4-AN ACT concerning education.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The School Code is amended by changing Section
8-21B-20 as follows:
9-(105 ILCS 5/21B-20)
10-Sec. 21B-20. Types of licenses. The State Board of
11-Education shall implement a system of educator licensure,
12-whereby individuals employed in school districts who are
13-required to be licensed must have one of the following
14-licenses: (i) a professional educator license; (ii) an
15-educator license with stipulations; (iii) a substitute
16-teaching license; or (iv) until June 30, 2023, a short-term
17-substitute teaching license. References in law regarding
18-individuals certified or certificated or required to be
19-certified or certificated under Article 21 of this Code shall
20-also include individuals licensed or required to be licensed
21-under this Article. The first year of all licenses ends on June
22-30 following one full year of the license being issued.
23-The State Board of Education, in consultation with the
24-State Educator Preparation and Licensure Board, may adopt such
25-rules as may be necessary to govern the requirements for
26-licenses and endorsements under this Section.

33-(1) Professional Educator License. Persons who (i)
34-have successfully completed an approved educator
35-preparation program and are recommended for licensure by
36-the Illinois institution offering the educator preparation
37-program, (ii) have successfully completed the required
38-testing under Section 21B-30 of this Code, (iii) have
39-successfully completed coursework on the psychology of,
40-the identification of, and the methods of instruction for
41-the exceptional child, including without limitation
42-children with learning disabilities, (iv) have
43-successfully completed coursework in methods of reading
44-and reading in the content area, and (v) have met all other
45-criteria established by rule of the State Board of
46-Education shall be issued a Professional Educator License.
47-All Professional Educator Licenses are valid until June 30
48-immediately following 5 years of the license being issued.
49-The Professional Educator License shall be endorsed with
50-specific areas and grade levels in which the individual is
51-eligible to practice. For an early childhood education
52-endorsement, an individual may satisfy the student
53-teaching requirement of his or her early childhood teacher
54-preparation program through placement in a setting with
55-children from birth through grade 2, and the individual
56-may be paid and receive credit while student teaching. The
57-student teaching experience must meet the requirements of
58-and be approved by the individual's early childhood

68-License with Stipulations shall be issued an endorsement
69-that limits the license holder to one particular position
70-or does not require completion of an approved educator
71-program or both.
72-An individual with an Educator License with
73-Stipulations must not be employed by a school district or
74-any other entity to replace any presently employed teacher
75-who otherwise would not be replaced for any reason.
76-An Educator License with Stipulations may be issued
77-with the following endorsements:
78-(A) (Blank).
79-(B) Alternative provisional educator. An
80-alternative provisional educator endorsement on an
81-Educator License with Stipulations may be issued to an
82-applicant who, at the time of applying for the
83-endorsement, has done all of the following:
84-(i) Graduated from a regionally accredited
85-college or university with a minimum of a
86-bachelor's degree.

89-(ii) Successfully completed the first phase of
90-the Alternative Educator Licensure Program for
91-Teachers, as described in Section 21B-50 of this
92-Code.
93-(iii) Passed a content area test, as required
94-under Section 21B-30 of this Code.
95-The alternative provisional educator endorsement is
96-valid for 2 years of teaching and may be renewed for a
97-third year by an individual meeting the requirements set
98-forth in Section 21B-50 of this Code.
99-(C) Alternative provisional superintendent. An
100-alternative provisional superintendent endorsement on
101-an Educator License with Stipulations entitles the
102-holder to serve only as a superintendent or assistant
103-superintendent in a school district's central office.
104-This endorsement may only be issued to an applicant
105-who, at the time of applying for the endorsement, has
106-done all of the following:
107-(i) Graduated from a regionally accredited
108-college or university with a minimum of a master's
109-degree in a management field other than education.
110-(ii) Been employed for a period of at least 5
111-years in a management level position in a field
112-other than education.
113-(iii) Successfully completed the first phase
114-of an alternative route to superintendent

117-endorsement program, as provided in Section 21B-55

119-(iv) Passed a content area test required under

124-(D) (Blank).
125-(E) Career and technical educator. A career and
126-technical educator endorsement on an Educator License
127-with Stipulations may be issued to an applicant who

131-has a minimum of 2,000 hours of experience outside of
132-education in each area to be taught.
133-The career and technical educator endorsement on

136-endorsement being issued and may be renewed.
137-An individual who holds a valid career and
138-technical educator endorsement on an Educator License
139-with Stipulations but does not hold a bachelor's
140-degree may substitute teach in career and technical
141-education classrooms.

