28	27		A BILL FOR AN ACT to amend the Indiana Code concerning
29	28		motor vehicles.
30	29		Be it enacted by the General Assembly of the State of Indiana:
31	30		1 SECTION 1. IC 9-18.1-5-12, AS ADDED BY P.L.218-2017,
32	31		2 SECTION 88, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
33	32		3 JULY 1, 2023]: Sec. 12. (a) The supplemental fee in this section
34	33		4 applies after December 31, 2017, to each electric vehicle and hybrid
35	34		5 vehicle that is required to be registered under IC 9-18.1.
36	35		6 (b) As used in this section, "electric vehicle" means a vehicle that:
37	36		7 (1) is propelled by an electric motor powered by a battery or other
38	37		8 electrical device incorporated into the vehicle; and
39	38		9 (2) is not propelled by an engine powered by the combustion of
40	39		10 a hydrocarbon fuel, including gasoline, diesel, propane, or liquid
41	40		11 natural gas.
42	41		12 (c) As used in this section, "hybrid vehicle" means a vehicle that:
43	42		13 (1) draws propulsion energy from both an internal combustion
44	43		14 engine and an energy storage device; and
45	44		15 (2) employs a regenerative braking system to recover waste
46	45		16 energy to charge the energy storage device that is providing
47	46		17 propulsion energy.

49	48		1 (d) In addition to any other fee required to register an electric
50	49		2 vehicle under this chapter, the supplemental fee to register an electric
51	50		3 vehicle is one hundred fifty dollars ($150) through December 31, 2022.
52	51		4 Before October 1, 2022, and before each October 1 of every fifth year
53	52		5 thereafter, the bureau shall determine a new fee amount to take effect
54	53		6 as of January 1 of the following year by determining the product of:
55	54		7 (1) the fee in effect for the determination year; multiplied by
56	55		8 (2) the factor determined under IC 6-6-1.6-2.
57	56		9 The fee shall be rounded to the nearest dollar.
58	57		10 (e) In addition to any other fee required to register a hybrid vehicle
59	58		11 under this chapter, the supplemental fee to register a hybrid vehicle is
60	59		12 fifty dollars ($50) through December 31, 2022. Before October 1, 2022,
61	60		13 and before each October 1 of every fifth year thereafter, the bureau
62	61		14 shall determine a new fee amount to take effect as of January 1 of the
63	62		15 following year by determining the product of:
64	63		16 (1) the fee in effect for the determination year; multiplied by
65	64		17 (2) the factor determined under IC 6-6-1.6-2.
66	65		18 The fee shall be rounded to the nearest dollar.
67	66		19 (f) The fee shall be deposited in the local road and bridge matching
68	67		20 grant fund established by IC 8-23-30-2.
69	68		21 (g) The bureau shall submit a report annually to the Indiana
70	69		22 utility regulatory commission that includes information regarding
71	70		23 the number of electric vehicles registered by county.
