1  HOUSE RESOLUTION
2  WHEREAS, Adjuncts/non-tenure/part-time instructors in
3  institutions of higher education are not treated, respected,
4  nor valued the same as full-time instructors; and
5  WHEREAS, Adjuncts/non-tenure/part-time instructors in
6  institutions of higher education are not valued the same as
7  full-time instructors but have the same credentials; and
8  WHEREAS, Adjuncts/non-tenure/part-time instructors in
9  institutions of higher education teach a majority of all
10  courses offered; and
11  WHEREAS, Adjuncts/non-tenure/part-time instructors in
12  institutions of higher education are expected to teach the
13  same material and are held to the same standards as full-time
14  instructors; and
15  WHEREAS, Currently, all part-time/contingent/adjunct
16  Illinois public teachers, librarians, counselors, and
17  educational support personnel are not equitably compensated,
18  have no access to health benefits, and lack full and fair
19  pension reporting and accountability; and
20  WHEREAS, Student learning is directly related to

1  part-time/contingent/adjunct working conditions; it follows
2  that college and university student learning is negatively
3  impacted by the inequities and unfairness embedded in the
4  system of higher education; therefore, be it
5  RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6  HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7  we urge that adjuncts/non-tenure/part-time instructors in
8  institutions of higher education be treated with the same
9  respect, recognition, value, and standards as full-time
10  instructors and no longer be second class citizens within the
11  ranks of higher education professionals as has been the
12  practice within these institutions of higher learning; and be
13  it further
14  RESOLVED, That we affirm that these professionals, who
15  have the same credentials as the full-time instructors, are
16  being underpaid to do the same job; and be it further
17  RESOLVED, That we pledge to seek solutions that include,
18  but are not limited to, legislated salary parity, mandated
19  access to health benefits, and full and fair pension reporting
20  and accountability for all part-time/contingent/adjunct
21  Illinois public teachers, librarians, counselors, and
22  educational support personnel; and be it further
