Establishes state procurement goals for New York state products throughout state agencies and private entities performing state contracts; provides that every year after enactment, a certain percentage of products purchased by state agencies will be New York state products, with such percentage threshold increasing each year up until five years.
Creates a day care assistance program for members of the organized militia serving federal active duty outside the United States; appropriates $500,000 therefor.
Prohibits public bodies from conducting an executive session where the subject to be considered relates to the appointment of an elected member or officer to fill a vacancy in an elected office of such public body, including interviews of prospective appointees and related discussions.
Prohibits certain persons from receiving compensation for legal fees, consulting, or other work performed for an industrial development agency, an economic assistance corporation or state or local authority.
Establishes the office of flooding prevention and mitigation to manage and coordinate the work of task forces, commissions, and other bodies and programs tasked with examining issues related to flooding, to review and assess best practices and make recommendations regarding flood prevention and mitigation, and to assist municipalities in developing strategies and policies to combat flooding.
