If an amount less than the annual net 11 lottery proceeds is transferred for a fiscal year, then 12 after the related annual fiscal year audit is completed 13 following such fiscal year, the Department shall direct 14 the deposit of any remaining annual net lottery proceeds 15 from such fiscal year, subject to payments under 16 paragraphs (1) and (2), into the Common School Fund as 17 soon thereafter as possible. 18 (b) The net lottery proceeds shall be determined by 19 deducting from total annual lottery proceeds the expenditures 20 required by paragraphs (1) and (2) of subsection (a). Joint Special Instant Scratch-off game. 20 (a) The Department shall offer a joint special instant 21 scratch-off game for the benefit of the special causes 22 identified in Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, 23 21.11, 21.13, 21.15, and 21.16. The operation of the game 24 shall be governed by this Section and any rules adopted by the 25 Department. If any provision of this Section is 3 inconsistent with any other provision in the Act, then this 4 Section governs. 5 (b) Once the joint special instant scratch-off game is 6 used to fund a special cause, the game will be used to fund the 7 special cause for the remainder of the special causes' 8 existence per the causes' respective Section of this Act. 9 (c) New specialty tickets and causes authorized by this 10 Act shall be funded by the joint special instant scratch-off 11 game. New specialty tickets and causes after February 1, 2024 12 must have a sunset date. The Department shall be limited to 13 supporting no more than 10 causes in total at any given time. 14 (d) Net revenue received from the sale of the joint 15 special instant scratch-off game for the purposes of this 16 Section shall be divided equally among the special causes the 17 game benefits. The Department shall transfer the net revenue 18 into the special fund identified for each special cause in 19 accordance with the special cause's respective Section of this 20 Act. Carolyn Adams Ticket For The Cure. 2 (a) The Department shall offer a special instant 3 scratch-off game with the title of "Carolyn Adams Ticket For 4 The Cure". The game shall commence on January 1, 2006 or as 5 soon thereafter, in the discretion of the Director, as is 6 reasonably practical, and shall be discontinued on December 7 31, 2026. The operation of the game shall be governed by this 8 Act and any rules adopted by the Department. The Department 9 must consult with the Carolyn Adams Ticket For The Cure Board, 10 which is established under Section 2310-347 of the Department 11 of Public Health Powers and Duties Law of the Civil 12 Administrative Code of Illinois, regarding the design and 13 promotion of the game. If any provision of this Section is 14 inconsistent with any other provision of this Act, then this 15 Section governs. 16 (b) The Carolyn Adams Ticket For The Cure Grant Fund is 17 created as a special fund in the State treasury. The net 18 revenue from the Carolyn Adams Ticket For The Cure special 19 instant scratch-off game shall be deposited into the Fund for 20 appropriation by the General Assembly solely to the Department 21 of Public Health for the purpose of making grants to public or 22 private entities in Illinois for the purpose of funding breast 23 cancer research, and supportive services for breast cancer 24 survivors and those impacted by breast cancer and breast 25 cancer education. In awarding grants, the Department of Public 26 Health shall consider criteria that includes, but is not HB3234 - 6 - LRB103 26920 AMQ 53284 b HB3234- 7 -LRB103 26920 AMQ 53284 b HB3234 - 7 - LRB103 26920 AMQ 53284 b HB3234 - 7 - LRB103 26920 AMQ 53284 b 1 limited to, projects and initiatives that address disparities 2 in incidence and mortality rates of breast cancer, based on 3 data from the Illinois Cancer Registry, and populations facing 4 barriers to care. The Department of Public Health shall, 5 before grants are awarded, provide copies of all grant 6 applications to the Carolyn Adams Ticket For The Cure Board, 7 receive and review the Board's recommendations and comments, 8 and consult with the Board regarding the grants. For purposes 9 of this Section, the term "research" includes, without 10 limitation, expenditures to develop and advance the 11 understanding, techniques, and modalities effective in the 12 detection, prevention, screening, and treatment of breast 13 cancer and may include clinical trials. The grant funds may 14 not be used for institutional, organizational, or 15 community-based overhead costs, indirect costs, or levies. 