21-2authorityshallacceptfunding,grants,orgifts,fromanysource,excludingin-kind
22-3donationsoffoodorbeveragesvaluedatlessthanonethousanddollarsperpolling
23-4place,forpreparing,administering,orconductinganelection,includingregistering
24-5voters.
25-6 2.Thissectiondoesnotprohibittheactualuseofapublicorprivatebuilding,
26-7withoutchargeorforareducedfee,forthepurposesofconductinganelection,
27-8includinguseasapollingplaceorforelectiontrainingpurposes.
28-115.111.1.Theelectionauthorityshallclearlydesignateobservationareasfor
29-2challengersandwatchers.Forwatchers,designatedareasshallbenocloserthanthree

41-13absenteevotinginpersonattheofficeoftheelectionauthority,canvassing,voter

72+sign a voter registration application may be use d for any 26
73+purpose other than voter registration. 27
74+ 5. Any voter registration application received 28
75+pursuant to the provisions of this section shall be 29
76+forwarded, in a secure and electronic manner, to the 30
77+election authority located within that county or any city 31
78+not within a county, or if there is more than one election 32
79+authority within the county, then to the election authority 33
80+located nearest to the location where the driver's license 34
81+application was received. Voter registration information, 35
82+including an electronic image of the signature of the 36
83+applicant, shall be transmitted in a format compatible with 37
84+the Missouri voter registration system established in 38
85+section 115.158 which allows for review by the election 39
86+authority and does not requir e the election authority to 40
87+manually reenter the information, provided that the election 41
88+authority shall print out a paper copy of the information 42
89+and retain such information in the manner required by 43
90+section 115.145. The election authority receiving the 44
91+application forms shall review the applications and forward , 45
92+in a secure and electronic manner, any applications 46
93+pertaining to a different election authority to that 47

95+ 6. A completed voter registration application accepted 49

640+ 115.960. 1. An election authority is authorized to 1
641+accept voter registration applications with a signature 2
642+submitted to the election authority under the provisions of 3
643+sections 432.200 to 432.295 as provided in this section: 4 SS SB 812 17
644+ (1) Sections 432.200 to 432.295 shall only apply to 5
645+transactions between parties that have agreed to conduct 6
646+transactions by electronic means; 7
647+ (2) [Except as provided in subsection 2 of this 8
648+section,] As used in this section and sections 432.200 to 9
649+432.295, the parties who agree to conduct voter registration 10
650+transactions by electronic means shall be the local election 11
651+authority who is required to accept or reject a voter 12
652+registration application and the prospective voter 13
653+submitting the applicat ion; 14
654+ (3) A local election authority is authorized to 15
655+develop, maintain, and approve systems that transmit voter 16
656+registration applications electronically under sections 17
657+432.200 to 432.295; 18
658+ (4) Except as provided in [subsection 2 of this ] 19
659+section 115.160, no officer, agency, or organization shall 20
660+collect or submit a voter registration application with an 21
661+electronic signature to an election authority without first 22
662+obtaining approval of the data and signature format from the 23
663+local election authority and the approval of the voter to 24
664+collect and store the signature and data; and 25
665+ (5) Local election authorities who maintain a voter 26
666+registration application system shall direct voter 27
667+registration applicants from other jurisdictions to the 28
668+system used by the local election authority for that 29
669+jurisdiction to accept voter registration applications 30
670+electronically. 31
671+ 2. [A system maintained by the secretary of state's 32
672+office shall be used to accept voter registration 33
673+applications electronically subsequent to approval from the 34
674+committee formed as set forth in this subsection: 35 SS SB 812 18
675+ (1) Within thirty days of, but in no event prior to 36
676+January 1, 2017, the president of the Missouri Association 37
677+of County Clerks and Election Authorities sha ll appoint 38
678+fourteen of its members to serve on a committee to approve 39
679+and develop uniform standards, systems, and modifications 40
680+that shall be used by the secretary of state in any 41
681+electronic voter registration application system offered by 42
682+that office. The committee may also make recommendations 43
683+regarding the purchase, maintenance, integration, and 44
684+operation of electronic databases, software, and hardware 45
685+used by local election authorities and the secretary of 46
686+state's office including, but not lim ited to, systems used 47
687+for military and overseas voting and for building and 48
688+conducting election operations. The committee shall have 49
689+fourteen local election authorities, including 50
690+representatives of each classification of counties, a 51
691+representative from an election board, and at least one 52
692+member who has experience processing online voter 53
693+registration transactions. In addition, one representative 54
694+appointed by the secretary of state's office shall serve on 55
695+the committee; 56
696+ (2) The committee shall immediately meet to approve 57
697+electronic signature formats and a minimum set of data 58
698+collection standards for use in a voter registration 59
699+application system maintained by the secretary of state; 60
700+ (3) Once the format and data collection standards a re 61
701+approved by the committee and implemented for the system 62
702+maintained by the secretary of state, local election 63
703+authorities shall accept the transmission of voter 64
704+registration applications submitted to the approved system 65
705+under the provisions of sect ions 432.200 to 432.295; 66 SS SB 812 19
706+ (4) The secretary of state's office shall direct 67
707+eligible voters to a local election authority's system to 68
708+accept voter registration applications electronically if the 69
709+local election authority has a system in place as of A ugust 70
710+28, 2016, or implements a system that meets the same 71
711+standards and format that has been approved by the committee 72
712+for the secretary of state's system; 73
713+ (5) The committee shall meet not less than 74
714+semiannually through June 30, 2019, to recomme nd and approve 75
715+changes and enhancements proposed by the secretary of state 76
716+or election authorities to the electronic voter registration 77
717+application system. Vacancies that occur on the committee 78
718+shall be filled by the president of the Missouri Associat ion 79
719+of County Clerks and Election Authorities at the time of the 80
720+vacancy; 81
721+ (6) To improve the accuracy of voter registration 82
722+application data and reduce costs for local election 83
723+authorities, the system maintained by the secretary of state 84
724+shall, as soon as is practical, provide a method where the 85
725+data entered by the voter registration applicant does not 86
726+have to be re-entered by the election authority to the state 87
727+voter registration database. 88
728+ 3.] Each applicant who registers using an appro ved 89
729+electronic voter registration application system shall be 90
730+deemed to be registered as of the date the signed 91
731+application is submitted to the system, if such application 92
732+is accepted and not rejected by the election authority and 93
733+the verification not ice required under section 115.155 is 94
734+not returned as undeliverable by the postal service. 95
735+ [4.] 3. This section shall not apply to voter 96
736+registration and absentee records submitted by voters 97
737+authorized under federal law, section 115.291, or sectio ns 98 SS SB 812 20
738+115.900 to 115.936 to submit electronic records and 99
739+signatures. 100
740+ [5.] 4. High quality copies, including electronic 101
741+copies, of signatures made on paper documents may be used 102
742+for petition signature verification purposes and retained as 103
743+records. 104
744+ [6.] 5. Any signature required for petition submission 105
745+under chapter 116 shall be handwritten on a paper document. 106
746+ [7. Notwithstanding the provisions of section 432.230 ] 107
747+6. Except as provided under sections 115.160 and 432.230 , 108
748+nothing in this section shall require the election authority 109
749+to accept voter registration records or signatures created, 110
750+generated, sent, communicated, received, stored, or 111
751+otherwise processed, or used by electronic means or in 112

