AN ACT concerning 1 
 
Transportation – Citizens Committee for the Enhancement of Communities 2 
Surrounding BWI Thurgood Marshall Airport – Modification 3 
 
FOR the purpose of altering the membership and duties of the Citizens Committee for the 4 
Enhancement of Communities Surrounding Baltimore–Washington International 5 
Thurgood Marshall Airport to include the development and advancement of 6 
additional categories of projects; increasing the amount in the annual budget for the 7 
State Department of Transportation designated by the State Secretary of 8 
Transportation for certain grants; and generally relating to the Citizens Committee 9 
for the Enhancement of Communities S urrounding Baltimore–Washington 10 
International Thurgood Marshall Airport.  11 
 
BY repealing and reenacting, with amendments, 12

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18 
 
Article – Transportation 19

 (a) There is a Citizens Committee for the Enhancement of Communities 1 
Surrounding Baltimore–Washington International Thurgood Marshall Airport. 2 
 
 (b) (1) The Citizens Committee consists of 11 12 members who are appointed 3 
by the Secretary after recommendation by the members of the legislative delegation from 4 
legislative districts 12, 13, and 32 as follows: 5 
 
 (i) Two members of the Citizens Committee shall be recommended 6 
by each of the delegates representing district 32; 7 
 
 (ii) One member of the Citizens Committee shall be recommended 8 
by the delegates representing district 12; 9 
 
 (iii) One member of the Citizens Committee shall be recommended 10 
by the delegates representing district 13; and 11 
 
 (iv) Three members of the Citizens Committee shall be recommended 12 
by the senator representing district 32; AND 13 
 
 (V) ONE MEMBER OF THE CITIZENS COMMITTEE SHALL BE 14 
RECOMMENDED BY THE S ENATOR REPRESENTING DIST RICT 12. 15 
 
 (2) The members shall be representatives of community associations that 16 
are either wholly or partially situated: 17 
 
 (i) In the MOST RECENT certified noise zone that was adopted 18 
under § 5–806 of this title and effective March 23, 1998, for Baltimore–Washington 19 
International Thurgood Marshall Airport; or 20 
 
 (ii) In a border extending 2 miles outside of the certified noise zone. 21 
 
 (c) (1) The term of a member of the Citizens Committee is 3 years. 22 
 
 (2) The terms of the members are staggered as required by the terms 23 
provided for members of the Citizens Committee on October 1, 2001. 24 
 
 (3) At the end of a term, a member continues to serve until a successor is 25 
appointed. 26 
 
 (4) A member who is appointed after a term has begun serves only for the 27 
rest of the term and until a successor is appointed. 28 
 
 (d) From among the members of the Citizens Committee, the Secretary shall 29 
appoint a chairman. 30 
 
 (e) (1) The Citizens Committee shall meet regularly at the call of the 31

 (2) The Secretary, or the Secretary’s designee, shall meet with the Citizens 1 
Committee at least quarterly. 2 
 
 (f) A member of the Citizens Committee may not receive compensation or other 3 
reimbursement for expenses. 4 
 
 (g) The Citizens Committee shall: 5 
 
 (1) Evaluate issues of livability in the communities located in the area 6 
described in subsection (b)(2) of this section and the unique impacts on livability in these 7 
communities arising from their close proximity to Baltimore–Washington International 8 
Thurgood Marshall Airport; 9 
 
 (2) (I) Develop projects designed to [address]:  10 
 
 1. ADDRESS transportation issues that affect livability in 11 
the communities; [and] 12 
 
 2. IMPROVE PUBLIC SAFETY ; 13 
 
 3. IMPROVE THE QUALITY O F LIFE IN SURROUNDIN G 14 
COMMUNITIES ; AND 15 
 
 4. IMPROVE EDUCATION ; AND 16 
 
 (II) ADVANCE PROJECTS BROU GHT TO THE CITIZENS 17 
COMMITTEE BY NONPROFI T ORGANIZATIONS ; AND 18 
 
 (3) Make recommendations to the Secretary for the funding of projects 19 
designed to address transportation issues that affect livability in the communities AND 20 
THE OTHER MATTERS LI STED UNDER ITEM (2) OF THIS SUBSECTION . 21 
 
 (h) (1) The Secretary shall consider the recommendations of the Citizens 22 
Committee. 23 
 
 (2) The Secretary may make grants–in–aid, under § 2–103(i)(2) of this 24 
article, to fund transportation related projects recommended by the Citizens Committee. 25 
 
 (3) (i) The Secretary shall identify in the annual budget for the 26 
Department an amount designated for the grants–in–aid authorized under this subsection. 27 
 
 (ii) In making a budget designation under this paragraph, the 28 
Secretary shall consider the number of aircraft operations at Baltimore–Washington 29 
International Thurgood Marshall Airport for the most recent available calendar year. 30

 (iii) A budget amount designated under this paragraph shall include 1 
an amount equal to at least [one dollar] $2 for every takeoff and landing of an aircraft that 2 
occurs at Baltimore–Washington International Thurgood Marshall Airport for the most 3 
recent available calendar year. 4 
 
 (i) Staff support for the Citizens Committee shall be provided by the Department. 5 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 6 
1, 2023.  7