16 Moneys received for the purposes of this Section, 17 including, without limitation, net revenue from the special 18 instant scratch-off game and gifts, grants, and awards from 19 any public or private entity, must be deposited into the Fund. 20 Any interest earned on moneys in the Fund must be deposited 21 into the Fund. 22 As used in this subsection, For purposes of this 23 subsection, "net revenue" means the total amount for which 24 tickets have been sold less the sum of the amount paid out in 25 prizes and to retailers, and direct and estimated the actual 26 administrative expenses of the Department solely related to HB3234 - 7 - LRB103 26920 AMQ 53284 b HB3234- 8 -LRB103 26920 AMQ 53284 b HB3234 - 8 - LRB103 26920 AMQ 53284 b HB3234 - 8 - LRB103 26920 AMQ 53284 b 1 the Ticket For The Cure game. 2 (c) During the time that tickets are sold for the Carolyn 3 Adams Ticket For The Cure game, the Department shall not 4 unreasonably diminish the efforts devoted to marketing any 5 other instant scratch-off lottery game. 6 (d) The Department may adopt any rules necessary to 7 implement and administer the provisions of this Section. 8 (Source: P.A. 98-499, eff. 8-16-13; 99-917, eff. 12-30-16.) 9 (20 ILCS 1605/21.6) 10 Sec. 21.6. Scratch-off for Illinois veterans. 11 (a) The Department shall offer a special instant 12 scratch-off game for the benefit of Illinois veterans. The 13 game shall commence on January 1, 2006 or as soon thereafter, 14 at the discretion of the Director, as is reasonably practical. 15 The operation of the game shall be governed by this Act and any 16 rules adopted by the Department. If any provision of this 17 Section is inconsistent with any other provision of this Act, 18 then this Section governs. 19 (b) The Illinois Veterans Assistance Fund is created as a 20 special fund in the State treasury. The net revenue from the 21 Illinois veterans scratch-off game shall be deposited into the 22 Fund for appropriation by the General Assembly solely to the 23 Department of Veterans' Affairs for making grants, funding 24 additional services, or conducting additional research 25 projects relating to each of the following: HB3234 - 8 - LRB103 26920 AMQ 53284 b HB3234- 9 -LRB103 26920 AMQ 53284 b HB3234 - 9 - LRB103 26920 AMQ 53284 b HB3234 - 9 - LRB103 26920 AMQ 53284 b 1 (i) veterans' behavioral health services; 2 (ii) veterans' homelessness; 3 (iii) the health insurance costs of veterans; 4 (iv) veterans' disability benefits, including but not 5 limited to, disability benefits provided by veterans 6 service organizations and veterans assistance commissions 7 or centers; 8 (v) the long-term care of veterans; provided that, 9 beginning with moneys appropriated for fiscal year 2008, 10 no more than 20% of such moneys shall be used for health 11 insurance costs; 12 (vi) veteran employment and employment training; and 13 (vii) veterans' emergency financial assistance, 14 including, but not limited to, past due utilities, 15 housing, and transportation costs. 16 In order to expend moneys from this special fund, 17 beginning with moneys appropriated for fiscal year 2008, the 18 Director of Veterans' Affairs shall appoint a 3-member funding 19 authorization committee. The Director shall designate one of 20 the members as chairperson. The committee shall meet on a 21 quarterly basis, at a minimum, and shall authorize expenditure 22 of moneys from the special fund by a two-thirds vote. 23 Decisions of the committee shall not take effect unless and 24 until approved by the Director of Veterans' Affairs. Each 25 member of the committee shall serve until a replacement is 26 named by the Director of Veterans' Affairs. The game shall commence on July 1, 2008 or 7 as soon thereafter, in the discretion of the Director, as is 8 reasonably practical. The operation of the game shall be 9 governed by this Act and any rules adopted by the Department. 10 If any provision of this Section is inconsistent with any 11 other provision of this Act, then this Section governs. 12 (b) The Multiple Sclerosis Research Fund is created as a 13 special fund in the State treasury. The net revenue from the 14 scratch-out multiple sclerosis scratch-off game created under 15 this Section shall be deposited into the Fund for 16 appropriation by the General Assembly to the Department of 17 Public Health for the purpose of making grants to 18 organizations in Illinois that conduct research pertaining to 19 the repair and prevention of damage caused by an acquired 20 demyelinating disease of the central nervous system. 