational materials on veterans and
110110 11 military members suicide prevention.
111111 12 (a) Subject to appropriation, the Department shall consult
112112 13 with the Department of Veterans Affairs' to create educational
113113 14 materials informing health care providers regulated by the
114114 15 Department's Division of Professional Regulation about the
115115 16 availability of the nationwide 9-8-8 phone number for
116116 17 individuals in crisis to connect with suicide prevention and
117117 18 mental health crisis counselors. The educational materials
118118 19 must include information about the nationwide veterans crisis
119119 20 line for veterans and service members, and, beginning July 1,
120120 21 2024, information about the resources developed under
121121 22 subsection (e) of Section 2i of the Department of Veterans'
122122 23 Affairs Act.

133133 1 (b) The Department shall:
134134 2 (1) determine the health professions to which this
135135 3 Section shall apply; and
136136 4 (2) collaborate with the corresponding disciplinary
137137 5 authority or board to ensure that the educational
138138 6 materials are distributed electronically to appropriate
139139 7 licensed health care providers when a provider renews his
140140 8 or her license.
141141 9 (c) Beginning July 1, 2024, all health care providers are
142142 10 strongly encouraged to inquire with new patients entering care
143143 11 whether the patient is a veteran, member of the military, or a
144144 12 family member of a veteran or member of the military. If the
145145 13 patient responds in the affirmative, the provider is
146146 14 encouraged to share the educational materials created under
147147 15 this Section with the patient.
148148 16 Section 40. The Department of Veterans' Affairs Act is
149149 17 amended by adding Sections 2i, 2j, and 40 as follows:

154154 22 (1) Suicide is a public health issue that affects many
155155 23 Illinois families and communities daily.

167167 1 at a higher risk of being affected by suicide as
168168 2 experiences prior to enlistment, during service, and
169169 3 transition from service can contribute to suicidal
170170 4 thoughts and behaviors.
171171 5 (3) Family members of veterans who die by suicide are
172172 6 at higher risk for future suicide due to the exposure of
173173 7 experiencing suicide loss. Research shows for every
174174 8 suicide that occurs, 135 people suffer from the effects
175175 9 either directly or indirectly, meaning veteran suicides
176176 10 impact a community of 2,600,000 people.
177177 11 (4) There is no one path to suicide, but life
178178 12 experiences, moral injury, trauma, culture, and health can
179179 13 play a major role in suicidal behavior. Military and
180180 14 veteran culture in particular includes stigma around
181181 15 mental wellness and help-seeking behavior, emphasizes
182182 16 reliability on group cohesion, and facilitates access,
183183 17 comfortability, and familiarity with lethal means such as
184184 18 firearms. Additionally, a significant number of veterans
185185 19 do not seek care within the veterans administration
186186 20 system.
187187 21 (7) The General Assembly intends to address the
188188 22 tragedy of suicide among veterans, military members, and
189189 23 their families through support of professionals and
190190 24 community and peer organizations serving veterans,
191191 25 cultural changes that support help-seeking behaviors, and
192192 26 investments in education, training, prevention, and care.

203203 1 (b) As used in this Section:
204204 2 "Fund" means the Veterans and Military Members Suicide
205205 3 Prevention Fund.
206206 4 "Military members" means Illinois residents who are
207207 5 actively serving members of the Illinois National Guard or
208208 6 United States Reserve Forces, or active duty military
209209 7 personnel.
210210 8 "Veteran" means an Illinois resident who has served as a
211211 9 member of the United States Armed Services on active duty, a
212212 10 member of the Illinois National Guard, or a member of the
213213 11 United States Reserve Forces, and who has received an
214214 12 honorable discharge.
215215 13 (c) Suicide prevention community-based services grant
216216 14 program.
217217 15 (1) The Department shall establish and administer a
218218 16 suicide prevention community-based services grant program
219219 17 for the purpose of providing suicide prevention, peer
220220 18 support, and other assistance to at-risk and transitioning
221221 19 veterans and military members and their families in their
222222 20 communities.
223223 21 (2) Subject to appropriation and any amounts disbursed
224224 22 from the Veterans and Military Members Suicide Prevention
225225 23 Fund created in subsection (d), the Department, in
226226 24 consultation with the Department of Public Health's
227227 25 suicide prevention coordinator project manager, must
228228 26 establish a process to receive, review, process, and award

