JOINTRESOLUTION
SubmittingtothequalifiedvotersofMissourianamendmentrepealingSections2(b)and3(c)
ofArticleXIIoftheConstitutionofMissouri,andadoptingfivenewsectionsinlieu
thereofrelatingtoconstitutionalamendments.
BeitresolvedbytheHouseofRepresentatives,theSenateconcurringtherein:
ThatatthenextgeneralelectiontobeheldinthestateofMissouri,onTuesdaynext
2followingthefirstMondayinNovember,2024,orataspecialelectiontobecalledbythe
3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
4adoptionorrejection,thefollowingamendmenttoArticleXIIoftheConstitutionofthestate
5ofMissouri:
SectionA.Sections2(b)and3(c),ArticleXII,ConstitutionofMissouri,arerepealed
2andfivenewsectionsadoptedinlieuthereof,tobeknownasSections2(b),2(c),2(d),2(e),
3and3(c),toreadasfollows:
Section2(b).Allamendmentsproposedbythegeneralassemblyorbytheinitiative
2shallbesubmittedtotheelectorsfortheirapprovalorrejectionbyofficialballottitleasmay
3beprovidedbylaw,onaseparateballotwithoutpartydesignation,atthenextgeneral
4election,orataspecialelectioncalledbythegovernorpriorthereto,atwhichhemaysubmit
5anyoftheamendments.Nosuchproposedamendmentshallcontainmorethanoneamended
6andrevisedarticleofthisconstitution,oronenewarticlewhichshallnotcontainmorethan
7onesubjectandmattersproperlyconnectedtherewith.Ifpossible,eachproposedamendment
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 8shallbepublishedonceaweekfortwoconsecutiveweeksintwonewspapersofdifferent
9politicalfaithineachcounty,thelastpublicationtobenotmorethanthirtynorlessthan
10fifteendaysnextprecedingtheelection.Iftherebebutonenewspaperinanycounty,
11publicationforfourconsecutiveweeksshallbemade.[If]Notwithstandingtheprovisions
12ofArticleIII,Sections51and52(b)ofthisconstitution,ifamajorityofthevotescast
13thereonstatewideandalsoamajorityofvotescastthereonineachofmorethanhalfof
14thecongressionaldistrictsinthestateisinfavorofanyamendment,thesameshalltake
15effectattheendofthirtydaysaftertheelection.Morethanoneamendmentatthesame
16electionshallbesosubmittedastoenabletheelectorstovoteoneachamendmentseparately.
Section2(c).Itshallbeunlawfulfor:
2 (1)Agovernmentofaforeigncountryoraforeignpoliticalpartytosponsoran
3initiativepetitionproposinganamendmenttothisconstitution;
4 (2)Agovernmentofaforeigncountryoraforeignpoliticalpartytodirectlyor
5indirectlymake:
6 (a)Acontributionordonationofmoneyorotherthingofvalue,ormakean
7expressorimpliedpromisetomakeacontributionordonation,inconnectionwithan
8electiononaproposedamendmenttothisconstitution;
9 (b)Acontributionordonationtoapoliticalcommitteeorapoliticalparty
10favoringoropposingaproposedamendmenttothisconstitution;or
11 (c)Anexpenditure,independentexpenditure,ordisbursementforan
12electioneeringcommunicationwhetherprint,broadcast,ordigitalmedia,or
13otherwise,relatedtoaproposedamendmenttothisconstitution;or
14 (3)Apersontosolicit,accept,orreceiveacontributionordonationfroma
15governmentofaforeigncountryoraforeignpoliticalpartyinconnectionwitha
16proposedamendmenttothisconstitution.
Section2(d).Nopersonshallbeeligibletovoteonanymeasuresubmittedtothe
2peoplethatamends,repeals,orreplacesthisconstitution,whetherpursuanttothis
3ArticleorArticleIII,Section50ofthisconstitution,unlesssuchpersonisalegal
4residentofthestateofMissouriandacitizenoftheUnitedStatesofAmerica.
Section2(e).Legalvotersineachcongressionaldistrictshallhavethe
2opportunitytoreviewandcommentuponallinitiativepetitionsproposing
3amendmentstotheconstitutionfollowingthefilingofthepetitionwiththesecretary
4ofstateandnotlessthanfifteendaysbeforethemeasureappearsontheballot.Such
5reviewandcommentprocessshallbeadministeredbythesecretaryofstateinapublic
6forum.
Section3(c).Anyproposedconstitutionorconstitutionalamendmentadoptedbythe
2conventionshallbesubmittedtoavoteoftheelectorsofthestateatsuchtime,insuch

4asmaybeprovidedbytheconvention,ataspecialelectionnotlessthansixtydaysnormore
5thansixmonthsaftertheadjournmentoftheconvention.Upontheapprovalofthe
6constitutionorconstitutionalamendmentsbyamajorityofthevotescastthereonstatewide
7andalsoamajorityofvotescastthereonineachofmorethanhalfofthecongressional
8districtsinthestate,thesameshalltakeeffectattheendofthirtydaysaftertheelection.
9Theresultoftheelectionshallbeproclaimedbythegovernor.
SectionB.Pursuanttochapter116,andotherapplicableconstitutionalprovisionsand
2lawsofthisstateallowingthegeneralassemblytoadoptballotlanguageforthesubmissionof
3thisjointresolutiontothevotersofthisstate,theofficialsummarystatementofthis
4resolutionshallbeasfollows:
5 "ShalltheMissouriConstitutionbeamendedto:
6 •AllowonlyU.S.citizenstovoteonconstitutionalamendments;
7 •Forbidforeigncountriesfromfundingconstitutionalamendments;
8 •Requirereviewofproposedconstitutionalamendmentinitiativesbyvotersineach
9congressionaldistrict;and
10 •Passconstitutionalamendmentsbyamajorityvotebothstatewideandinamajority
11ofcongressionaldistricts?".
