JOINTRESOLUTION
SubmittingtothequalifiedvotersofMissourianamendmentrepealingSection11ofArticle
VIIIoftheConstitutionofMissouri,andadoptingonenewsectioninlieuthereof
relatingtovoteridentification.
BeitresolvedbytheHouseofRepresentatives,theSenateconcurringtherein:
ThatatthenextgeneralelectiontobeheldinthestateofMissouri,onTuesdaynext
2followingthefirstMondayinNovember,2022,orataspecialelectiontobecalledbythe
3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
4adoptionorrejection,thefollowingamendmenttoArticleVIIIoftheConstitutionofthestate
5ofMissouri:
SectionA.Section11,ArticleVIII,ConstitutionofMissouri,isrepealedandonenew
2sectionadoptedinlieuthereof,tobeknownasSection11,toreadasfollows:
Section11.Apersonseekingtovote[inperson] inpublicelections[may] shallbe
2requiredbygenerallawtoidentifyhimselforherselfandverifyhisorherqualificationsasa
3citizenoftheUnitedStatesofAmericaandaresidentofthestateofMissouribyproviding
4electionofficialswithaformofidentification,which[may] shallincludevalidgovernment-
5issuedphotoidentification.[Exceptions] Anexceptiontotheidentificationrequirementmay
6[also] beprovidedforbygenerallawtoallowvotingbyprovisionalballot.
SectionB.Pursuanttochapter116,andotherapplicableconstitutionalprovisionsand
2lawsofthisstateallowingthegeneralassemblytoadoptballotlanguageforthesubmissionof
3thisjointresolutiontothevotersofthisstate,theofficialsummarystatementofthis
4resolutionshallbeasfollows:
