44 2 WHEREAS, Adjuncts/non-tenure/part-time instructors in
55 3 institutions of higher education are not treated, respected,
66 4 nor valued the same as full-time instructors; and
77 5 WHEREAS, Adjuncts/non-tenure/part-time instructors in
88 6 institutions of higher education are not valued the same as
99 7 full-time instructors but have the same credentials; and
1010 8 WHEREAS, Adjuncts/non-tenure/part-time instructors in
1111 9 institutions of higher education teach a majority of all
1212 10 courses offered; and
1313 11 WHEREAS, Adjuncts/non-tenure/part-time instructors in
1414 12 institutions of higher education are expected to teach the
1515 13 same material and are held to the same standards as full-time
1616 14 instructors; and
1717 15 WHEREAS, Currently, all part-time/contingent/adjunct
1818 16 Illinois public teachers, librarians, counselors, and
1919 17 educational support personnel are not equitably compensated,
2020 18 have no access to health benefits, and lack full and fair
2121 19 pension reporting and accountability; and
2222 20 WHEREAS, Student learning is directly related to

3131 1 part-time/contingent/adjunct working conditions; it follows
3232 2 that college and university student learning is negatively
3333 3 impacted by the inequities and unfairness embedded in the
3434 4 system of higher education; therefore, be it
3535 5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3636 6 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3737 7 we urge that adjuncts/non-tenure/part-time instructors in
3838 8 institutions of higher education be treated with the same
3939 9 respect, recognition, value, and standards as full-time
4040 10 instructors and no longer be second class citizens within the
4141 11 ranks of higher education professionals as has been the
4242 12 practice within these institutions of higher learning; and be
4343 13 it further
4444 14 RESOLVED, That we affirm that these professionals, who
4545 15 have the same credentials as the full-time instructors, are
4646 16 being underpaid to do the same job; and be it further
4747 17 RESOLVED, That we pledge to seek solutions that include,
4848 18 but are not limited to, legislated salary parity, mandated
4949 19 access to health benefits, and full and fair pension reporting
5050 20 and accountability for all part-time/contingent/adjunct
5151 21 Illinois public teachers, librarians, counselors, and
