ASSUMPTION
Officials from the Office of Administration - Budget and Planning, the Department of 
Economic DevelopmentDepartment of Elementary and Secondary Education, the 
Department of Natural Resources and the Missouri Department of Transportation each 
assume the proposal will have no fiscal impact on their respective organizations. Oversight does 
not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the 
fiscal note for these agencies.  
In response to a previous version of this bill, officials from the Missouri Department of 
AgricultureOffice of Administration, the City of Kansas City, the City of O’Fallon and 
the City of Springfield each assumed the proposal will have no fiscal impact on their respective 
organizations. Oversight does not have any information to the contrary. Therefore, Oversight 
will reflect a zero impact in the fiscal note for these agencies.  
Oversight assumes this proposal would have no local fiscal impact without action taken by the 
governing body of the local political subdivision to adopt an ordinance, resolution, regulation, 
code or policy to enact this proposal. Oversight does not know of any governing bodies that have 
approved such an ordinance.  Until that action is taken by the local political subdivision, 
Oversight will assume a $0 direct fiscal impact to local political subdivisions.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other cities and counties were requested to respond to this proposed legislation but did 
not. A listing of political subdivisions included in the Missouri Legislative Information System

There could be a positive direct fiscal impact to small businesses if local political subdivisions 
adopt an ordinance, resolution, regulation, code or policy that requires installation of electric

FISCAL DESCRIPTION
This bill provides that any political subdivision that adopts an ordinance, resolution, regulation, 
code, or policy that requires the installation of electric vehicle charging stations must pay all 
costs associated with the installation, maintenance, and operation of the electric vehicle charging 
stations. The bill also prohibits any political subdivision from requiring more than 5 electric 
vehicle charging states per parking lot or infrastructure for future installation of more than 5 
vehicle charging stations, and further states that such policies will only apply to parking lots with 
more than thirty parking spaces.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