145-(G) Transitional bilingual educator. A
146-transitional bilingual educator endorsement on an
147-Educator License with Stipulations may be issued for
148-the purpose of providing instruction in accordance
149-with Article 14C of this Code to an applicant who
150-provides satisfactory evidence that he or she meets
151-all of the following requirements:
152-(i) Possesses adequate speaking, reading, and
153-writing ability in the language other than English
154-in which transitional bilingual education is
155-offered.
156-(ii) Has the ability to successfully
157-communicate in English.
158-(iii) Either possessed, within 5 years
159-previous to his or her applying for a transitional
160-bilingual educator endorsement, a valid and
161-comparable teaching certificate or comparable
162-authorization issued by a foreign country or holds
163-a degree from an institution of higher learning in
164-a foreign country that the State Educator
165-Preparation and Licensure Board determines to be
166-the equivalent of a bachelor's degree from a
167-regionally accredited institution of higher
168-learning in the United States.
169-A transitional bilingual educator endorsement
170-shall be valid for prekindergarten through grade 12,

173-is valid until June 30 immediately following 5 years
174-of the endorsement being issued, and shall not be
175-renewed.
176-Persons holding a transitional bilingual educator
177-endorsement shall not be employed to replace any
178-presently employed teacher who otherwise would not be

180-(H) Language endorsement. In an effort to
181-alleviate the shortage of teachers speaking a language
182-other than English in the public schools, an
183-individual who holds an Educator License with
184-Stipulations may also apply for a language
185-endorsement, provided that the applicant provides
186-satisfactory evidence that he or she meets all of the
187-following requirements:
188-(i) Holds a transitional bilingual
189-endorsement.
190-(ii) Has demonstrated proficiency in the
191-language for which the endorsement is to be issued
192-by passing the applicable language content test
193-required by the State Board of Education.
194-(iii) Holds a bachelor's degree or higher from
195-a regionally accredited institution of higher
196-education or, for individuals educated in a
197-country other than the United States, holds a
198-degree from an institution of higher learning in a

201-foreign country that the State Educator
202-Preparation and Licensure Board determines to be
203-the equivalent of a bachelor's degree from a
204-regionally accredited institution of higher
205-learning in the United States.
206-(iv) (Blank).
207-A language endorsement on an Educator License with
208-Stipulations is valid for prekindergarten through
209-grade 12 for the same validity period as the
210-individual's transitional bilingual educator
211-endorsement on the Educator License with Stipulations
212-and shall not be renewed.
213-(I) Visiting international educator. A visiting
214-international educator endorsement on an Educator
215-License with Stipulations may be issued to an
216-individual who is being recruited by a particular
217-school district that conducts formal recruitment
218-programs outside of the United States to secure the
219-services of qualified teachers and who meets all of
220-the following requirements:
221-(i) Holds the equivalent of a minimum of a
222-bachelor's degree issued in the United States.
223-(ii) Has been prepared as a teacher at the
224-grade level for which he or she will be employed.
225-(iii) Has adequate content knowledge in the
226-subject to be taught.

