5		-	Be it enacted by the People of the State of Illinois,
6		-	represented in the General Assembly:
7		-	Section 5. The State Finance Act is amended by changing
8		-	Section 6z-115 as follows:

10		-	Sec. 6z-115. The 100 Club of Illinois Fund; creation. The
11		-	100 Club of Illinois Fund is created as a special fund in the
12		-	State treasury. Subject to appropriation to the Secretary of

14		-	100 Club of Illinois for the purpose of giving financial
15		-	support to children and spouses of first responders killed in
16		-	the line of duty and mental health resources for , a

	32	+	1 (a) In addition to any other special license plate, the
	33	+	2 Secretary, upon receipt of all applicable fees and
	34	+	3 applications made in the form prescribed by the Secretary, may
	35	+	4 issue Universal special license plates to residents of
	36	+	5 Illinois on behalf of organizations that have been authorized
	37	+	6 by the General Assembly to issue decals for Universal special
	38	+	7 license plates. Appropriate documentation, as determined by
	39	+	8 the Secretary, shall accompany each application. Authorized
	40	+	9 organizations shall be designated by amendment to this
	41	+	10 Section. When applying for a Universal special license plate
	42	+	11 the applicant shall inform the Secretary of the name of the
	43	+	12 authorized organization from which the applicant will obtain a
	44	+	13 decal to place on the plate. The Secretary shall make a record
	45	+	14 of that organization and that organization shall remain
	46	+	15 affiliated with that plate until the plate is surrendered,
	47	+	16 revoked, or otherwise cancelled. The authorized organization
	48	+	17 may charge a fee to offset the cost of producing and
	49	+	18 distributing the decal, but that fee shall be retained by the
	50	+	19 authorized organization and shall be separate and distinct
	51	+	20 from any registration fees charged by the Secretary. No decal,
	52	+	21 sticker, or other material may be affixed to a Universal
	53	+	22 special license plate other than a decal authorized by the
	54	+	23 General Assembly in this Section or a registration renewal
	55	+	24 sticker. The special plates issued under this Section shall be
	56	+	25 affixed only to passenger vehicles of the first division,
	57	+	26 including motorcycles and autocycles, or motor vehicles of the

	68	+	1 second division weighing not more than 8,000 pounds. Plates
	69	+	2 issued under this Section shall expire according to the
	70	+	3 multi-year procedure under Section 3-414.1 of this Code.
	71	+	4 (b) The design, color, and format of the Universal special
	72	+	5 license plate shall be wholly within the discretion of the
	73	+	6 Secretary. Universal special license plates are not required
	74	+	7 to designate "Land of Lincoln", as prescribed in subsection
	75	+	8 (b) of Section 3-412 of this Code. The design shall allow for
	76	+	9 the application of a decal to the plate. Organizations
	77	+	10 authorized by the General Assembly to issue decals for
	78	+	11 Universal special license plates shall comply with rules
	79	+	12 adopted by the Secretary governing the requirements for and
	80	+	13 approval of Universal special license plate decals. The
	81	+	14 Secretary may, in his or her discretion, allow Universal
	82	+	15 special license plates to be issued as vanity or personalized
	83	+	16 plates in accordance with Section 3-405.1 of this Code. The
	84	+	17 Secretary of State must make a version of the special
	85	+	18 registration plates authorized under this Section in a form
	86	+	19 appropriate for motorcycles and autocycles.
	87	+	20 (c) When authorizing a Universal special license plate,
	88	+	21 the General Assembly shall set forth whether an additional fee
	89	+	22 is to be charged for the plate and, if a fee is to be charged,
	90	+	23 the amount of the fee and how the fee is to be distributed.
	91	+	24 When necessary, the authorizing language shall create a
	92	+	25 special fund in the State treasury into which fees may be
	93	+	26 deposited for an authorized Universal special license plate.

