2827 A BILL FOR AN ACT to amend the Indiana Code concerning
2928 motor vehicles.
3029 Be it enacted by the General Assembly of the State of Indiana:
3130 1 SECTION 1. IC 9-18.1-5-12, AS ADDED BY P.L.218-2017,
3231 2 SECTION 88, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3332 3 JULY 1, 2023]: Sec. 12. (a) The supplemental fee in this section
3433 4 applies after December 31, 2017, to each electric vehicle and hybrid
3534 5 vehicle that is required to be registered under IC 9-18.1.
3635 6 (b) As used in this section, "electric vehicle" means a vehicle that:
3736 7 (1) is propelled by an electric motor powered by a battery or other
3837 8 electrical device incorporated into the vehicle; and
3938 9 (2) is not propelled by an engine powered by the combustion of
4039 10 a hydrocarbon fuel, including gasoline, diesel, propane, or liquid
4140 11 natural gas.
4241 12 (c) As used in this section, "hybrid vehicle" means a vehicle that:
4342 13 (1) draws propulsion energy from both an internal combustion
4443 14 engine and an energy storage device; and
4544 15 (2) employs a regenerative braking system to recover waste
4645 16 energy to charge the energy storage device that is providing
4746 17 propulsion energy.

4948 1 (d) In addition to any other fee required to register an electric
5049 2 vehicle under this chapter, the supplemental fee to register an electric
5150 3 vehicle is one hundred fifty dollars ($150) through December 31, 2022.
5251 4 Before October 1, 2022, and before each October 1 of every fifth year
5352 5 thereafter, the bureau shall determine a new fee amount to take effect
5453 6 as of January 1 of the following year by determining the product of:
5554 7 (1) the fee in effect for the determination year; multiplied by
5655 8 (2) the factor determined under IC 6-6-1.6-2.
5756 9 The fee shall be rounded to the nearest dollar.
5857 10 (e) In addition to any other fee required to register a hybrid vehicle
5958 11 under this chapter, the supplemental fee to register a hybrid vehicle is
6059 12 fifty dollars ($50) through December 31, 2022. Before October 1, 2022,
6160 13 and before each October 1 of every fifth year thereafter, the bureau
6261 14 shall determine a new fee amount to take effect as of January 1 of the
6362 15 following year by determining the product of:
6463 16 (1) the fee in effect for the determination year; multiplied by
6564 17 (2) the factor determined under IC 6-6-1.6-2.
6665 18 The fee shall be rounded to the nearest dollar.
6766 19 (f) The fee shall be deposited in the local road and bridge matching
6867 20 grant fund established by IC 8-23-30-2.
6968 21 (g) The bureau shall submit a report annually to the Indiana
7069 22 utility regulatory commission that includes information regarding
7170 23 the number of electric vehicles registered by county.