106+1 (ii) Successfully completed the first phase of

234-programs in the language that was the medium of
235-instruction in his or her teacher preparation program,
236-provided that he or she passes the English Language
237-Proficiency Examination or another test of writing
238-skills in English identified by the State Board of
239-Education, in consultation with the State Educator
240-Preparation and Licensure Board.
241-A visiting international educator endorsement on
242-an Educator License with Stipulations is valid for 5
243-years and shall not be renewed.
244-(J) Paraprofessional educator. A paraprofessional
245-educator endorsement on an Educator License with
246-Stipulations may be issued to an applicant who holds a
247-high school diploma or its recognized equivalent and
248-(i) holds an associate's degree or a minimum of 60
249-semester hours of credit from a regionally accredited
250-institution of higher education; (ii) has passed a
251-paraprofessional competency test under subsection
252-(c-5) of Section 21B-30; or (iii) is at least 18 years
253-of age and will be using the Educator License with
254-Stipulations exclusively for grades prekindergarten

257-through grade 8, until the individual reaches the age
258-of 19 years and otherwise meets the criteria for a
259-paraprofessional educator endorsement pursuant to this
260-subparagraph (J). The paraprofessional educator
261-endorsement is valid until June 30 immediately
262-following 5 years of the endorsement being issued and
263-may be renewed through application and payment of the
264-appropriate fee, as required under Section 21B-40 of
265-this Code. An individual who holds only a
266-paraprofessional educator endorsement is not subject
267-to additional requirements in order to renew the
268-endorsement.
269-(K) Chief school business official. A chief school
270-business official endorsement on an Educator License
271-with Stipulations may be issued to an applicant who
272-qualifies by having a master's degree or higher, 2
273-years of full-time administrative experience in school
274-business management or 2 years of university-approved
275-practical experience, and a minimum of 24 semester
276-hours of graduate credit in a program approved by the
277-State Board of Education for the preparation of school
278-business administrators and by passage of the
279-applicable State tests, including an applicable
280-content area test.
281-The chief school business official endorsement may
282-also be affixed to the Educator License with

285-Stipulations of any holder who qualifies by having a
286-master's degree in business administration, finance,
287-accounting, or public administration and who completes
288-an additional 6 semester hours of internship in school
289-business management from a regionally accredited
290-institution of higher education and passes the
291-applicable State tests, including an applicable
292-content area test. This endorsement shall be required
293-for any individual employed as a chief school business
294-official.
295-The chief school business official endorsement on
296-an Educator License with Stipulations is valid until
297-June 30 immediately following 5 years of the
298-endorsement being issued and may be renewed if the
299-license holder completes renewal requirements as
300-required for individuals who hold a Professional
301-Educator License endorsed for chief school business
302-official under Section 21B-45 of this Code and such
303-rules as may be adopted by the State Board of
304-Education.
305-The State Board of Education shall adopt any rules
306-necessary to implement Public Act 100-288.
307-(L) Provisional in-state educator. A provisional
308-in-state educator endorsement on an Educator License
309-with Stipulations may be issued to a candidate who has
310-completed an Illinois-approved educator preparation

314-and who has not successfully completed an
315-evidence-based assessment of teacher effectiveness but
316-who meets all of the following requirements:
317-(i) Holds at least a bachelor's degree.
318-(ii) Has completed an approved educator
319-preparation program at an Illinois institution.
320-(iii) Has passed an applicable content area
321-test, as required by Section 21B-30 of this Code.
322-(iv) Has attempted an evidence-based
323-assessment of teacher effectiveness and received a
324-minimum score on that assessment, as established
325-by the State Board of Education in consultation
326-with the State Educator Preparation and Licensure
327-Board.
328-A provisional in-state educator endorsement on an
329-Educator License with Stipulations is valid for one
330-full fiscal year after the date of issuance and may not
331-be renewed.
332-(M) (Blank).
333-(N) Specialized services. A specialized services
334-endorsement on an Educator License with Stipulations
335-may be issued as defined and specified by rule.
336-(3) Substitute Teaching License. A Substitute Teaching
337-License may be issued to qualified applicants for
338-substitute teaching in all grades of the public schools,