	104	+	1 Additional fees may only be charged if the fee is to be paid
	105	+	2 over to a State agency or to a charitable entity that is in
	106	+	3 compliance with the registration and reporting requirements of
	107	+	4 the Charitable Trust Act and the Solicitation for Charity Act.
	108	+	5 Any charitable entity receiving fees for the sale of Universal
	109	+	6 special license plates shall annually provide the Secretary of
	110	+	7 State a letter of compliance issued by the Attorney General
	111	+	8 verifying that the entity is in compliance with the Charitable
	112	+	9 Trust Act and the Solicitation for Charity Act.
	113	+	10 (d) Upon original issuance and for each registration
	114	+	11 renewal period, in addition to the appropriate registration
	115	+	12 fee, if applicable, the Secretary shall collect any additional
	116	+	13 fees, if required, for issuance of Universal special license
	117	+	14 plates. The fees shall be collected on behalf of the
	118	+	15 organization designated by the applicant when applying for the
	119	+	16 plate. All fees collected shall be transferred to the State
	120	+	17 agency on whose behalf the fees were collected, or paid into
	121	+	18 the special fund designated in the law authorizing the
	122	+	19 organization to issue decals for Universal special license
	123	+	20 plates. All money in the designated fund shall be distributed
	124	+	21 by the Secretary subject to appropriation by the General
	125	+	22 Assembly.
	126	+	23 (e) The following organizations may issue decals for
	127	+	24 Universal special license plates with the original and renewal
	128	+	25 fees and fee distribution as follows:

	365	+	10 All money in the Post-Traumatic Stress Disorder Awareness
	366	+	11 Fund shall be paid as grants to K9s for Veterans, NFP for
	367	+	12 support, education, and awareness of veterans with
	368	+	13 post-traumatic stress disorder.
	369	+	14 (5) The Guide Dogs of America Fund. All money in the
	370	+	15 Guide Dogs of America Fund shall be paid as grants to the
	371	+	16 International Guiding Eyes, Inc., doing business as Guide
	372	+	17 Dogs of America.
	373	+	18 (6) The Mechanics Training Fund. All money in the
	374	+	19 Mechanics Training Fund shall be paid as grants to the
	375	+	20 Mechanics Local 701 Training Fund.
	376	+	21 (7) The Theresa Tracy Trot - Illinois CancerCare
	377	+	22 Foundation Fund. All money in the Theresa Tracy Trot -
	378	+	23 Illinois CancerCare Foundation Fund shall be paid to the
	379	+	24 Illinois CancerCare Foundation for the purpose of
	380	+	25 furthering pancreatic cancer research.
	381	+	26 (8) The Developmental Disabilities Awareness Fund. All

	394	+	3 Human Services to fund legal aid groups to assist with
	395	+	4 guardianship fees for private citizens willing to become
	396	+	5 guardians for individuals with developmental disabilities
	397	+	6 but who are unable to pay the legal fees associated with
	398	+	7 becoming a guardian.
	399	+	8 (9) The Pediatric Cancer Awareness Fund. All money in
	400	+	9 the Pediatric Cancer Awareness Fund shall be paid as
	401	+	10 grants to the Cancer Center at Illinois for pediatric
	402	+	11 cancer treatment and research.
	403	+	12 (10) The Folds of Honor Foundation Fund. All money in
	404	+	13 the Folds of Honor Foundation Fund shall be paid as grants
	405	+	14 to the Folds of Honor Foundation to aid in providing
	406	+	15 educational scholarships to military families.
	407	+	16 (11) The Experimental Aircraft Association Fund. All
	408	+	17 money in the Experimental Aircraft Association Fund shall
	409	+	18 be paid, subject to appropriation by the General Assembly
	410	+	19 and distribution by the Secretary, as grants to promote
	411	+	20 recreational aviation.
	412	+	21 (12) The Child Abuse Council of the Quad Cities Fund.
	413	+	22 All money in the Child Abuse Council of the Quad Cities
	414	+	23 Fund shall be paid as grants to benefit the Child Abuse
	415	+	24 Council of the Quad Cities.
