KansasCityboardofpolicecommissioners,withanemergencyclause.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section84.730,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection84.730,toreadasfollows:
84.730.1.Itshallbethedutyoftheboard,onthefifteenthdayofJanuaryofeach
2year,toprepare,inwriting,abudgetestimatingthesumofmoneywhichwillbenecessaryfor
3thenextfiscalyear,toenabletheboardtodischargethedutiesherebyimposeduponit,andto
4meettheexpensesofthepolicedepartment,whichitshallforthwithcertifytothegoverning
5bodyofsuchcities,andthebudgetshallitemizepurposesofexpenditurebyorganization
6units,activities,functions,andcharacterclassesinnotlessdetailthan"personalservices",
7"contractualservices","commodities",and"capitaloutlays",andshallinanyeventbe
8preparedinformanddetailsimilartotheformanddetailinwhichbudgetsforthevarious
9departmentsofsuchcitygovernmentareprepared.Thegoverningbodyofthecitiesishereby
10requiredtoappropriatethetotalamountsocertified,payableoutoftherevenueofthecities
11afterfirsthavingdeductedtheamountnecessarytopaytheinterestontheindebtednessofthe
12cities,theamountnecessaryforlightingthecity,andanysumrequiredbylawtobeplacedto
13thecreditofthesinkingfundofthecities,andiftheboardshallberequiredtocalloutextra
14policeforceandtheexpensethereofshallnothavebeencontemplatedintheirestimateforthe
15fiscalyearduringwhichtheextrapoliceforceiscalledout,itshallimmediatelycertifythe
16expenseofsuchadditionalforce,andtheadditionalamountsorequiredshallbeappropriated
17forthatpurpose,exceptthatinnoeventshallthegoverningbodyofthecitiesberequiredto

20 2.Forpurposesofthissection,acity'sgeneralrevenueincludesallmoneys
21devotedtospecialpurposesorallocatedintospecialfundsbythecity'scharterand
22ordinances,exceptthosemoneysdevotedtospecialpurposesorallocatedintospecial
23fundspursuanttoexpressorclearlyimpliedconstitutionalorstatutoryauthority;
24exceptthat,anydedicatedtaxforthepurposeoffundinganyfirstrespondersofsuch
25cities,oranyappropriationbysuchcitiesforfirstrespondersinexcessofanydedicated
26taxforsuchfirstrespondersofsuchcities,excludingfirstrespondersauthorizedby
27chapter84,shallbeexcludedfromcalculationofthecities'generalrevenueunderthis
28section.
SectionB.Becauseimmediateactionisnecessarytoensurepoliceprotectionofthe
2community,therepealandreenactmentofsection84.730ofsectionAofthisactisdeemed
3necessaryfortheimmediatepreservationofthepublichealth,welfare,peace,andsafety,and
4isherebydeclaredtobeanemergencyactwithinthemeaningoftheconstitution,andthe
5repealandreenactmentofsection84.730ofsectionAofthisactshallbeinfullforceand
6effectuponitspassageandapproval.
