ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 91 BY REPRESENTATIVE RICHARD A CONCURRENT RESOLUTI ON To urge and request the Louisiana Department of Public Safety and Corrections to study the implications and practicality of requiring vehicles in adjacent lanes to stop for all city buses loading or unloading passengers. WHEREAS, vehicles in adjacent lanes approaching a stationary bus that has stopped for the purpose of receiving or discharging passengers presents a safety issue for both the vehicle's driver, the bus, and the passengers; and WHEREAS, city buses play an important role in lessening traffic on roadways and providing a means of transportation for citizens to get to and from their places of employment; and WHEREAS, it is important that state and local governments protect the motoring public on all roads, including passengers of city buses; and WHEREAS, the driver of a vehicle upon a highway meeting or overtaking, from any direction, any city bus that has stopped for the purpose of receiving or discharging passengers should proceed with great caution and attention so as to prevent injury to all parties; and WHEREAS, in conducting this study, the Department of Public Safety and Corrections may study the practicality and implications of applying the rules applicable to drivers approaching stopped school buses to stopped city buses; and WHEREAS, the Department of Public Safety and Corrections may include in their report how many accidents have occurred over the past five years that involved a bus or passenger being struck while the bus was stationary and passengers were entering or exiting the bus; and ENROLLEDHCR NO. 91 Page 2 of 2 WHEREAS, the Department of Public Safety and Corrections may also include in their report where these reported incidents occurred, particularly if it was near a busy intersection or on a high traffic volume road; and WHEREAS, the Department of Public Safety and Corrections may also include suggestions as to how to reduce the number of reported accidents resulting from the ingress and egress of passengers on city buses; and WHEREAS, as more buses are added to Louisiana's metropolitan areas and more passengers use these city buses as a means of travel, it is important to take steps necessary to keep passengers and all motorists safe. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby request the Department of Public Safety and Corrections to study the implications and practicality of requiring all motorists in adjacent lanes to stop for all buses that are loading or unloading passengers. BE IT FURTHER RESOLVED that the Department of Public Safety and Corrections shall receive input from the Department of Transportation and Development and the office of motor vehicles in conducting this study. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to the secretary of the Department of Public Safety and Corrections, the secretary of the Department of Transportation and Development, and the commissioner of the office of motor vehicles.
