BUDGETARY PROCEDURES: Provides for authorized positions in the executive budget
and appropriations bills
AN ACT1
To amend and reenact R.S. 39:2(5), relative to public finance; to provide for the definition2
of positions contained in appropriations bills; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 39:2(5)  is hereby amended and reenacted to read as follows: 5
ยง2.  Definitions6
As used in this Chapter, except where the context clearly requires otherwise,7
the words and expressions defined in this Section shall be held to have the meanings8
here given to them.9

(5)(a) "Authorized positions" means the number of authorized salary11
positions and authorized other positions contained in an appropriation bill.  The12
number may be adjusted during a fiscal year in accordance with procedures provided13
by law.14
(b) "Authorized salary positions" means the number of  positions approved15
by the legislature in an appropriation bill to be funded by the salaries continuing16
category of the accounting system for the state. The number may be adjusted during17
a fiscal year in accordance with procedures provided by law.18
(c) "Authorized other positions" means the number of state employees in an19

category of the accounting system for the state. The number may be adjusted during1

Abstract: Broadens the definition of authorized positions in provisions of law dealing with
the executive budget and appropriation bills.
Present law defines "authorized positions" as the number of positions approved by the
legislature in an appropriation bill to be funded by the "salaries continuing category" of the
accounting system for the state.  Further provides that the number may be adjusted during
a fiscal year in accordance with law.
Proposed law defines "authorized positions" as the number of authorized other positions and
authorized salary positions contained in an appropriation bill.  Proposed law defines
"authorized salary positions" as the number of  positions approved by the legislature in an
appropriation bill to be funded by the salaries continuing category of the accounting system
for the state. Defines "authorized other positions" as the number of state employees in an
appropriation bill to be funded by a category other than the salaries continuing category of
the accounting system for the state. Proposed law provides that each number of positions
may be adjusted during a fiscal year in accordance with the procedures provided by law.
