Establishes the underrepresented teachers of tomorrow teacher recruitment and retention program to attract and retain underrepresented certified teachers in schools which have an underrepresentation of underrepresented certified teachers; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Establishes the university of the state of New York environmental sustainability office to lead the coordination, planning and implementation of policies, programs, and processes to fulfill the university's sustainability obligations and targets cohesively, across all university campuses, and at the system level.
Enacts the student journalist free speech act to protect student speech at educational institutions unless such speech is libelous, an invasion of privacy, or incites students to commit an unlawful act, violate school policies, or to materially and substantially disrupt the orderly operation of the school.
Requires persistently dangerous schools to file an incident reduction plan detailing the steps the school will take to reduce incidents of violence and disruption; requires notice to be given to victims of harassment, bullying, or violent offenses of their right to transfer to another public school.
Prohibits students from accessing their wireless communications devices on school property, unless authorized for classroom use; prohibits students from accessing social media platforms through the use of internet access provided by the school district, except when expressly directed to for class instruction.
Allows non-profit national assessment providers to license data to accredited colleges, scholarship organizations and non-profit educational programs for the purpose of providing access to employment, scholarship, financial aid, and postsecondary educational opportunities.
Clarifies the application of standardized testing requirements to the general education development exam by explicitly including it in the definition of "standardized test" and "test".
Requires applicants for certain nursing licenses and certifications to complete a course in the prevention of human trafficking; directs the commissioners of education and health to develop such training and regulations; directs that certain forfeited funds be used to reimburse actual costs expended for the development of such training.
