54- (b) (1) The Citizens Committee consists of 11 12 members who are appointed 3
55-by the Secretary after recommendation by the members of the legislative delegation from 4
56-legislative districts 12, 13, and 32 as follows: 5

82- (c) (1) The term of a member of the Citizens Committee is 3 years. 22

84- (2) The terms of the members are staggered as required by the terms 23