239239 1 grants to organizations, including nonprofit and peer
240240 2 support community programs, that address veterans,
241241 3 military members, and their families who may be at risk of
242242 4 suicide and other mental health crises. Priority must be
243243 5 given to organizations using peer support models that use
244244 6 evidence-based, research-based, or promising practices.
245245 7 (3) The Department shall report to the General
246246 8 Assembly annually beginning July 1, 2024, on grant
247247 9 recipients, the number of veterans and military members
248248 10 served, and the types of services offered by grant
249249 11 recipients.
250250 12 (4) The Department of Public Health and its suicide
251251 13 prevention coordinator project manager shall evaluate the
252252 14 effectiveness of each grant program recipient providing
253253 15 suicide prevention and peer support services to veterans,
254254 16 military members, and their families who may be at risk of
255255 17 suicide and other mental health crises.
256256 18 (d) Veterans and Military Members Suicide Prevention Fund.
257257 19 (1) The Veterans and Military Members Suicide
258258 20 Prevention Fund is created as a special find in the State
259259 21 treasury. The Fund shall consist of moneys appropriated by
260260 22 the General Assembly, revenues received from the Prevent
261261 23 Veteran Suicide universal special license plates, and all
262262 24 receipts from gifts, grants, bequests, devises, or other
263263 25 donations from public and private sources to support
264264 26 veterans and military members suicide prevention measures.

275275 1 Expenditures from the Fund may be used only for the
276276 2 purposes provided in paragraph (3) of this subsection.
277277 3 Only the Director of Veterans' Affairs or the Director's
278278 4 designee may authorize expenditures from the Fund.
279279 5 (2)(A) The Department may request and accept
280280 6 nondedicated contributions, grants, or gifts in cash or
281281 7 otherwise, and voluntary donations for deposit into the
282282 8 Fund, including funds generated by voluntary donations
283283 9 under subparagraph (B).
284284 10 (B) The Department may accept, for deposit into the
285285 11 account, voluntary donations from persons who are:
286286 12 (i) applying for a concealed pistol license or
287287 13 renewal of a concealed pistol license; or
288288 14 (ii) undergoing a background check under Section
289289 15 3.1 of the Firearm Owners Identification Card Act in
290290 16 connection with the purchase of a firearm from a
291291 17 firearms dealer.
292292 18 The Department shall coordinate with local law
293293 19 enforcement agencies, the Illinois State Police, and
294294 20 firearms dealers licensed under the Firearm Dealer License
295295 21 Certification Act to develop a form and process for
296296 22 publicizing and collecting voluntary donations under this
297297 23 subparagraph. The Department and the Illinois State Police
298298 24 shall post educational information regarding the voluntary
299299 25 donation provisions of this subsection on their websites.
300300 26 (3) All moneys deposited into the Fund must be used

311311 1 for activities that are dedicated to the benefit of
312312 2 veteran and military member suicide education and
313313 3 prevention including, but not limited to, providing
314314 4 programs, peer support, and services that assist veterans
315315 5 and military members in addressing mental health and
316316 6 wellness impacts of military service, trauma, moral
317317 7 injury, and transition to civilian life. Moneys may also
318318 8 be used for the suicide prevention community-based
319319 9 services grant program established in subsection (c).
320320 10 Moneys from the Fund may not be used to supplant existing
321321 11 moneys received by the Department nor shall grant
322322 12 recipients use the moneys to supplant existing funding.
323323 13 (e) Subject to the availability of amounts appropriated
324324 14 for this specific purpose, the Department shall:
325325 15 (1) Create and maintain a database of information on
326326 16 nonprofit, for-profit, city, county, State, and federal
327327 17 organizations, providers, and resources that address the
328328 18 mental health, well-being, and suicide prevention of
329329 19 veterans, military members, and their families. The
330330 20 Department shall establish criteria for inclusion in the
331331 21 database by July 1, 2023. The Department must make the
332332 22 database accessible on its website to veterans, military
333333 23 members, and their families by July 1, 2024.
334334 24 (2) Provide suicide prevention education training and
335335 25 information for veterans, military members, and their
336336 26 families that is accessible through the internet.

347347 1 (3) By December 1, 2024, create, in consultation with
348348 2 the Suicide-Safer Homes Task Force established under
349349 3 Section 2j of this Act, a web-based application to be
350350 4 shared by State agencies and primary care providers with
351351 5 veterans, military members, and their families to provide
352352 6 applicable information and resources, including, but not
353353 7 limited to, benefits, mental health resources, and lethal
354354 8 means safety information.

356356 10 Sec. 2j. Suicide-Safer Homes Task Force.
357357 11 (a) Subject to appropriation, a Suicide-Safer Homes Task
358358 12 Force is established to raise public awareness and increase
359359 13 suicide prevention education among new partners who are in key
360360 14 positions to help reduce suicide. The Task Force shall be
361361 15 administered and staffed by the Department. To the extent
362362 16 possible, the Task Force membership shall include
363363 17 representatives from geographically diverse and priority
364364 18 populations.
365365 19 (b) The Suicide-Safer Homes Task Force shall be co-chaired
366366 20 by the Director of Veterans' Affairs, or the Director's
367367 21 designee, and the Department of Public Health's suicide
368368 22 prevention coordinator project manager, or the suicide
369369 23 prevention coordinator project manager's designee, and shall
370370 24 also consist of the following members:
371371 25 (1) Two representatives of suicide prevention

