HOUSE BILL NO. 400

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
HIGHER EDUCATION:  (Constitutional Amendment) Provides relative to the membership
of the Louisiana State University and Southern University boards of supervisors
1	A JOINT RESOLUTION
2Proposing to amend Article VIII, Section 7(B)(1) of the Constitution of Louisiana, relative
3 to the membership of the Louisiana State University and Southern University boards
4 of supervisors; to require the governor to appoint persons who are alumni of certain
5 institutions; to provide for submission of the proposed amendment to the electors;
6 and to provide for related matters.
7 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
8elected to each house concurring, that there shall be submitted to the electors of the state of
9Louisiana, for their approval or rejection in the manner provided by law, a proposal to
10amend Article VIII, Section 7(B)(1) of the Constitution of Louisiana, to read as follows:
11 §7.  Board of Supervisors of Louisiana State University and Agricultural and
12	Mechanical College; Board of Supervisors of Southern University and
13	Agricultural and Mechanical College

16	(B)(1)  Membership; Terms.  Each board shall be composed of fifteen
17 members, of whom two members shall be from each congressional district and the
18 remaining member or members shall be from the state at large, appointed by the
19 governor with consent of the Senate.  The governor shall appoint members to each
20 board so that each board includes a person who has a bachelor's degree, associate

1 degree, or other undergraduate credential from each institution that is managed and
2 supervised by the respective board and that offers such degrees or credentials.  The
3 members shall serve overlapping terms of six years, following initial terms fixed by
4 law.

6 Section 2.  Be it further resolved that this proposed amendment shall be submitted to
7the electors of the state of Louisiana at the statewide election to be held on October 14, 2023.
8 Section 3.  Be it further resolved that on the official ballot to be used at the election,
9there shall be printed a proposition, upon which the electors of the state shall be permitted
10to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
11follows:
12	Do you support an amendment to require that the Louisiana State University
13	and Southern University boards of supervisors include members who are
14	alumni of each institution under the boards' respective jurisdictions?

Abstract:  Requires that the membership of the La. State University and Southern
University boards of supervisors include certain alumni.
Present constitution, relative to the boards of supervisors of La. State University and
Southern University, provides that each board consists of 15 members, two from each
congressional district and the remaining member or members from the state at large, all
appointed by the governor.
Proposed constitutional amendment retains present constitution except to provide that at
least one alumnus from each of the following institutions be appointed to the La. State
University board of supervisors:
(1)La. State University and Agricultural and Mechanical College.
(2)La. State University at Alexandria.
(3)La. State University at Eunice.
(4)La. State University at Shreveport.

Provides that at least one alumnus from each of the following institutions be appointed to
the Southern University board of supervisors:
(1)Southern University and Agricultural and Mechanical College.
(2)Southern University at New Orleans.
(3)Southern University at Shreveport.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Oct. 14, 2023.