21 Moneys received for the purposes of this Section, 22 including, without limitation, net revenue from the special 23 instant scratch-off game and from gifts, grants, and awards 24 from any public or private entity, must be deposited into the 25 Fund. Any interest earned on moneys in the Fund must be 26 deposited into the Fund. Quality of Life scratch-off game. 3 (a) The Department shall offer a special instant 4 scratch-off game with the title of "Quality of Life". The game 5 shall commence on July 1, 2007 or as soon thereafter, in the 6 discretion of the Director, as is reasonably practical, and 7 shall be discontinued on December 31, 2025. The operation of 8 the game is governed by this Act and by any rules adopted by 9 the Department. The Department must consult with the Quality 10 of Life Board, which is established under Section 2310-348 of 11 the Department of Public Health Powers and Duties Law of the 12 Civil Administrative Code of Illinois, regarding the design 13 and promotion of the game. If any provision of this Section is 14 inconsistent with any other provision of this Act, then this 15 Section governs. 16 (b) The Quality of Life Endowment Fund is created as a 17 special fund in the State treasury. The net revenue from the 18 Quality of Life special instant scratch-off game must be 19 deposited into the Fund for appropriation by the General 20 Assembly solely to the Department of Public Health for the 21 purpose of HIV/AIDS-prevention education and for making grants 22 to public or private entities in Illinois for the purpose of 23 funding organizations that serve the highest at-risk 24 categories for contracting HIV or developing AIDS. The recipient organizations must be engaged in 4 HIV/AIDS-prevention education and HIV/AIDS healthcare 5 treatment. The Department must, before grants are awarded, 6 provide copies of all grant applications to the Quality of 7 Life Board, receive and review the Board's recommendations and 8 comments, and consult with the Board regarding the grants. 9 Organizational size will determine an organization's 10 competitive slot in the "Request for Proposal" process. 11 Organizations with an annual budget of $300,000 or less will 12 compete with like size organizations for 50% of the Quality of 13 Life annual fund. Organizations with an annual budget of 14 $300,001 to $700,000 will compete with like organizations for 15 25% of the Quality of Life annual fund, and organizations with 16 an annual budget of $700,001 and upward will compete with like 17 organizations for 25% of the Quality of Life annual fund. The 18 lottery may designate a percentage of proceeds for marketing 19 purposes. The grant funds may not be used for institutional, 20 organizational, or community-based overhead costs, indirect 21 costs, or levies. 22 Grants awarded from the Fund are intended to augment the 23 current and future State funding for the prevention and 24 treatment of HIV/AIDS and are not intended to replace that 25 funding. 26 Moneys received for the purposes of this Section, HB3234 - 14 - LRB103 26920 AMQ 53284 b HB3234- 15 -LRB103 26920 AMQ 53284 b HB3234 - 15 - LRB103 26920 AMQ 53284 b HB3234 - 15 - LRB103 26920 AMQ 53284 b 1 including, without limitation, net revenue from the special 2 instant scratch-off game and gifts, grants, and awards from 3 any public or private entity, must be deposited into the Fund. 4 Any interest earned on moneys in the Fund must be deposited 5 into the Fund. 6 As used in this subsection, For purposes of this 7 subsection, "net revenue" means the total amount for which 8 tickets have been sold less the sum of the amount paid out in 9 prizes and to retailers, and direct and estimated the actual 10 administrative expenses of the Department solely related to 11 the Quality of Life game. 12 (c) During the time that tickets are sold for the Quality 13 of Life game, the Department shall not unreasonably diminish 14 the efforts devoted to marketing any other instant scratch-off 15 lottery game. 16 (d) The Department may adopt any rules necessary to 17 implement and administer the provisions of this Section in 18 consultation with the Quality of Life Board. 19 (Source: P.A. 102-813, eff. 5-13-22.) 20 (20 ILCS 1605/21.9) 21 Sec. 21.9. Go For The Gold scratch-off game. 22 (a) The Department shall offer a special instant 23 scratch-off game with the title of "Go For The Gold". The game 24 must commence on July 1, 2014 or as soon thereafter, at the 25 discretion of the Director, as is reasonably practical. The net revenue from the Go For The Gold special 8 instant scratch-off game must be deposited into the Special 9 Olympics Illinois and Special Children's Charities Fund for 10 appropriation by the General Assembly solely to the Department 11 of Human Services, which must distribute the moneys as 12 follows: (i) 75% of the moneys to Special Olympics Illinois to 13 support the statewide training, competitions, and programs for 14 future Special Olympics athletes; and (ii) 25% of the moneys 15 to Special Children's Charities to support the City of 16 Chicago-wide training, competitions, and programs for future 17 Special Olympics athletes. The moneys may not be used for 18 institutional, organizational, or community-based overhead 19 costs, indirect costs, or levies. 