Increases the amount for awards made to crime victims; specifies certain items of personal property which are necessary and essential to the welfare of a claimant.
Establishes the 15 member New York Asian American and Pacific Islander commission to develop policies to improve the community, economic and social well-being, and the health and educational needs important to Asian American and Pacific Islander communities in the state; to develop and coordinate statewide programs, recognizing the continuing contributions of Asian American and Pacific Islander individuals in the state; to create and implement public education campaigns regarding Asian American and Pacific Islander issues and culture; to increase the awareness among Asian American and Pacific Islander individuals of state and local resources that may benefit Asian American and Pacific Islander individuals and communities as a whole; and to undertake any other activities the commission deems necessary and applicable to support Asian American and Pacific Islander communities in the state.
Renames the NYS office for the prevention of domestic violence to the NYS office to end domestic and gender-based violence; makes necessary technical changes.
Establishes the disaster-related latent damage recovery grant program to repair latent damage to public infrastructure, including publicly-owned roads, bridges, drainage and flood mitigation systems, electrical and mechanical systems and communication systems, and any ancillary infrastructure necessary for the safe operation of the components thereof, where such damage was the result of a natural disaster.
Designates the "Honor and Remember Flag" as the official state flag for recognizing armed service members who have died as a result of serving the United States in any war or conflict the nation has been involved in since its inception.
Relates to accessibility requirements in certain procurement contracts; requires contracts that include information and communication technologies (ICTs) are accessible to people with disabilities; requires that the ability of a prospective contractor to meet such requirement be considered in making the contract award.
Establishes four mental health coordinators to provide mental health support and education for members of law enforcement; establishes that coordinators shall provide training, assistance, reporting and set standards for continuing mental health education.
Requires police officers to report the misconduct of a police officer; requires the division of criminal justice to establish a protocol to be followed by police agencies when handling and recording mandatory reports of misconduct by a police officer; establishes the crime of failure to report misconduct by a police officer.
Relates to RFPs for gun violence reduction; provides that any state agency that issues an RFP relating to gun violence reduction shall establish a coordination plan including all awardees; requires that such coordination plans shall be in a form as prescribed by the department of state; requires that at a minimum, such coordination plan shall help ensure complete coverage of the area for which such RFP is issued and minimize competition between awardees.
Provides that for members of a public pension or retirement system, accrued benefits shall not be diminished or impaired except as authorized and prescribed by the legislature.
Requires state agencies, public authorities and public benefit corporations to provide annual reports including information on outstanding total debt for each entity, total annual debt service for each entity, annual debt issuance for each entity, and annual debt to be retired for each entity.
