In response to a previous version of this bill, officials from the City of O’Fallon assumed the proposal will have no fiscal impact on their organization. No. 0756H.02P Bill No. Perfected HCS for HB 184 Page 4 of February 14, 2023 NM:LR:OD FISCAL DESCRIPTION This bill provides that any political subdivision that adopts an ordinance, resolution, regulation, code, or policy that requires the installation of electric vehicle charging stations must pay all costs associated with the installation, maintenance, and operation of the electric vehicle charging stations. The bill prohibits any political subdivision from requiring more than five electric vehicle charging stations per parking lot, or infrastructure for future installation of more than five vehicle charging stations, and the bill further states that such policies will only apply to parking lots with more than 30 parking spaces. The bill prohibits any political subdivision from requiring any school or religious organization to install an electric vehicle charging station. This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