20 Moneys received for the purposes of this Section, 21 including, without limitation, net revenue from the special 22 instant scratch-off game and gifts, grants, and awards from 23 any public or private entity, must be deposited into the 24 Special Olympics and Special Children's Charities Fund. Scratch-off for State police memorials. 17 (a) The Department shall offer a special instant 18 scratch-off game for the benefit of State police memorials. 19 The game shall commence on January 1, 2019 or as soon 20 thereafter, at the discretion of the Director, as is 21 reasonably practical. The operation of the game shall be 22 governed by this Act and any rules adopted by the Department. 23 If any provision of this Section is inconsistent with any 24 other provision of this Act, then this Section governs. 25 (b) The net revenue from the State police memorials HB3234 - 17 - LRB103 26920 AMQ 53284 b HB3234- 18 -LRB103 26920 AMQ 53284 b HB3234 - 18 - LRB103 26920 AMQ 53284 b HB3234 - 18 - LRB103 26920 AMQ 53284 b 1 scratch-off game shall be deposited into the Criminal Justice 2 Information Projects Fund and distributed equally, as soon as 3 practical but at least on a monthly basis, to the Chicago 4 Police Memorial Foundation Fund, the Police Memorial Committee 5 Fund, and the Illinois State Police Memorial Park Fund. Moneys 6 transferred to the funds under this Section shall be used, 7 subject to appropriation, to fund grants for building and 8 maintaining memorials and parks; holding annual memorial 9 commemorations; giving scholarships to children of officers 10 killed or catastrophically injured in the line of duty, or 11 those interested in pursuing a career in law enforcement; 12 providing financial assistance to police officers and their 13 families when a police officer is killed or injured in the line 14 of duty; and providing financial assistance to officers for 15 the purchase or replacement of bulletproof vests to be used in 16 the line of duty. 17 As used in this subsection, For purposes of this 18 subsection, "net revenue" means the total amount for which 19 tickets have been sold less the sum of the amount paid out in 20 the prizes and to retailers, and direct and estimated the 21 actual administrative expenses of the Department solely 22 related to the scratch-off game under this Section. 23 (c) During the time that tickets are sold for the State 24 police memorials scratch-off game, the Department shall not 25 unreasonably diminish the efforts devoted to marketing any 26 other instant scratch-off lottery game. Scratch-off for homelessness prevention 6 programs. 7 (a) The Department shall offer a special instant 8 scratch-off game to fund homelessness prevention programs. The 9 game shall commence on July 1, 2019 or as soon thereafter, at 10 the discretion of the Director, as is reasonably practical. 11 The operation of the game shall be governed by this Act and any 12 rules adopted by the Department. If any provision of this 13 Section is inconsistent with any other provision of this Act, 14 then this Section governs. 15 (b) The Homelessness Prevention Revenue Fund is created as 16 a special fund in the State treasury. The net revenue from the 17 scratch-off game to fund homelessness prevention programs 18 shall be deposited into the Homelessness Prevention Revenue 19 Fund. Subject to appropriation, moneys in the Fund shall be 20 used by the Department of Human Services solely for grants to 21 homelessness prevention and assistance projects under the 22 Homelessness Prevention Act. 23 As used in this subsection, "net revenue" means the total 24 amount for which tickets have been sold less the sum of the 25 amount paid out in the prizes and to retailers, and direct and HB3234 - 19 - LRB103 26920 AMQ 53284 b HB3234- 20 -LRB103 26920 AMQ 53284 b HB3234 - 20 - LRB103 26920 AMQ 53284 b HB3234 - 20 - LRB103 26920 AMQ 53284 b 1 estimated the actual administrative expenses of the Department 2 solely related to the scratch-off game under this Section. 3 (c) During the time that tickets are sold for the 4 scratch-off game to fund homelessness prevention programs, the 5 Department shall not unreasonably diminish the efforts devoted 6 to marketing any other instant scratch-off lottery game. 7 (d) The Department may adopt any rules necessary to 8 implement and administer the provisions of this Section. 