16-3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for

19-SectionA.Sections2(b)and3(c),ArticleXII,ConstitutionofMissouri,arerepealed
20-2andfivenewsectionsadoptedinlieuthereof,tobeknownasSections2(b),2(c),2(d),2(e),
21-3and3(c),toreadasfollows:
22-Section2(b).Allamendmentsproposedbythegeneralassemblyorbytheinitiative
23-2shallbesubmittedtotheelectorsfortheirapprovalorrejectionbyofficialballottitleasmay
24-3beprovidedbylaw,onaseparateballotwithoutpartydesignation,atthenextgeneral
25-4election,orataspecialelectioncalledbythegovernorpriorthereto,atwhichhemaysubmit
26-5anyoftheamendments.Nosuchproposedamendmentshallcontainmorethanoneamended
27-6andrevisedarticleofthisconstitution,oronenewarticlewhichshallnotcontainmorethan
28-7onesubjectandmattersproperlyconnectedtherewith.Ifpossible,eachproposedamendment

55-Section2(d).Nopersonshallbeeligibletovoteonanymeasuresubmittedtothe

59-Section2(e).Legalvotersineachcongressionaldistrictshallhavethe
60-2opportunitytoreviewandcommentuponallinitiativepetitionsproposing
61-3amendmentstotheconstitutionfollowingthefilingofthepetitionwiththesecretary
62-4ofstateandnotlessthanfifteendaysbeforethemeasureappearsontheballot.Such
63-5reviewandcommentprocessshallbeadministeredbythesecretaryofstateinapublic

65-Section3(c).Anyproposedconstitutionorconstitutionalamendmentadoptedbythe
66-2conventionshallbesubmittedtoavoteoftheelectorsofthestateatsuchtime,insuch

70-6constitutionorconstitutionalamendmentsbyamajorityofthevotescastthereonstatewide
71-7andalsoamajorityofvotescastthereonineachofmorethanhalfofthecongressional
72-8districtsinthestate,thesameshalltakeeffectattheendofthirtydaysaftertheelection.
73-9Theresultoftheelectionshallbeproclaimedbythegovernor.

14+Submitting to the qualified voters of Missouri, an amendment repealing sections 2(b) and 3(c) of
15+article XII of the Constitution of Missouri, and adopting two new sections in lieu
16+thereof relating to procedures pertaining to ballot measures submitted to the voters.

18+Be it resolved by the Senate, the House of Representatives concurring therein:
19+ That at the next general election to be held in the 1
20+state of Missouri, on Tuesday next following the first Mon day 2
21+in November, 2024, or at a special election to be called by 3
22+the governor for that purpose, there is hereby submitted to 4
23+the qualified voters of this state, for adoption or 5
24+rejection, the following amendment to article XII of the 6
25+Constitution of the sta te of Missouri:7
26+ Section A. Sections 2(b) and 3(c), article XII, 1
27+Constitution of Missouri, are repealed and two new sections 2
28+adopted in lieu thereof, to be known as sections 2(b) and 3(c), 3
29+to read as follows:4
30+ Section 2(b). All amendments proposed by the general 1
31+assembly or by the initiative shall be submitted to the 2
32+electors for their approval or rejection by official ballot 3
33+title as may be provided by law, on a separate ballot 4 SS#4 SCS SJRs 74, 48, 2
34+ 59, 61 & 83
35+without party designation, at the next general election , or 5
36+at a special election called by the governor prior thereto, 6
37+at which he may submit any of the amendments. No such 7
38+proposed amendment shall contain more than one amended and 8
39+revised article of this constitution, or one new article 9
40+which shall not contain more than one subject and matters 10
41+properly connected therewith. If possible, each proposed 11
42+amendment shall be published once a week for two consecutive 12
43+weeks in two newspapers of different political faith in each 13
44+county, the last publication to be not more than thirty nor 14
45+less than fifteen days next preceding the election. If 15
46+there be but one newspaper in any county, publication for 16
47+four consecutive weeks shall be made. If a majority of the 17
48+votes cast thereon is in favor of any amendment proposed by 18
49+the general assembly , the same shall take effect at the end 19
50+of [thirty] thirty-one days after the election. 20
51+Notwithstanding the provisions of article III, section 51 of 21
52+this constitution to the contrary, if a majority of the 22
53+votes cast thereon statewide and also a majority of the 23
54+votes cast thereon in each of more than half of the 24
55+congressional districts in the state are in favor of any 25
56+amendment proposed by the initiative, the same shall take 26
57+effect at the end of thirty -one days after the election. 27
58+More than one amendment at the same election shall be so 28
59+submitted as to enable the electors to vote on each 29
60+amendment separately. 30
61+ Section 3(c). Any proposed constitution or 1
62+constitutional amendment adopted by the c onvention shall be 2
63+submitted to a vote of the electors of the state at such 3
64+time, in such manner and containing such separate and 4
65+alternative propositions and on such official ballot as may 5
66+be provided by the convention, at a special election not 6 SS#4 SCS SJRs 74, 48, 3
67+ 59, 61 & 83
68+less than sixty days nor more than six months after the 7
69+adjournment of the convention. Upon the approval of the 8
70+constitution or constitutional amendments by a majority of 9
71+the votes cast thereon statewide and also a majority of the 10
72+votes cast thereon in ea ch of more than half of the 11
73+congressional districts in the state, the same shall take 12
74+effect at the end of [thirty] thirty-one days after the 13
75+election. The result of the election shall be proclaimed by 14
76+the governor. 15
77+ Section B. Pursuant to chapter 116, and other 1
78+applicable constitutional provisions and laws of this state 2
79+allowing the general assembly to adopt ballot language for 3
80+the submission of this joint resolution to the voters of 4
81+this state, the official summary statement of this 5
82+resolution shall be as follows: 6
83+"Shall the Missouri Constitution be amended to 7
84+pass constitutional amendments proposed by 8
85+initiative or convention by a statewide majority 9
86+vote and a majority vote in a majority of 10
87+congressional districts?". 11