341-prekindergarten through grade 12. Substitute Teaching
342-Licenses are not eligible for endorsements. Applicants for
343-a Substitute Teaching License must hold a bachelor's
344-degree or higher from a regionally accredited institution
345-of higher education or must be enrolled in an approved
346-educator preparation program in this State and have earned
347-at least 90 credit hours.
348-Substitute Teaching Licenses are valid for 5 years.
349-Substitute Teaching Licenses are valid for substitute
350-teaching in every county of this State. If an individual
351-has had his or her Professional Educator License or
352-Educator License with Stipulations suspended or revoked,
353-then that individual is not eligible to obtain a
354-Substitute Teaching License.
355-A substitute teacher may only teach in the place of a
356-licensed teacher who is under contract with the employing
357-board. If, however, there is no licensed teacher under
358-contract because of an emergency situation, then a
359-district may employ a substitute teacher for no longer
360-than 30 calendar days per each vacant position in the
361-district if the district notifies the appropriate regional
362-office of education within 5 business days after the
363-employment of the substitute teacher in that vacant
364-position the emergency situation. A district may continue
365-to employ that same substitute teacher in that same vacant
366-position for 90 calendar days or until the end of the

369-semester, whichever is greater, if, prior to the
370-expiration of the 30-calendar-day period then current, the
371-district files a written request with the appropriate
372-regional office of education for a 30-calendar-day
373-extension on the basis that the position remains vacant
374-and the district continues to actively seek qualified
375-candidates and provides documentation that it has provided
376-training specific to the position, including training on
377-meeting the needs of students with disabilities and
378-English learners if applicable. Each extension request
379-shall be granted in writing by the regional office of
380-education. An emergency situation is one in which an
381-unforeseen vacancy has occurred and (i) a teacher is
382-unexpectedly unable to fulfill his or her contractual
383-duties or (ii) teacher capacity needs of the district
384-exceed previous indications or vacancies are unfilled due
385-to a lack of qualified candidates, and the district is
386-actively engaged in advertising to hire a fully licensed
387-teacher for the vacant position.
388-There is no limit on the number of days that a
389-substitute teacher may teach in a single school district,
390-provided that no substitute teacher may teach for longer
391-than 120 days beginning with the 2021-2022 school year
392-through the 2022-2023 school year, otherwise 90 school
393-days for any one licensed teacher under contract in the
394-same school year. A substitute teacher who holds a

179+2 transitional bilingual educator endorsement on an
180+3 Educator License with Stipulations may be issued for
181+4 the purpose of providing instruction in accordance
182+5 with Article 14C of this Code to an applicant who
183+6 provides satisfactory evidence that he or she meets
184+7 all of the following requirements:
185+8 (i) Possesses adequate speaking, reading, and
186+9 writing ability in the language other than English
187+10 in which transitional bilingual education is
188+11 offered.
189+12 (ii) Has the ability to successfully
190+13 communicate in English.
191+14 (iii) Either possessed, within 5 years
192+15 previous to his or her applying for a transitional
193+16 bilingual educator endorsement, a valid and
194+17 comparable teaching certificate or comparable
195+18 authorization issued by a foreign country or holds
196+19 a degree from an institution of higher learning in
197+20 a foreign country that the State Educator
198+21 Preparation and Licensure Board determines to be
199+22 the equivalent of a bachelor's degree from a
200+23 regionally accredited institution of higher
201+24 learning in the United States.

203+26 shall be valid for prekindergarten through grade 12,

397-Professional Educator License or Educator License with
398-Stipulations shall not teach for more than 120 school days
399-for any one licensed teacher under contract in the same
400-school year. The limitations in this paragraph (3) on the
401-number of days a substitute teacher may be employed do not
402-apply to any school district operating under Article 34 of
403-this Code.
404-A school district may not require an individual who
405-holds a valid Professional Educator License or Educator
406-License with Stipulations to seek or hold a Substitute
407-Teaching License to teach as a substitute teacher.
408-(4) Short-Term Substitute Teaching License. Beginning
409-on July 1, 2018 and until June 30, 2023, the State Board of
410-Education may issue a Short-Term Substitute Teaching
411-License. A Short-Term Substitute Teaching License may be
412-issued to a qualified applicant for substitute teaching in
413-all grades of the public schools, prekindergarten through
414-grade 12. Short-Term Substitute Teaching Licenses are not
415-eligible for endorsements. Applicants for a Short-Term
416-Substitute Teaching License must hold an associate's
