HLS 10RS-5244 ORIGINAL Page 1 of 2 Approved 6-21-10 Regular Session, 2010 HOUSE CONCURRENT STUDY REQUEST NO. 9 BY REPRESENTATIVE BARROW BOARDS/COMMISSIONS: Requests the House and Senate governmental affairs committees to study the composition of the membership of boards and commissions A CONCURRENT STUDY REQUEST1 To the House Committee on House and Governmental Affairs and the Senate Committee on2 Senate and Governmental Affairs to meet and to function as a joint committee to3 study the composition of the membership of boards and commissions and to report4 the findings of the joint committee to the legislature prior to the convening of the5 2011 Regular Session of the Legislature of Louisiana.6 WHEREAS, there are several hundred boards and commissions in the state of7 Louisiana; and8 WHEREAS, these boards and commissions perform many important and diverse9 functions which affect the lives of nearly all of the citizens of the state; and10 WHEREAS, because the work of boards and commissions is so important and so11 pervasive, it is crucial that the membership of these bodies reflects the rich diversity of those12 citizens; and13 WHEREAS, the Legislature of Louisiana recognized the importance of providing for14 membership on boards and commissions that reflects the population of the state when it15 enacted R.S. 42:2.1, which provides that in making appointments to any board, commission,16 council, authority, or other similar entity that has statewide jurisdiction and is established17 by law, rule, executive order, or otherwise, the appointing authority shall give due18 consideration to the demographics of the population of the state, including but not limited19 to geography, gender, and race; and20 HLS 10RS-5244 ORIGINAL HCSR NO. 9 Page 2 of 2 WHEREAS, it is not clear that membership on boards and commissions actually1 reflects the demographics of the population of the state.2 THEREFORE, the Legislature of Louisiana requests the House Committee on House3 and Governmental Affairs and the Senate Committee on Senate and Governmental Affairs4 to meet and to function as a joint committee to study the composition of the membership of5 boards and commissions and to report the findings of the joint committee to the legislature6 prior to the convening of the 2011 Regular Session of the Legislature of Louisiana. 7 DIGEST The digest printed below was prepared by House Legislative Services.
