ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
184.
Thisbillprovidesthatanypoliticalsubdivisionthatadoptsan
ordinance,resolution,regulation,code,orpolicythatrequires
theinstallationofelectricvehiclechargingstationsmustpayall
costsassociatedwiththeinstallation,maintenance,andoperation
oftheelectricvehiclechargingstations.
Thebillprohibitsanypoliticalsubdivisionfromrequiringmore
thanfiveelectricvehiclechargingstationsperparkinglot,or
infrastructure forfutureinstallationofmorethanfivevehicle
chargingstations,andthebillfurtherstatesthatsuchpolicies
willonlyapplytoparkinglotswithmorethan30parkingspaces.
Thebillprohibitsanypoliticalsubdivisionfromrequiringany
schoolorreligiousorganizationtoinstallanelectricvehicle
chargingstation.

PROPONENTS: Supporterssaythattheproliferationofnewsources
ofenergyoughttobedrivenbymarketforces,notbygovernment.
Supportingparticularindustriesisnottheroleofgovernment,nor
isenactingmeasuresthatwouldcutcarbonemissions. Mostsmall
businessesthatwouldbesubjecttotherulesthisbillseeksto
preemptcouldnotaffordtoinstallelectricvehiclecharging
stationsandwouldbeforcedtoclose.Governmentinterventionin
thefreemarketgenerallymakesthingsmorecomplicatedandpasses
additionalcostsontoconsumersneedlessly. Ifthereisconsumer
interestforaservicethenthemarketwillprovideforthatneed
withoutagovernmentmandate.

OPPONENTS: Thosewhoopposethebillsaythatcuttingfossilfuel
emissionsisamatterofpublicsafetybecausetheyhavea
demonstrableimpactonpublichealth.Governmentgenerallyhasa
roletoplayinenhancingpublicwelfare. Thisbillwould
needlesslyhinderratherthanincentivizethegrowthofimportant
infrastructure. Mostmunicipalities don'thaveenoughmoneyto
makethesekindsofinfrastructure investmentsontheirown.
Electricvehiclesarethetechnologyofthefutureand
municipalities willbenefitinthelongruniftheymakethese
improvements.