755+authorities shall accept and process voter registration 116

777+ 116.160. 1. If the general assembly adopts a joint 1
778+resolution proposing a constitutional amendment or a bill 2
779+without a fiscal note summary, which is to be referred to a 3
780+vote of the people, after receipt of such resolution or bill 4
781+the secretary of state shall promptly forward the resolution 5
782+or bill to the state auditor. If the general assembly 6
783+adopts a joint resolution proposing a constitutional 7
784+amendment or a bill without an official summary statement, 8
785+which is to be referred to a vote of the people, within 9
786+twenty days after receipt of the resolution or bill, the 10
787+secretary of state shall prepare and transmit to the 11
788+attorney general a summary statement of the measure as the 12
789+proposed summary statement. The secretary of state may seek 13
790+the advice of the legislator who introduced the 14
791+constitutional amendment or bill and the speaker of the 15
792+house or the president pro tem of the legislative chamber 16
793+that originated the measure. The summary statement may be 17
794+distinct from the le gislative title of the proposed 18
795+constitutional amendment or bill. The attorney general 19
796+shall within ten days approve the legal content and form of 20
797+the proposed statement. If the general assembly adopts a 21
798+joint resolution proposing a constitutional am endment or 22
799+statutory measure that includes an official summary 23
800+statement, the statement shall appear on the ballot, and no 24 SS SB 812 22
801+court shall have the authority to rewrite or edit the 25
802+summary statement or ballot language. 26
803+ 2. The official summary stateme nt shall contain no 27
804+more than fifty words, excluding articles. The title shall 28
805+be a true and impartial statement of the purposes of the 29
806+proposed measure in language neither intentionally 30
807+argumentative nor likely to create prejudice either for or 31
808+against the proposed measure. 32
809+ [115.302. 1. Any registered voter of this 1
810+state may cast a mail -in ballot as provided in 2
811+this section. Nothing in this section shall 3
812+prevent a voter from casting an absentee ballot, 4
813+provided such person h as not cast a ballot 5

815+mail-in ballot may be made by the applicant in 7
