4	4	2 WHEREAS, Adjuncts/non-tenure/part-time instructors in
5	5	3 institutions of higher education are not treated, respected,
6	6	4 nor valued the same as full-time instructors; and
7	7	5 WHEREAS, Adjuncts/non-tenure/part-time instructors in
8	8	6 institutions of higher education are not valued the same as
9	9	7 full-time instructors but have the same credentials; and
10	10	8 WHEREAS, Adjuncts/non-tenure/part-time instructors in
11	11	9 institutions of higher education teach a majority of all
12	12	10 courses offered; and
13	13	11 WHEREAS, Adjuncts/non-tenure/part-time instructors in
14	14	12 institutions of higher education are expected to teach the
15	15	13 same material and are held to the same standards as full-time
16	16	14 instructors; and
17	17	15 WHEREAS, Currently, all part-time/contingent/adjunct
18	18	16 Illinois public teachers, librarians, counselors, and
19	19	17 educational support personnel are not equitably compensated,
20	20	18 have no access to health benefits, and lack full and fair
21	21	19 pension reporting and accountability; and
22	22	20 WHEREAS, Student learning is directly related to

31	31	1 part-time/contingent/adjunct working conditions; it follows
32	32	2 that college and university student learning is negatively
33	33	3 impacted by the inequities and unfairness embedded in the
34	34	4 system of higher education; therefore, be it
35	35	5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
36	36	6 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
37	37	7 we urge that adjuncts/non-tenure/part-time instructors in
38	38	8 institutions of higher education be treated with the same
39	39	9 respect, recognition, value, and standards as full-time
40	40	10 instructors and no longer be second class citizens within the
41	41	11 ranks of higher education professionals as has been the
42	42	12 practice within these institutions of higher learning; and be
43	43	13 it further
44	44	14 RESOLVED, That we affirm that these professionals, who
45	45	15 have the same credentials as the full-time instructors, are
46	46	16 being underpaid to do the same job; and be it further
47	47	17 RESOLVED, That we pledge to seek solutions that include,
48	48	18 but are not limited to, legislated salary parity, mandated
49	49	19 access to health benefits, and full and fair pension reporting
50	50	20 and accountability for all part-time/contingent/adjunct
51	51	21 Illinois public teachers, librarians, counselors, and
52	52	22 educational support personnel; and be it further