9 (e) Nothing in this Section shall be construed to affect 10 any revenue that any Homelessness Prevention line item 11 receives through the General Revenue Fund or the Illinois 12 Affordable Housing Trust Fund. 13 (Source: P.A. 100-1068, eff. 8-24-18; 101-81, eff. 7-12-19.) 14 (20 ILCS 1605/21.13) 15 Sec. 21.13. Scratch-off for Alzheimer's care, support, 16 education, and awareness. 17 (a) The Department shall offer a special instant 18 scratch-off game for the benefit of Alzheimer's care, support, 19 education, and awareness. The game shall commence on January 20 1, 2020 or as soon thereafter, at the discretion of the 21 Director, as is reasonably practical, and shall be 22 discontinued on January 1, 2025. The operation of the game 23 shall be governed by this Act and any rules adopted by the 24 Department. Any interest earned on moneys in the Fund must be 10 deposited into the Fund. 11 As used in this subsection, For the purposes of this 12 subsection, "net revenue" means the total amount for which 13 tickets have been sold less the sum of the amount paid out in 14 the prizes and to retailers, and direct and estimated the 15 actual administrative expenses of the Department solely 16 related to the scratch-off game under this Section. 17 (c) During the time that tickets are sold for the 18 Alzheimer's care, support, education, and awareness 19 scratch-off game, the Department shall not unreasonably 20 diminish the efforts devoted to marketing any other instant 21 scratch-off lottery game. 22 (d) The Department may adopt any rules necessary to 23 implement and administer the provisions of this Section. 24 (Source: P.A. 101-561, eff. 8-23-19; 101-645, eff. 6-26-20; 25 102-390, eff. 8-16-21.) The game shall commence on January 1, 8 2024 or as soon thereafter, at the discretion of the Director, 9 as is reasonably practical. The operation of the game shall be 10 governed by this Act and any rules adopted by the Department. 11 The Department must consult with UNCF Illinois regarding the 12 design and promotion of the game. 13 (b) The UNCF Scholarship Fund is created as a special fund 14 in the State treasury. The net revenue from the special 15 instant scratch-off game sold for the benefit of the United 16 Negro College Fund Illinois in support of education 17 scholarships to university and college students shall be 18 deposited into the fund for appropriation by the General 19 Assembly solely to the Student Assistance Commission for the 20 purpose of funding UNCF Illinois Scholarship awards to 21 university and college students. Funding shall be used solely 22 for scholarship awards and not to cover any administrative 23 costs of the United Negro College Fund, Inc., a 501(c)(3) 24 nonprofit recipient organization. 25 Moneys received for the purposes of this Section, 26 including, without limitation, net revenue from the special HB3234 - 22 - LRB103 26920 AMQ 53284 b HB3234- 23 -LRB103 26920 AMQ 53284 b HB3234 - 23 - LRB103 26920 AMQ 53284 b HB3234 - 23 - LRB103 26920 AMQ 53284 b 1 instant scratch-off game and from gifts, grants, and awards 2 from any public or private entity, must be deposited into the 3 fund. Any interest earned on moneys in the fund must be 4 deposited into the fund. For the purposes of this subsection, 5 "net revenue" means the total amount for which tickets have 6 been sold less the sum of the amount paid out in the prizes and 7 to retailers and direct and estimated administrative expenses 8 of the Department solely related to the scratch-off game under 9 this Section. 10 (c) During the time that tickets are sold for the special 11 instant scratch-off game that benefits the United Negro 12 College Fund Illinois in support of education scholarships to 13 university and college students, the Department shall not 14 unreasonably diminish the efforts devoted to marketing any 15 other instant scratch-off lottery game. 16 (d) The Department may adopt any rules necessary to 17 implement and administer the provisions of this Section. 18 (20 ILCS 1605/21.16 new) 19 Sec. 21.16. Illinois DREAM scratch-off. 20 (a) The Department shall offer a special Illinois DREAM 21 instant scratch-off game for the benefit of the Illinois DREAM 22 Fund Commission. The new revenue from the Illinois DREAM 23 scratch-off game shall be deposited into the Illinois DREAM 24 Fund, a special fund that is created in the State treasury. 