Provides instead that the salary of a clerk of the circuit court elected or appointed after the effective date of the amendatory Act shall be set as a percentage of the salary of Judges of the Circuit Court and shall be in the following amounts: in counties where the population is less than 14,000, 55%; in counties where the population is 14,001 to 30,000, 60%; in counties where the population is 30,001 to 60,000, 65%; in counties where the population is 60,001 to 100,000, 70%; in counties where the population is is 100,001 to 200,000, 75%; in counties where the population is 200,001 to 300,000, 80%; in counties where the population is 300,001 to 3,000,000, 85%; and in counties where the population is over 3,000,000, 90%. Requires the State to furnish 66 2/3% of the total annual salary to be paid to a clerk of the circuit court, and the county to furnish 33 1/3% of the total annual salary. Provides that if, on the effective date of the amendatory Act, the salary of a clerk is greater than the percentage of the circuit judges salary in the provisions, that circuit clerk's salary shall not be reduced. 1111 1 AN ACT concerning courts.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Clerks of Courts Act is amended by changing
1515 5 Section 27.3 as follows:

1717 7 Sec. 27.3. Compensation.
1818 8 (a) The salary of a clerk of the circuit court elected or
1919 9 appointed after the effective date of this amendatory act of
2020 10 the 103rd General Assembly shall be set as a percentage of the
2121 11 salary of Judges of the Circuit Court as defined in Section 3.2
2222 12 of the Salaries Act. The The county board shall provide the
2323 13 compensation of Clerks of the Circuit Court, and the amount
2424 14 necessary for clerk hire, stationery, fuel and other expenses.
2525 15 Beginning December 1, 1989, the compensation per annum for

8282 5 (a-1) The State shall furnish 66 2/3% of the total annual
8383 6 salary to be paid to a clerk of the circuit court. The county
8484 7 shall furnish 33 1/3% of the total annual salary. If, on the
8585 8 effective date of this amendatory Act of the 103rd General
8686 9 Assembly, the salary of a clerk is greater than the salary set
8787 10 forth in this Section, that circuit clerk's salary shall not
8888 11 be reduced.
8989 12 (b) (Blank). In counties in which the population is
9090 13 3,000,000 or less, "base salary" is the compensation paid for
9191 14 each Clerk of the Circuit Court, respectively, before July 1,
9292 15 1989.
9393 16 (c) (Blank). The Clerks of the Circuit Court, in counties
9494 17 in which the population is 3,000,000 or less, shall be
9595 18 compensated as follows:
9696 19 (1) Beginning December 1, 1989, base salary plus at
9797 20 least 3% of base salary.
9898 21 (2) Beginning December 1, 1990, base salary plus at
9999 22 least 6% of base salary.

101101 24 least 9% of base salary.

117117 1 (d) In addition to the compensation provided by the county
118118 2 board, each Clerk of the Circuit Court shall receive an award
119119 3 from the State for the additional duties imposed by Sections
120120 4 5-9-1 and 5-9-1.2 of the Unified Code of Corrections, Section
121121 5 10 of the Violent Crime Victims Assistance Act, and other
122122 6 laws, in the following amount:
123123 7 (1) $3,500 per year before January 1, 1997.
124124 8 (2) $4,500 per year beginning January 1, 1997.
125125 9 (3) $5,500 per year beginning January 1, 1998.
126126 10 (4) $6,500 per year beginning January 1, 1999.
127127 11 The total amount required for such awards shall be
128128 12 appropriated each year by the General Assembly to the Supreme
129129 13 Court, which shall distribute such awards in annual lump sum
130130 14 payments to the Clerks of the Circuit Court in all counties.
131131 15 This annual award, and any other award or stipend paid out of
132132 16 State funds to the Clerks of the Circuit Court, shall not
133133 17 affect any other compensation provided by law to be paid to
134134 18 Clerks of the Circuit Court.
135135 19 (e) (Blank).
136136 20 (f) No county board may reduce or otherwise impair the
137137 21 compensation payable from county funds to a Clerk of the
138138 22 Circuit Court if the reduction or impairment is the result of
139139 23 the Clerk of the Circuit Court receiving an award or stipend
140140 24 payable from State funds.
