AN ACT 
To amend chapter 67, RSMo, by adding thereto one new section relating to electric vehicle 
charging station requirements. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapter 67, RSMo, is amended by adding thereto 1 
one new section, to be known as section 67.288, to read as 2 
follows:3 
     67.288.  1.  For purposes of this section, the 1 
following terms mean: 2 
     (1)  "Electric vehicle", any vehicle that operates, 3 
either partially or exclusively, on electrical energy from 4 
the grid or an off-board source that is stored onboard for a 5 
motive purpose; 6 
     (2)  "Electric vehicle charging station", a public or 7 
private parking space that is ser ved by battery charging 8 
station equipment that has as its primary purpose the 9 
transfer of electric energy by conductive or inductive means 10 
to a battery or other energy storage device in an electric 11 
vehicle. 12 
     2.  Notwithstanding any other provision of law to the  13 
contrary, any political subdivision that adopts an 14 
ordinance, resolution, regulation, code, or policy that 15 
requires installation of electric vehicle charging stations 16   SCS HCS HB 184 	2 
shall pay all costs associated with the installation, 17 
maintenance, and operation of the electric vehicle charging 18 
stations.  No political subdivision shall adopt any 19 
ordinance, resolution, regulation, code, or policy that 20 
requires more than five electric vehicle charging stations 21 
per parking lot, or infrastructure for fu ture installation  22 
of more than five electric vehicle charging stations per 23 
parking lot.  Such ordinances, resolutions, regulations, 24 
codes, or policies shall apply only to parking lots with 25 
more than thirty parking spaces designated for parking. 26 
     3.  Notwithstanding any other provision of law to the 27 
contrary, no political subdivision shall adopt any 28 
ordinance, resolution, regulation, code, or policy that 29 
requires any school or any religious organization, as 30 
described in section 210.201, to instal l an electric vehicle 31 
charging station. 32 
     4.  Nothing in this section shall prohibit a business 33 
owner or property owner from paying for the installation, 34 
maintenance, or operation of an electric vehicle charging 35 
station. 36 
     5.  The provisions of this section shall only apply to 37 
any city not within a county and any county with more than 38 
one million inhabitants. 39 