25 Subject to appropriation, money in the Illinois DREAM Fund HB3234 - 23 - LRB103 26920 AMQ 53284 b HB3234- 24 -LRB103 26920 AMQ 53284 b HB3234 - 24 - LRB103 26920 AMQ 53284 b HB3234 - 24 - LRB103 26920 AMQ 53284 b 1 shall be used to assist in funding scholarships and other 2 statutory responsibilities of the Illinois DREAM Fund 3 Commission. The game shall commence on January 1, 2024 or as 4 soon thereafter as is reasonably practical. The Department 5 shall consult with the Illinois DREAM Fund Commission 6 established under Section 67 of the Higher Education Student 7 Assistance Act regarding the design and promotion of the game. 8 (b) The operation of any games under this Section shall be 9 governed by this Act, and any rules shall be adopted by the 10 Department. 11 (c) For purposes of this Section, "net revenue" means the 12 total amount for which tickets have been sold less the sum of 13 the amount paid out in prizes and the actual administrative 14 expenses of the Department solely related to the Illinois 15 DREAM scratch-off game. 16 (d) During the time that tickets are sold for the Illinois 17 DREAM scratch-off game, the Department shall not unreasonably 18 diminish the efforts devoted to marketing any other instant 19 scratch-off lottery game. 20 (e) The Department may adopt any rules necessary to 21 implement and administer this Section in consultation with the 22 Illinois DREAM Fund Commission. 23 (20 ILCS 1605/21.12 rep.) 24 Section 10. Illinois DREAM Fund Commission. 11 (a) The Illinois Student Assistance Commission shall 12 establish an Illinois DREAM Fund Commission. The Governor 13 shall appoint, with the advice and consent of the Senate, 14 members to the Illinois DREAM Fund Commission, which shall be 15 comprised of 9 members representing the geographic and ethnic 16 diversity of this State, including students, college and 17 university administrators and faculty, and other individuals 18 committed to advancing the educational opportunities of the 19 children of immigrants. 20 (b) The Illinois DREAM Fund Commission is charged with all 21 of the following responsibilities: HB3234 - 25 - LRB103 26920 AMQ 53284 b HB3234- 26 -LRB103 26920 AMQ 53284 b HB3234 - 26 - LRB103 26920 AMQ 53284 b HB3234 - 26 - LRB103 26920 AMQ 53284 b 1 (1) Administering this Section and raising funds for 2 the Illinois DREAM Fund. 3 (2) Establishing a not-for-profit entity charged with 4 raising funds for the administration of this Section, any 5 educational or training programs the Commission is tasked 6 with administering, and funding scholarships to students 7 who are the children of immigrants to the United States. 8 (3) Publicizing the availability of scholarships from 9 the Illinois DREAM Fund. 10 (4) Selecting the recipients of scholarships funded 11 through the Illinois DREAM Fund. 12 (5) Researching issues pertaining to the availability 13 of assistance with the costs of higher education for the 14 children of immigrants and other issues regarding access 15 for and the performance of the children of immigrants 16 within higher education. 17 (6) Overseeing implementation of the other provisions 18 of this amendatory Act of the 97th General Assembly. 19 (7) Establishing and administering training programs 20 for high school counselors and counselors, admissions 21 officers, and financial aid officers of public 22 institutions of higher education. The training programs 23 shall instruct participants on the educational 24 opportunities available to college-bound students who are 25 the children of immigrants, including, but not limited to, 26 in-state tuition and scholarship programs. The Illinois HB3234 - 26 - LRB103 26920 AMQ 53284 b HB3234- 27 -LRB103 26920 AMQ 53284 b HB3234 - 27 - LRB103 26920 AMQ 53284 b HB3234 - 27 - LRB103 26920 AMQ 53284 b 1 DREAM Fund Commission may also establish a public 2 awareness campaign regarding educational opportunities 3 available to college bound students who are the children 4 of immigrants. 5 The Illinois DREAM Fund Commission shall establish, by 6 rule, procedures for accepting and evaluating applications for 7 scholarships from the children of immigrants and issuing 8 scholarships to selected student applicants. 9 (c) To receive a scholarship under this Section, a student 10 must meet all of the following qualifications: 11 (1) Have resided with his or her parents or guardian 12 while attending a public or private high school in this 13 State. 14 (2) Have graduated from a public or private high 15 school or received the equivalent of a high school diploma 16 in this State. 17 (3) Have attended school in this State for at least 3 18 years as of the date he or she graduated from high school 19 or received the equivalent of a high school diploma. 20 (4) Have at least one parent who immigrated to the 21 United States. 22 (d) The Illinois Student Assistance Commission shall 23 establish an Illinois DREAM Fund to provide scholarships under 24 this Section.