384384 3 (2) Two representatives of the firearms industry,
385385 4 selected by the co-chairs of the Task Force.
386386 5 (3) Two individuals who are suicide attempt survivors
387387 6 or who have experienced suicide loss, selected by the
388388 7 co-chairs of the Task Force.
389389 8 (4) Two representatives of law enforcement agencies,

494494 6 to reflect on the great number of active duty service members

496496 8 wars. The design of such a memorial must serve to honor those

499499 11 (b) The State Global War on Terror Memorial Fund is
500500 12 created as a special fund in the State treasury. The purpose of
501501 13 the Fund is to support the establishment and maintenance of
502502 14 the Global War on Terror Memorial. The Director of Veterans'
503503 15 Affairs may solicit and accept moneys from gifts, grants, or
504504 16 endowments for this purpose. All receipts from federal funds,
505505 17 gifts, or grants from the private sector, foundations, or
506506 18 other sources must be deposited into the Fund. Expenditures
507507 19 from the Fund may be used only for the design, siting,
508508 20 permitting, construction, maintenance, dedication, or creation
509509 21 of educational materials related to placement of this memorial
510510 22 on land held by the Department of Veterans' Affairs. Only the
511511 23 Director, or the Director's designee, may authorize
512512 24 expenditures from the Fund.

588588 2 (a) In addition to any other special license plate, the
589589 3 Secretary, upon receipt of all applicable fees and
590590 4 applications made in the form prescribed by the Secretary, may
591591 5 issue Universal special license plates to residents of
592592 6 Illinois on behalf of organizations that have been authorized
593593 7 by the General Assembly to issue decals for Universal special
594594 8 license plates. Appropriate documentation, as determined by
595595 9 the Secretary, shall accompany each application. Authorized
596596 10 organizations shall be designated by amendment to this
597597 11 Section. When applying for a Universal special license plate
598598 12 the applicant shall inform the Secretary of the name of the
599599 13 authorized organization from which the applicant will obtain a
600600 14 decal to place on the plate. The Secretary shall make a record
601601 15 of that organization and that organization shall remain
602602 16 affiliated with that plate until the plate is surrendered,
603603 17 revoked, or otherwise cancelled. The authorized organization
604604 18 may charge a fee to offset the cost of producing and
605605 19 distributing the decal, but that fee shall be retained by the
606606 20 authorized organization and shall be separate and distinct
607607 21 from any registration fees charged by the Secretary. No decal,
608608 22 sticker, or other material may be affixed to a Universal
609609 23 special license plate other than a decal authorized by the
610610 24 General Assembly in this Section or a registration renewal
611611 25 sticker. The special plates issued under this Section shall be
612612 26 affixed only to passenger vehicles of the first division,

627627 5 (b) The design, color, and format of the Universal special
628628 6 license plate shall be wholly within the discretion of the
629629 7 Secretary. Universal special license plates are not required
630630 8 to designate "Land of Lincoln", as prescribed in subsection
631631 9 (b) of Section 3-412 of this Code. The design shall allow for
632632 10 the application of a decal to the plate. Organizations
633633 11 authorized by the General Assembly to issue decals for
634634 12 Universal special license plates shall comply with rules
635635 13 adopted by the Secretary governing the requirements for and
636636 14 approval of Universal special license plate decals. The
637637 15 Secretary may, in his or her discretion, allow Universal
638638 16 special license plates to be issued as vanity or personalized
639639 17 plates in accordance with Section 3-405.1 of this Code. The
640640 18 Secretary of State must make a version of the special
641641 19 registration plates authorized under this Section in a form
642642 20 appropriate for motorcycles and autocycles.
643643 21 (c) When authorizing a Universal special license plate,
644644 22 the General Assembly shall set forth whether an additional fee
645645 23 is to be charged for the plate and, if a fee is to be charged,
646646 24 the amount of the fee and how the fee is to be distributed.
647647 25 When necessary, the authorizing language shall create a
648648 26 special fund in the State treasury into which fees may be

674674 16 organization designated by the applicant when applying for the
675675 17 plate. All fees collected shall be transferred to the State
676676 18 agency on whose behalf the fees were collected, or paid into
677677 19 the special fund designated in the law authorizing the
678678 20 organization to issue decals for Universal special license
679679 21 plates. All money in the designated fund shall be distributed
680680 22 by the Secretary subject to appropriation by the General
681681 23 Assembly.

913913 3 Foundation Fund. All money in the Theresa Tracy Trot -

917917 7 (8) The Developmental Disabilities Awareness Fund. All

920920 10 Human Services to fund legal aid groups to assist with

925925 15 (9) The Pediatric Cancer Awareness Fund. All money in
926926 16 the Pediatric Cancer Awareness Fund shall be paid as
927927 17 grants to the Cancer Center at Illinois for pediatric
928928 18 cancer treatment and research.
929929 19 (10) The Folds of Honor Foundation Fund. All money in
930930 20 the Folds of Honor Foundation Fund shall be paid as grants
931931 21 to the Folds of Honor Foundation to aid in providing
932932 22 educational scholarships to military families.
