Authorizes utility corporations, telegraph and telephone corporations, and cable television corporations to provide notice of bills to third parties at the request of the customer.
Relates to establishing a renewable hydrogen incentive and financing program to engage stakeholders to design and implement a competitive program for renewable hydrogen production for the purpose of meeting the state's clean energy and greenhouse emissions reductions targets.
Relates to the collection of charges for residential utility service deemed to be rent; provides that where it is alleged and established that charges for utility service to any residential tenant are deemed to be rent under the terms of any arrangement or agreement relating to rental of residential property, no recovery of possession shall be had therein.
Creates a revolving loan fund through the New York state energy research and development authority for the purpose of building renewable energy storage systems scaled to function as microgrids to power housing owned by the New York city housing authority.
Relates to the establishment of a community renewable energy program; directs the public service commission to evaluate a program to allow individuals to choose to receive energy generated from renewable energy systems.
Provides that every gas or electric rate schedule, which is based on projections of revenues, expenditures and utility operations for more than 18 months, shall be annually reviewed by the public service commission; such review proceeding shall include all the parties involved in the proceeding at which such schedule was originally approved.
Establishes the power authority of the state of New York shall make low cost hydropower available to hospitals and municipal housing authorities located within Niagara county.
Requires every utility corporation or municipality who sends an emergency notice to consumers to make available and provide such notice in English, Spanish, Haitian-Creole, Mandarin, Cantonese, Arabic, French, Urdu, Hindi and Tagalog.
Directs the department of public service to adjust each utility corporation's residential fixed charge upon such corporation's filing with the department of an amendment of rate schedules, to recover only the fixed costs and operation and maintenance expenses directly related to metering, billing, service connections and the provision of customer service.
Relates to requiring the establishment of utility customer arrears reporting; requires utilities to report to the public service commission on customers who are in arrears.
Directs the New York state energy research and development authority to prepare a report regarding the replacement of decommissioned or dormant electric generating sites with renewable energy development and energy storage opportunities.
