HOUSE CONCURRENT
RESOLUTION No. 4
1 A CONCURRENT RESOLUTION urging the Indiana
2 Department of Transportation to rename the bridge on State
3 Road 29 over Wildcat Creek in Burlington, Indiana, as the
4 "Donald L. Mills Memorial Bridge".
5 Whereas, Donald L. Mills was born on January 12, 1949, in
6 Kokomo, Indiana, graduated from Kokomo High School in
7 1967, and then joined the United States Army; 
8 Whereas, Mills served as a Chief Warrant Officer in the Army
9 as a helicopter pilot, and he was deployed to Vietnam from
10 April 15, 1970, to April 14, 1971; 
11 Whereas, On June 22, 1970, Mills was flying a Command and
12 Control helicopter when a request was made for an emergency
13 medical evacuation; 
14 Whereas, Mills immediately reacted to the request and
15 proceeded to the pickup point with a complete disregard for his
16 personal safety as the point was under heavy enemy fire upon 
17 his arrival;
18 Whereas, Mills maneuvered his helicopter to make it a
19 stationary target for enemy fire, shielding the extraction, and
20 creating enough time for the wounded soldier to be placed
21 aboard;
22 Whereas, Through his timely actions, he was instrumental in
23 saving the life of his fellow soldier and served as an inspiration
24 to his entire unit; and

1 Whereas, As a result of his bravery, Chief Warrant Officer
2 Donald L. Mills was awarded the Air Medal, which is awarded
3 for single acts of heroism or meritorious achievement while
4 participating in aerial flight: Therefore,
5 Be it resolved by the House of Representatives
6 of the General Assembly of the State of Indiana,
7 the Senate concurring:
8 SECTION 1. That the Indiana General Assembly urges the
9 Indiana Department of Transportation to rename the bridge on
10 State Road 29 over Wildcat Creek in Burlington, Indiana, as the
11 "Donald L. Mills Memorial Bridge".
12 SECTION 2. That the Principal Clerk of the House of
13 Representatives shall transmit copies of this resolution to the
14 Commissioner of the Indiana Department of Transportation.

Mr. Speaker: Your Committee on Roads and Transportation, to
which was referred House Concurrent Resolution 4, has had the same
under consideration and begs leave to report the same back to the
House with the recommendation that said resolution do pass.
