Health care matters. Prohibits: (1) the state employee health plan; (2) the Medicaid program; (3) an accident and sickness insurance policy; and (4) a health maintenance organization individual or group contract; from imposing a time limit on the amount of anesthesia time for a medical procedure or otherwise restricting or excluding coverage or payment of anesthesia time. Modifies the definitions of "charity care" and "community benefits" for purposes of certain hospital reporting requirements. Requires additional reporting of information by nonprofit hospitals to the Indiana department of health (state department). Requires the report to be posted on the nonprofit hospital's website and the state department's website. Increases the penalty for failure to file the report and changes the time frame in which the penalty may be assessed. Specifies that any penalty be deposited in the local public health fund. Allows for certain practitioners to provide neuroplastogen treatment concerning qualified patients with life threatening conditions if certain requirements are met. Allows for research to be conducted on neuroplastogen access. Requires reporting of adverse events and annual reporting of patient statistical information concerning the neuroplastogen treatment. Provides for immunity when treating using neuroplastogens. Requires a clinical peer to disclose certain information for a peer to peer review of an adverse determination. Prohibits a utilization review entity from using artificial intelligence as the primary means for making adverse determinations. Prohibits a health insurer from engaging in certain downcoding practices and sets forth conditions for downcoding a claim. Authorizes the department of insurance to enforce the downcoding requirements and impose certain penalties for a violation. Prohibits an insurer, pharmacy benefit manager, or other administrator of pharmacy benefits from designating a prescription drug as a specialty drug unless certain conditions are met.

Requires a local unit to round a tax amount payable to the local unit: (1) downward in the case of a tax amount with one, two, six, or seven in the second decimal place to the next amount divisible by $0.05; or (2) upward in the case of a tax amount with three, four, eight, or nine in the second decimal place to the next amount divisible by $0.05.

Provides that the city of Hobart is not required to make any further payments to the state of Indiana in satisfaction of the loan or loans.

Education matters. Requires the Indiana department of education to elect to participate as a covered state in the federal tax credit scholarship program for elementary and secondary education under Section 25F of the Internal Revenue Code (enacted in Public Law 119-21, commonly known as the One Big Beautiful Bill Act of 2025). Makes conforming changes to the school scholarship tax credit in current law. Requires the governor and the department of workforce development, in consultation with the commission for higher education, to: (1) establish a process to identify eligible workforce training programs; (2) establish a process for institutions and programs to apply for recognition as an eligible workforce training program; (3) coordinate certain workforce training matters; and (4) require eligible workforce training programs to provide certain datasets to the department. Provides that the department of workforce development must maintain alignment with federal rules governing workforce Pell grants.

School technology plans and policies. Requires school corporations and charter schools (schools) to include in the school's technology plan a description of the school's plan to: (1) ensure the appropriate use of technological devices in schools; and (2) enable parents of students to exercise control over a student's technological devices while the student is not in school or engaged in virtual instruction or remote learning. Not later than January 1, 2027, requires a school to include in the school's Internet use policy a provision that enables the parent of a student to increase the strength of certain filters, block access to websites or content, and limit the use of certain devices. Creates an exemption from the Internet use policy requirement. Requires a school to include in the school's wireless communication device policy a provision that prohibits a student from using school supplied technological devices for a noneducational purpose during instructional time.

Allows a person who: (1) lives or works in a county where there is a toll road or tollway; and (2) pays for tolls assessed while driving on the toll road or tollway with a transponder; to apply for a credit to be added to the person's qualifying account for use towards future tolls. Provides that a person who pays for tolls using a transponder that is connected to a qualified account that is not registered to: (1) the person; (2) the person's employer; (3) a car rental company that owns the car being driven by the person; or (4) another person with the same permanent residence as the person; commits a Class B misdemeanor.

Department of workforce development. Removes vacation pay and sick pay from the definition of "deductible income". Amends the definition of "suitable work" to apply solely to extended benefit claims. Amends the definition of "employment" with respect to certain religious, charitable, or educational organizations. Provides that the department of workforce development may make certain direct deposit disbursements under limited circumstances. Provides that the date a determination of eligibility is sent is prima facie evidence of proper service. Codifies certain administrative rules with respect to benefit payments, the filing of claims, and notice. Removes outdated or expired provisions. Removes references to dependents' allowances for purposes of calculating extended benefits. Provides that an individual who files a disaster unemployment assistance claim may be eligible for additional benefits under certain circumstances. Makes conforming changes.
