BUDGETARY PROCEDURES: Provides for authorized positions in the executive budget
and appropriations bills
AN ACT1
To amend and reenact R.S. 39:2(5) and 36(A)(3)(a) and (B)(5), relative to public finance;2
to provide for the definition of positions contained in appropriations bills; to provide3
for the inclusion of certain information in the executive budget and supporting4
document; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 39:2(5) and 36(A)(3)(a) and (B)(5) are hereby amended and7
reenacted to read as follows: 8
§2.  Definitions9
As used in this Chapter, except where the context clearly requires otherwise,10
the words and expressions defined in this Section shall be held to have the meanings11
here given to them.12

(5)(a) "Authorized positions" means the number of positions approved by14
the legislature in an appropriation bill to be funded by the salaries continuing15
category of the accounting system for the state. The number may be adjusted during16
a fiscal year in accordance with procedures provided by law.17
(b)  "Authorized other charges positions" means the number of positions in18
an appropriation bill to be funded by the other charges continuing category of the19 HLS 12RS-971	ENGROSSED

accounting system for the state. The number may be adjusted during a fiscal year in1
accordance with law.2

§36.  Contents and format of executive budget; supporting document4
A. The executive budget shall present a complete financial and5
programmatic plan for the ensuing year, and it shall be configured in a format so as6
to clearly present and highlight the functions and operations of state government and7
the financial requirements associated with those functions and operations.  The8
executive budget shall be a performance-based budget. It shall include at a minimum9
the following:10

(3) Comparative statements for each department and budget unit by the12
means of financing of the existing operating budget for a date certain to be13
established by the budget office for the current fiscal year and recommended14
expenditures for the ensuing fiscal year.  All such comparative statements shall15
include the following:16
(a) Personnel tables for each department, including authorized other charges17
positions, in such detail as the governor deems appropriate, for the last fiscal year18
concluded, the existing operating budget, and for the ensuing fiscal year.19

B. The budget office shall prepare a document known as the supporting21
document which shall be in conformity with the executive budget and shall include,22
at a minimum, the following:23

(5)  Personnel tables for each program or budget unit, in such detail as the25
governor deems appropriate, but which at a minimum shall include the information26
required by R.S. 39:32(E) and (F), the number of recommended positions for the27
next fiscal year,  and the total amount recommended for salaries continuing for each28

next fiscal year, and the total amount recommended in other charges for authorized1
other charges positions, by program.2

Abstract: Broadens the definition of authorized positions in provisions of law dealing with
the executive budget and appropriation bills.
Present law defines "authorized positions" as the number of positions approved by the
legislature in an appropriation bill to be funded by the "salaries continuing category" of the
accounting system for the state.  Further provides that the number may be adjusted during
a fiscal year in accordance with law.
Proposed law retains present law and adds a new definition of "authorized other charges
positions" as the number of positions in an appropriation bill to be funded by the other
charges continuing category of the accounting system of the state.  Provides that such
number may be adjusted in the fiscal year in accordance with the procedures provided by
law.
Present law requires that the executive budget and supporting document contain certain
information, including personnel tables for each department.
Proposed law requires that personnel tables include information pertaining to authorized
other charges positions.
