SENATE BILL No. 241 A BILL FOR AN ACT to amend the Indiana Code concerning motor vehicles. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 9-18.1-5-12, AS ADDED BY P.L.218-2017, 2 SECTION 88, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2023]: Sec. 12. (a) The supplemental fee in this section 4 applies after December 31, 2017, to each electric vehicle and hybrid 5 vehicle that is required to be registered under IC 9-18.1. 6 (b) As used in this section, "electric vehicle" means a vehicle that: 7 (1) is propelled by an electric motor powered by a battery or other 8 electrical device incorporated into the vehicle; and 9 (2) is not propelled by an engine powered by the combustion of 10 a hydrocarbon fuel, including gasoline, diesel, propane, or liquid 11 natural gas. 12 (c) As used in this section, "hybrid vehicle" means a vehicle that: 13 (1) draws propulsion energy from both an internal combustion 14 engine and an energy storage device; and 15 (2) employs a regenerative braking system to recover waste 16 energy to charge the energy storage device that is providing 17 propulsion energy. SB 241—LS 7079/DI 139 2 1 (d) In addition to any other fee required to register an electric 2 vehicle under this chapter, the supplemental fee to register an electric 3 vehicle is one hundred fifty dollars ($150) through December 31, 2022. 4 Before October 1, 2022, and before each October 1 of every fifth year 5 thereafter, the bureau shall determine a new fee amount to take effect 6 as of January 1 of the following year by determining the product of: 7 (1) the fee in effect for the determination year; multiplied by 8 (2) the factor determined under IC 6-6-1.6-2. 9 The fee shall be rounded to the nearest dollar. 10 (e) In addition to any other fee required to register a hybrid vehicle 11 under this chapter, the supplemental fee to register a hybrid vehicle is 12 fifty dollars ($50) through December 31, 2022. Before October 1, 2022, 13 and before each October 1 of every fifth year thereafter, the bureau 14 shall determine a new fee amount to take effect as of January 1 of the 15 following year by determining the product of: 16 (1) the fee in effect for the determination year; multiplied by 17 (2) the factor determined under IC 6-6-1.6-2. 18 The fee shall be rounded to the nearest dollar. 19 (f) The fee shall be deposited in the local road and bridge matching 20 grant fund established by IC 8-23-30-2. 21 (g) The bureau shall submit a report annually to the Indiana 22 utility regulatory commission that includes information regarding 23 the number of electric vehicles registered by county.
