11	11	1 AN ACT concerning elections.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Election Code is amended by changing
15	15	5 Section 19A-21 as follows:

17	17	7 Sec. 19A-21. Use of local public buildings for early
18	18	8 voting polling places. Upon request by an election authority,
19	19	9 a unit of local government (as defined in Section 1 of Article
20	20	10 VII of the Illinois Constitution, which does not include
21	21	11 school districts) shall make the unit's public buildings
22	22	12 within the election authority's jurisdiction available as
23	23	13 permanent or temporary early voting polling places without
24	24	14 charge. Availability of a building shall include reasonably
25	25	15 necessary time before and after the period early voting is
26	26	16 conducted at that building. If, upon receiving the election
27	27	17 authority's request, the unit of local government demonstrates
28	28	18 to the election authority that the use would interfere with
29	29	19 scheduled programming, the election authority and the unit of
30	30	20 local government shall work cooperatively to find an
31	31	21 alternative location to serve as the permanent or temporary
32	32	22 early voting polling place.
